CITY OF LACONIA LICENSING MOTORCYCLE TECHNICAL REVIEW COMMITTEE SPECIAL EVENTS/LICENSING FINAL MINUTES MEETING OF JANUARY 7, 2015 Licensing: Present: J. Rogato, Chair; M. Canfield, LPD; K. Rogato said these applications were reviewed by W. Clary after the last meeting and were all in order. Motion: M. Canfield moved to approve with the second by K. Erickson. All voted in favor of approval, 3-0. Fireworks: Patricia McLeod; 1420 Old No Main St, 12/31/14, 9-12 pm H. Young said she came in at 4:35 on New Year’s Eve. K. Erickson asked if they got a permit from the state, but it was determined that they didn’t need that as this was not commercial. H. Young said they do this every year. Motion: M. Canfield moved to approve the permit with the second by K. Erickson. All voted in favor of approval, 3-0. Licensing Regular: Outdoor Loudspeaker: Laconia Parks and Recreation; Rotary Park; 2015 calendar year Outdoor Loudspeaker: Laconia Parks and Recreation; Weirs Community Park; 2015 calendar year J. Rogato suggested the committee vote on both of these together. Motion: K. Erickson moved to approve the permits for the above. M. Canfield seconded and all voted in favor, 3-0. Licensing New Business: H. Young said she received the renewal for the pawnbroker license for Capital City. The committee looked over the application. K. Erickson asked M. Canfield if he had any issues; there were none. Motion: K. Erickson moved to approve the renewal with M. Canfield making the second. All voted in favor, 3-0. Licensing Old Business: None Licensing Minutes: The minutes of December 5, 2014 were discussed and some small changes made. Change the name of the taxi company, W. Clary asked about junkyards, not J. Rogato. Motion: K. Erickson made the motion to approve the minutes with the changes. M. Canfield seconded and all voted in favor. Licensing Adjournment: K. Erickson moved to adjourn the Licensing portion of the meeting and M. Canfield seconded. All voted in favor, 3-0. USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 1 of 5 SPECIAL EVENTS: 1) Application # 2014-0139, 1599 Old N Main Renewal: Dog Sled Races Applicant: Jen Lyman appeared and said this will be the same as in the past. She came today because there is a concern with traffic control for the event. They do not have a lot of money to put towards this. They have worked with CERT who is another non-profit organization, on this. She asked if there is any way to determine exactly what is needed by the city. Could they use trained flaggers, or other volunteers? S. Saunders asked if this is a 3 day event and was told yes, that the Friday race is 10-2, but Saturday and Sunday there are additional races and other events. M. Canfield said that the LPD will work with them to help defray some of the costs. CERT is not designed for this use, and this puts a huge strain on them with a 3 day event. S. Saunders said we will place a condition that either CERT or a police detail is needed. The road crossings are on Meredith Center Road, Parade Road, at Southdown, Anthony Drive and by Petal Pushers. Those locations need flaggers. K. Erickson said he knows it is early but asked if they know what the long term prediction on the weather is for this year. Jen Lyman said it doesn’t look great at this point. S. Saunders asked if they would push the date out again if that is the case and J. Lyman said maybe not this year. If the weather isn’t good they may cancel it this year. S. Saunders asked M. Canfield on the wording for the condition on the road crossings and said that the applicant will work with LPD on the coverage, either police or CERT. K. Dunleavy let the applicant know that if they are using the hay field that is under the jurisdiction of parks, need part commission approval for parking lot use. Will send request to use, should not be an issue. Need someone to attend meeting. Require certificate of insurance. Jen will provide that to the SERC committee. S. Saunders asked if they will have porto potties on site and was told yes. They will provide the contract. She asked if they are still planning to have the food vendor and was told yes. She asked J. Lyman if they are aware of the requirements for that. K. Erickson explained that the vendors must meet the new criteria and have propane and a hood in the trailer. If this is the same vendor as last year, they should be fine as they had no issues. J. Lyman said it is not the same vendor but they will have the same set ups. K. Erickson said they should contact C. Roffo on this. S. Saunders said the motion should include Parks approval, the certificate of insurance, the contract for the porto potties, and that the applicant will work with CERT and the LPD on the road crossings. Public: No one from the public spoke for or against the proposal. Motion: K. Erickson moved to approve with the above conditions. M. Canfield second an all voted in favor, 8-0. MTRC: PUBLIC HEARINGS: RENEWALS: FAST TRACK 2) Application # 2014-0140, 240-260 Lakeside, Half Moon Renewal: 7 Vendors Applicant: R. Ames said this is the same set up as previous years. S. Saunders asked if they plan to have the tattoo vendor again and R. Ames said yes. That will need to be inspected per S. Saunders. Public: No one from the public spoke for or against the application. Motion: K. Dunleavy moved to approve the application with the same conditions as in the previous year. K. Erickson seconded and all voted in favor, 8-0. 3) Application # 2014-0141, 21 Weeks St, Winnipesaukee Marketplace Renewal: 4 Vendors, Entertainment, Parking USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 2 of 5 Public: No one spoke for or against the proposal. Motion: M. Canfield moved to approve with the same conditions as previous and K. Erickson seconded and all voted in favor, 8-0. 4) Application # 2014-0142, 112,122, 132 Lakeside, Beachview Bazaar Renewal: 9 Vendors S. Saunders asked R. Ames if he plans to have the single food vendor again and was told yes. There were no changes so the motion should state the same conditions as last year. Public: No one from the public spoke for or against the application. Motion: K. Erickson moved to approve the application with the same conditions as last year. M. Canfield seconded and all voted in favor, 8-0. Robert Ames stated he was here representing the Weirs Action Committee as well so K. Erickson moved to take that application next. M. Canfield seconded, all voted in favor of moving item 8, for Endicott Rock Park, up on the agenda. 5) Application # 2014-0135, Endicott Rock Park, WAC Renewal: Temporary Parking Lot K. Dunleavy asked if J. Krahulec plans to have the bathroom cleaners in again and R. Ames said he was unsure. K. Dunleavy said he will check with her. The bathrooms are not open, this is for porto potties only. S. Saunders said we will change condition 6. Public: No one from the public spoke for or against the proposal. Motion: K. Erickson moved to approve the application, with the change in condition # 6. M. Canfield made the second and all voted in favor, 8-0. K. Snow said that D. Chinian was in attendance for 1207 Weirs Blvd and asked if the committee wanted to hear that application next. K. Erickson moved to take the item out of order, K. Dunleavy seconded, and all voted to hear this next, 8-0. RENEWALS: REGULAR 6) Application # 2014-0131, 1207 Weirs Blvd Renewal: Up to 25 Vendors; Bike Wash Applicant: David Chinian appeared and said there were no changes from the previous years. S. Saunders asked how many vendors he had on the site last year and D. Chinian said 7 or 8, he could not remember exactly. He thinks there were 7. S. Saunders said that is the first year that the new rotary was open and asked D. Chinian if the traffic pattern worked ok and he stated yes, it worked out fine. M. Canfield said they had no issues with the traffic flow. S. Saunders asked D. Chinian if he planned to have the bike wash again this year and was told yes, if anyone wants to do it. They didn’t do great. S. Saunders asked if he is all set with the water meter and D. Chinian said he will need that if doing the bike wash. He will take care of that if needed. D. Chinian said that one of the vendors handled the bike wash last year, and he is unsure if they are doing it this year. S. Saunders asked if the food vendors need water and was told no, they use a portable system, but he will get that if needed. He doesn’t want to if he doesn’t have to as getting this for one week is expensive. If the vendors need it hopefully they will pay for it. D. Chinian said he is being harassed year after year by Charlie St Clair for what they charge for parking. K Erickson asked what his concern is with the parking and D. Chinian said when they get busy, the second weekend, they put the price up from $5.00 to $10.00 and C. St. Clair gets upset over it. D. He asked if the City has any issues on what they charge for parking and S. Saunders said no, that is not anything we have a concern with. He is free to charge what they want and people can choose to park there or not. D. Chinian said that is the only issue he has. S. Saunders said we will add the condition about the water meter. Canfield seconded and all voted in favor, 8-0. 7) Application # 2014-0128, 150-208 Lakeside Ave, NHVA Renewal: Up to 25 Vendors S. Saunders said there were no changes to the application. Public: No one from the public spoke for or against the application. Motion: K. Erickson moved to approve the application with the same conditions, M. Canfield seconded and all voted in favor, 8-0. 8) Application # 2014-0130, 211 Lakeside, Mt Washington Renewal: 8 Vendors S. Saunders said the application presented was the same as previous. No committee members had any comments so the motion should include the same conditions previously made. Public: No one from the public spoke for or against the application. Motion: K. Erickson moved to approve with the same conditions as previous. K. Dunleavy seconded with all voting in favor of approval, 8-0. 9) Application # 2014-0134, 76 Lakeside Renewal: Up to 10 Vendors S. Saunders said that there were no changes to the application. Public: No one from the public spoke for or against the application. Motion: K. Erickson moved to approve the application with the same conditions. S. McCusker seconded and all voted in favor of approval, 8-0. 10) Application # 2014-0136, 1192-1198 Weirs Blvd, Channel Cottages Renewal: Up to 8 Vendors Public: S. Saunders asked if there were any comments from the board. She asked S. McCusker if Code was all set with the electrical from the previous year and he said they brought this up and installed new covers. They are all set. Public: No one from the public spoke for or against the application. Motion: K. Erickson moved to approve with the same conditions. K. Dunleavy seconded, and all voted in favor. 11) Application # 2014-0137, Veterans Ave/Rt 3 Parking: Up to 35 Cars/85 Motorcycles Public: No one from the public spoke for or against the application. Dunleavy moved to approve this with the same conditions as the previous years. K. Erickson seconded and all voted in favor of approval. 12) Application # 2014-0138, Normand Circle/White Oaks RV Park Parking: Up to 90 Vehicles K. Erickson asked where Normand Circle was and it was explained that is the interior road of the camp ground on White Oaks Road. There were no other board comments. Public: No one from the public spoke for or against the proposal. Motion: M. Canfield moved to approve the application with the same conditions as last year. K. Dunleavy seconded and all voted in favor of approval, 8-0. 13) Application # 2014-0143, 54 Lakeside Ave Renewal: 2 Vendors S. Saunders let the committee know that this is the property where we have been having issues with the food vendor the past few years. He washes the unit, it has weak legs, and the run off leaks into the catch basin. We will add a condition that if the vendors on site are discharging anything into the catch basin, the property owner will be responsible for the clean out of the catch basin. K. Erickson asked if S. Goodwin, from the state, was notified and S. Saunders said no, she didn’t think so. S. Saunders said that we thought this was actually 76 Lakeside, the Krahulec site, but that it took them 3-4 years to let us know it wasn’t them doing this. K. Erickson and M. Canfield agreed that they had thought it was 76 Lakeside as well. S. Saunders said we will place condition # 8, from the approval for 76 Lakeside, onto this approval, and add that the property owner will be held responsible for any clean out that is needed. Public: No one from the public spoke for or against the approval. Motion: M. Canfield moved to approve with the change in the condition regarding the run off from the site and any clean up. K. Erickson seconded and all voted in favor of approval, 8-0. Minutes: The motion to approve the Special Events portion of the minutes from the December 5, 2014 meeting was made by S. McCusker and seconded by K. Erickson. All voted in favor of approval, 8-0. SERC NEW BUSINESS: K. Erickson said that he spoke with the Broken Spoke last year about their electrical supply. The pole is leaning. He was told it would be addressed but it is still learning. If that falls there could be fatalities with the crowds that are usually in this area. K. Snow said she would contact the management company for the Broken Spoke. K. Erickson said that they will need to get PSNH in and the interior of the site should be looked at as well. K. Erickson asked to get copies of the maps for the larger venues, Lobster Pound, Broken Spoke, Funspot, the Water Slide, and the Drive in. Discussion was held on the drive in. SERC ADJOURNMENT: M.
