ROLL CALL PRESENT : Mr. Eddy, Vice Chairman; Mr. Glendening, Clerk; Mr. Larrere, Treasurer; Mr. Tierno; Ms. Weeks; Mr. Spanos, Belknap County Commissioner. ABSENT: Mr. Hosmer, Chairman. Guests: Mr. Gorham, Jacobs; Mr. Emerson, Emerson Aviation; Mr. Avery, Sky Bright; Mr. Allen, Goulian Aviation; Ms. Onos, Gilford resident. AGENDA: 1. Action on Approval of 1/19/2023 Meeting minutes. MOTION: Upon a motion by Mr. Tierno, seconded by Ms. Weeks, the minutes of the January 19, 2023, meeting were unanimously approved as submitted by the recording secretary. 2. Public Input – There was none. 3. Review of Finances – The manager led a general discussion regarding a review of the finances. 4. AIP Projects Update a. SBG-15 Obstruction Removal – The obstruction removal project began on January 30 with the runway closing due to a crane being used to remove the tall trees affecting the approach surface of runway 08. 60% of the project has been accomplished as of Friday, the 10th. However, due to the soft ground surface, a decision was made to stop the project. We hope the remaining 40% can be completed in the summer if the ground dries enough. b. SBG-20 Perimeter Fence – The survey is completed, and the wetlands have been flagged; now, the permitting is underway with the DES, which is particularly sensitive due to most of the area being wetlands.  c. CROSSWINDS Development – Jacobs is progressing on the project's Page | 2 overall design, hoping to have some costs available by the end of March. 5. Old Business a. Auxiliary Parking Lot – There was a general discussion regarding how to use the auxiliary/overflow automobile parking lot. b. Appointive Agency Ad – An ad has been running in the Daily Sun for candidates to serve on the Airport Authority to fill three positions for residents of Laconia. A general discussion followed as to what might be done to change the criteria for membership. Although several suggestions were put forth, it was decided to revisit the issue. 6. New Business a. Kitchen Cravings / 15 Airport Road – It appears that there is an impending sale of the restaurant. Therefore, it was decided that upon notification of the Purchase and Sale Agreement having been executed, a Special Meeting of the LAA would be called to authorize the Chairman to sign the Lease Agreement. b. Discussion: Tree removal in Lake Breeze Park – Some trees in the Park have been identified as penetrating the approach surface of runway 08. Unfortunately, we do not have an easement on that property; therefore, the grant will not cover the expense of removing those trees. The FAA requires the removal of the trees to maintain our approach surface. Therefore, we need to remove the trees at our expense. The manager suggested we request SK McDonald Company use its equipment to identify the specific trees. Then, we could evaluate the cost of removing the trees and proceed from that point. A determination was not required, but it is essential that the Authority be made aware. 7. Other Business – There was none. 8. Next Scheduled Meeting: March 16, 2023 9. Adjournment – Mr. Eddy called for a motion to adjourn. MOTION: Upon a motion by Mr. Tierno, seconded by Mr. Larrere, the meeting was adjourned by a unanimous vote at 1655L.
