ROLL CALL :  PRESENT : Mr. Hosmer, Chairman; Mr. Eddy, Vice Chairman; Mr. Spanos, Belknap County Commissioner; Mr. Tierno; Ms. Weeks; Ms. VieBrooks; Mr. Cotter  ABSENT: Mr. Larrere, Treasurer; Mr. Dodge (see below notes)  GUESTS: Mr. Gorham, Jacobs; Mr. Emerson, Emerson Aviation; Mr. Avery, Sky Bright; Mr. Gillett AGENDA: 1. Action on approval of 6/15/2023 Meeting minutes. MOTION: Upon a motion by Mr. Eddy, seconded by Ms. Weeks, the minutes of the June 15, 2023, meeting were unanimously approved as submitted by the recording secretary. NOTE: Mr. Larrere joined the meeting at 1606. 2. Public Input – There was none. 3. Review of Finances – The manager led a general discussion regarding a review of the finances. NOTE: Mr. Dodge joined the meeting at 1615. 4. AIP Projects Update – a. SBG-15 Obstruction Removal – Due to the frequent rains, it seems unlikely that the ground will dry sufficiently to resume tree removal this summer; however, we try to remain optimistic. Otherwise, we must hope  for a cold stretch in the winter to freeze the ground. The contractor indicated that he might be able to perform some upland clearing this fall. b. SBG-20 Perimeter Fence – The survey is completed, and the wetlands have been flagged; now, the permitting is underway with the DES, which is particularly sensitive due to most of the area being wetlands. Page | 2 c. CROSSWINDS Development – The project is out to bid. Bids must be received by August 15 and opened on the 18th. 5. Old Business a. 15 Airport Road – The attorneys are still revising the lease agreement. 6. New Business a. Authorization is needed for the Chairman to sign the AIRPORT RESCUE PLAN (ARP) GRANT AGREEMENT – STATE BLOCK GRANT, SBG 09- 19-2023 between Laconia Municipal Airport and the New Hampshire Department of Transportation, Bureau of Aeronautics. MOTION : Upon a motion by Mr. Spanos, seconded by Mr. Tierno, authorization for the Chairman to sign the AIRPORT RESCUE PLAN (ARP) GRANT AGREEMENT – STATE BLOCK GRANT, SBG 09-19-2023 between Laconia Municipal Airport and the New Hampshire Department of Transportation, Bureau of Aeronautics was granted by unanimous vote. b. Authorization is needed for the Chairman to sign the grant application for the CROSSWIND DEVELOPMENT PROJECT DESIGN. MOTION: Upon a motion by Mr. Tierno, seconded by Mr. Hosmer, authorization for the Chairman to sign the grant application for the CROSSWIND DEVELOPMENT PROJECT DESIGN was granted by unanimous vote. NOTE: Mr. Gorham then explained that the project would involve four grant applications – the project is divided into two sections: The access road and the taxiways. Therefore, design and construction applications for both project parts will be required. AMENDMENT TO ABOVE MOTION: Upon a motion by Mr. Hosmer, seconded by Mr. Eddy, the previous action was amended, authorizing the  Chairman to sign all four applications – two for the design portions of the CROSSWIND DEVELOPMENT PROJECT and two for the construction portions of the CROSSWIND DEVELOPMENT PROJECT – by unanimous vote.
