Licensing Review: RAF- Belknap Quilters Guild draw date 10/5/14 to benefit the Police Department, Fire Department, New Beginnings and Lakes Region Scholarship Fund. Prize: Queen Size Quilt There was no discussion. Motion: M. Canfield moved to approve the raffle, with the second by K. Beattie with all voting in favor. Licensing Regular: J. Rogato asked the Licensing committee if they were comfortable making one motion to cover all of these as they are all renewals. The committee agreed. OLS & ENT: Paradise Beach Club from 5/1/14-10/31/14 with live bands, singles & duo’s OLS & ENT:- Naswa Resort from 5/1/14-10/31/14 with live bands, singles & duo’s OLS: The Margate 4/1/14-3/31/15 for various outdoor events including weddings and functions Motion: M. Canfield moved to approve the above renewals, with K. Beattie seconding. All voted in favor of approval. Annual Entertainment Renewals: 4/1/14-3/31/15: J. Rogato let the members know these are all renewals and if there were questions. The committee agreed to make one motion to include all of the renewals. Walsh let the committee know that applications for 2 new taxi drivers came in yesterday. J. Rogato asked if the committee had seen them and M. Canfield said he had and was all set. 1  Motion: M. Canfield moved to accept the applications from Jerry Graves and Kevin O’Hara, for Mr C’s Taxi. The second was made by K. Beattie with all voting in favor. Licensing Old Business: None SPECIAL EVENTS TECHNICAL REVIEW: LICENSING 1) Application # 2014-0028, 915 N Main St, Opechee Renewal: Cystic Fibrosis Walk-A-Thon K. Dunleavy said there could be a potential issue with their proposed route because of bridge construction. He thinks they may still have access, after looking at the time frame. He said he should be ok. J. Rogato said he just walked it. K. Dunleavy said he will make them aware of the issue and that they could possibly follow Water Street to Main Street. C. Roffo asked about the signature and K. Snow said we would get it to Scott Myers to sign. K. Dunleavy said they had been approved by Parks; they will mobilize at Opechee Park. Motion: Licensing: MJ. Rogato made the motion to approve with K. Beattie making the second All voted in favor. SERC: K. Dunleavy made the motion to approve with M. Canfield seconding; all voted in favor. 2) Application # 2014-0029, City Hall Parking Lot Renewal: Farmers Market J. Rogato went over the dates. S. Saunders said the bridge construction could affect them as well and we should let them know about the new route. K. Dunleavy said there will be signage. S. Saunders asked B. Swan to let DPW know about the farmers market and that they may require additional signage. Motion: Licensing: M. Canfield moved to approve with the second by K. Beattie; all voted in favor. SERC: K. Dunleavy moved to approve with M. Canfield seconding. All voted in favor of approval. 3) Application # 2014-0040, Weirs Beach New: Summer Boot Camp K. Snow let the members know that it was determined that they did not have to appear at SERC but the agenda was already done. S. Saunders said they do not have to come before SERC because they are not using city streets and don’t expect a large turnout. 4) Application # 2014-0041, Opechee Inn/WOW Trail Renewal: Bow-Wow Fest Motion: Licensing: M. Canfield moved to approve with the second by K. Beattie. S. Saunders asked about the vendors in the parking lot and K. Dunleavy said they use the space at the end of the lot for vending and displays. They do have a loudspeaker for the dog demo that takes place and they have a dog parade going down the trail, which takes about 45 minutes. S. Saunders asked about restrooms and was told they have porto-potties; She inquired about dog waste and was told each person cleans up after their dog and there are bags along the trail and available in the parking lot. There are trash receptacles, too. There was no further discussion and all voted in favor. SERC: K. Walsh moved to approve the application and M. Canfield seconded. All voted in favor. 2  MINUTES: Licensing: M. Canfield moved to approve the Licensing minutes with J. Rogato making the second. All voted in favor. ADJOURNMENT: Licensing: M. SPECIAL EVENTS TECHNICAL REVIEW: MOTORCYCLE TECHNICAL REVIEW: RENEWALS: 1) Application # 2014-0030, 292 Lakeside Ave Renewal: 4 Vendors S. Saunders said to make sure the NOA reads vendors and parking. Public: No one spoke for or against the application. Motion: K. Walsh moved to approve the application, with the same conditions as previous. B. Swan seconded and all voted in favor. 2) Application # 2014-0033, 18 Endicott St N, Thurston’s Renewal: 3 Vendors Public: No one spoke for or against the application. Motion: K. Dunleavy moved to approve the application with the same conditions as the previous year. M. Canfield made the second and all voted in favor of approval. 3) Application # 2014-0034, 1193 Weirs, Gulbickis Renewal: Up to 7 Vendors Public: No one spoke for or against the application. Motion: K. Walsh moved to approve the application, using the same conditions as the previous approval. C. Roffo seconded and all voted in favor of approval. 4) Application # 2014-0035, 88 Lakeside Ave Renewal: Up to 5 Vendors S. Saunders said that the basement is to be used for a storage area, as in the past. Public: No one spoke for or against the proposal. Motion: M. Canfield moved to approve, with the same conditions as previous. The second was made by K. Walsh, with all voting in favor of approval. 5) Application # 0214-0036, 45 Endicott St E, Woodside Cottages Renewal: Parking, Over 250 Public: No one spoke for or against the proposal. Motion: K. Walsh moved to approve the application, with the same conditions as previous. M. Canfield seconded and all voted in favor of approval. 6) Application # 2014-0037, 13 Veterans Square Renewal: Slow Race/Bike Show S. Saunders asked if jersey barriers would be stockpiled as in the past. K. Dunleavy asked if they require a traffic order. K. Hall said this takes place in the parking lot, with nothing in the street. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve the application, with the same conditions as previous. K. Walsh seconded and all voted in favor. 3 7) Application # 2014-0038, 33 Rollercoaster Rd, Quad Realty Renewal: Parking 50 Vehicles; 12 RV Sites S. Saunders asked how many RV’s are on site and M. Canfield said he isn’t sure but doesn’t think they had the 12. He said there were possibly 10. The trash and porto-potty contracts were not provided so we will add that to the conditions of approval, to be submitted by June 1. K. Dunleavy said they do indicate that they have pump outs. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve the application, with the same conditions and adding that the trash and porto-potty contracts must be received by June 1. The second was made by C. Roffo, with all voting in favor of approval. 8) Application # 2014-0043, 259 Endicott N, Kellerhaus Renewal: Parking Public: No one from the public spoke for or against the application. Motion: K. Walsh moved to approve the application, with the same conditions as previous. C. Roffo seconded and all voted in favor. 9) Application # 2014-0045, 19 Rollercoaster Rd Renewal: Parking, Campground C. Roffo said that the porto-potty contract needs to be submitted. Public: No one from the public spoke for or against the proposal. Motion: C. Roffo moved to approve the application with the same conditions, and adding that the porto-potty contract must be received by June 1. K. Walsh seconded and all voted in favor. NEW: 1) Application # 2014-0044, 76 Endicott St N, Drive In New: Vendors, Parking, Beer Tent/Entertainment, Temporary Camping Applicant: Gary Nowicki appeared for the application along with Bill Niland from the Chop Shop. He said he has taken over the management of the Drive In site for Bike Week 2014. He tried to make the application as easy as he could. He used basically the same footprint and removed liabilities. There is no wall of death, no burn out pit, and no zip line. He said the flow of traffic was good in the previous year. He let the committee know that he has been coming here for 20 years. He has been involved in the Drive in as a vendor for years so is familiar with the site. He is keeping as many of people in the front that been here for years, as well as old employees who know the site. He has working knowledge of the site. S. Saunders mentioned the beer tent and biker build off tent and asked if there would be beer in the biker build off area. She was told there was none and instead of the biker build off, that would be the service area. They propose to have tire changes, LED lighting, that type of thing handled in that area and these are all self-contained units so the tent will not be needed. They do have the same beer tent as last year. Bill Niland from the Chop Shop is here and he will be running the beer tent again. C. Roffo said that the plan submitted is showing the secondary exit is off to the rear corner and that last year it was moved closer to the beer tent. He asked if they had discussed this with Thurston’s? C. Roffo said that he spoke with Ms. Baldi, and that this egress needs to be clear cut way before bike week. If they are planning on using the exit shown the area needs to be improved. B. Niland said he thought it would be handled the same way it was last year and C. Roffo said he knows they didn’t place it in the rear area last year due to the improvements needed there. He said this egress needs to be nailed down immediately. There has been constant argument on this for the last 3 years and it has ended up in court at the last minute. G. Nowicki said he realizes this has happened and he has spoken with Thurston’s on this. In the contract Ms. Baldi is supposed to 4 handle the second egress issue, but he said that he and Thurston’s will work this out. He said he realizes that there is no show without it, so this will take place no matter what. S. Saunders said a letter was required last year and would that be needed again. C. Roffo said the Baldi’s did supply that last year. He got the documentation and said to get that as soon as possible. B. Niland asked we still talking about using the same egress as last year and G. Nowicki said that should be changed on the plan. Jon Rokeh asked for clarification where and C. Roffo showed him the location on the plan. That will be updated. C. Roffo said he needs that done at least a week in advance. G. Nowicki asked if a letter from Thurston’s will suffice instead of letter from Baldi and was told yes, the secondary contract is fine, in case they do not fulfill the contract with him. C. Roffo discussed the beer tent and the second egress. They kept propping the gate up against it, and the area where the gate swings must be open. The gate must swing freely and cannot dig into the ground. If there is an exit, it must swing free, not sideways. They can look at this during the inspection process. C. Roffo said he can meet with B. Niland to look at this. They had put hinges on the beer tent gate. C. Roffo said the post must be stable to support this. S. Saunders asked about personnel manning the gate and was told they must have someone there. C. Roffo said where the swing gate at the Thurston’s property it was not manned properly last year, and he feels they need to keep someone there to monitor who comes in/out. C. Roffo said they may have to adjust again at last minute. B. Niland said they tried to be accommodating last year and C. Roffo said they definitely were; if they asked for something, they got it. This worked well last year. G. Nowicki said he wants to get this down right and do this the same as last year. B. Niland brought up the date change and said that many in the biker community are not aware of this. He knows this happened 5 years ago and the attendance changed. He knows people who made reservations and are just finding out about this now. He asked if the City would consider allowing certain vendors to set up on Thursday as well as the beer tent. That way a back-up plan would be in place so at least on that Thursday, Friday, and Saturday people would have a place to go. The second weekend overlaps with The Rendezvous in New York and he doesn’t think we are going to see the business that second weekend. S. Saunders clarified that he is asking for the Thursday before Bike Week actually starts and B. Niland said yes, it would have historically been the typical week. He feels that people will be very disappointed. M. Canfield said they can vend beginning at noon on Friday and B. Niland said with the additional fee, yes, but their inspections were done during the day on Friday. He said he is not asking for an answer now, but asked that the committee think about this and possibly made the determination to permit this in case people are coming from out of town and aren’t aware of the date change. S. Saunders asked him to put the request in writing. B. Niland explained the time frame. First people to go Washington, DC, then to Lake George, Laconia, and then Rendezvous. The vendors follow this route. Rendezvous is a huge event that is held on private property. S. Saunders suggested that he also speak to Charlie St Clair as his group is the one who sets the dates and maybe he would re-think the dates for the future. J. Rogato said that the City Council set this in 2007, but it was based on St Clair’s input. B. Niland said he feels the weekend of the 14th will be the biggest, and the following Wednesday people will go to NY to The Rendezvous. C. Roffo asked if the vendors will begin pull out before the second weekend and B. Niland said he isn’t sure but this change does make the vendors choose. G. Nowicki said it is up to them to make that choice. Rendezvous is not commercial, it is private. B. Niland asked the committee to think about permitting a few of the larger sites to set up on the Thursday, and have some vendors, their beer tent, so the people can at least have part of the week and have the bike spirit. C. Roffo asked if vending is limited to non-beer tents on Friday and K. Walsh said yes. G. Nowicki said Daytona was moved a week due to NASCAR and there was major confusion there. S. Saunders said she feels allowing them to open a day early would benefit the city, and keep people off the streets and give them an appropriate place to congregate. M. Canfield said he would require police details in the beer tent, the second weekend, Thursday, Friday, and Saturday. He doesn’t feel they will need it the first weekend but if things change, he will keep in touch and let them know. B. Niland said he thinks they did a good job last year. M. Canfield said they did and there were no issues. He asked if they had gotten in touch with the Liquor Commission yet and B. Niland said no, this was the first meeting and they wanted to make sure they 5  got approvals for this first. He will be in touch with them shortly; he said he didn’t want to submit the incorrect paperwork to them and have to start over. K. Walsh asked if they will be doing the same thing and handing out cards; she was told yes. She inquired about the gate shown on the plan and was told it was a manned entry way. K. Walsh said that the vendors located in the back of the lot were very unhappy as no one went back there. They went through the gate, got a ticket, and then never went back to that area. G. Nowicki said they did have a handful of vendors there and service, but he has found a way of working that out. He is keeping the service area back there. There is nothing like that in Laconia for tune up, tires, LED, and it will all be located in one area. C. Roffo asked about the service area. He wondered if they would be doing any fuel work. G. Nowicki said these are all self-contained units, and have been told that whatever the state code calls for, t;hey must follow. 3 are returning so know what they must do. The rest will have to very state laws. If they don’t permit oil changes, then none will be done. S. Saunders said we could make that a condition of approval but C. Roffo said they take any waste away, properly, then should be fine. G. Nowicki said he has been working with some of these people for years, and they are aware that each state has different laws. B. Niland said he had heard complaints from vendors located in the back area last year and he felt bad for those vendors. If this does taper off the second weekend, being open those extra days will give vendors a chance to make up some money. G. Nowicki asked about water slide being removed and wondered if that will be done before bike week? S. Saunders said that they have their demo permit in hand. She said they can remove the structure, but can’t dig into the site to make it level. G. Nowicki said it could be just a large parking lot and was told yes. S. Saunders reminded G. Nowicki that each ATM must be licensed separately and G. Nowicki said it is the same people as last year. K. Walsh said they were good to work with and know what to do. S. Saunders reminded them this is not a level site and that some of the vendors use shims so they need to watch that. She mentioned the disposal of FOG’s. We will do al electrical inspection so call about 2 weeks before to schedule that. B. Niland said he is not sure of the condition of those, and S. Saunders said they should have an electrician on call, as there are usually items that need to be worked on. S. Saunders said there is an outstanding invoice on the property for $2300.00 for police for last year. This needs to be paid before the application is approved and any permit issued. That needs to be a condition of approval. G. Nowicki said this will be taken care of. G. Nowicki said if this was for the beer tent, he was unaware of it. He was told it went to the property owner. G. Nowicki said: he will try to get the letter from Thurston’s while he is here. He will go see them today. The invoice is to be determined but it will be handled. Roffo moved to approve the application with the same conditions and including the outstanding fees to be paid, details on the second weekend, the service area to be self-contained units and the secondary egress has to be confirmed. He was told that condition already exists. M. Canfield seconded with all voting in favor of approval. New Business SERC: There was no new business. MINUTES: SERC: M.
