SPECIAL EVENTS/LICENSING
MINUTES FEBRUARY 4, 2015 12 NOON
Present: J. Rogato, Chair: S. Saunders, Planning; B. Swan, DPW; H. Young, Licensing; K. Dunleavy, Parks; C. Roffo, LFD; S.
McCusker, Code
Absent: K. Erickson, LFD; M. Canfield, LPD
Since there was not a quorum for the Licensing portion of the meeting, it was decided to hold the Special Events portion first
to give Fire and Police time to arrive.
SPECIAL EVENTS:
1) Application # 2014-0144, Opechee Park
Renewal: Biathlon, Larry Stinson Scholarship
K. Dunleavy said the park house will be open for restrooms, and they have been to the Parks Commission and have been
approved. C. Roffo asked if anyone had spoken to the City Council about the construction people parking in that lot?. K.
Dunleavy said no, he doesn’t think so. He asked if C. Roffo meant the Swim Club as they sometimes park there, and C. Roffo
said no, in the summer. Will they designate spots for them to park? June 28 is a Sunday, so there should be no issues per K.
Dunleavy but he said we do need to talk to them about parking for other issues.
Public: No one from the public spoke for or against the proposal.
Motion: K. Dunleavy moved to approve the application with the same conditions as previous. C. Roffo seconded, and all
voted in favor of approval, 7-0.

2) Application # 2015-0006, 36 Endicott E
Renewal: Parking, 100+ Vehicles
S. Saunders asked if they really need 2 parking officials and C. Roffo said he feels due to the layout of the lot, where
someone is up the hill. S. Saunders said we would then keep the same conditions as in the past.
Public: No one from the public spoke for or against the application.
Motion: K. Dunleavy moved the application with the same conditions as last year. B. Swan seconded, and all voted in
favor, 7-0.
3) Application # 2015-0007, 104 Endicott E
Renewal: Parking, 100+ Vehicles
S. Saunders said there are no changes to the application. There were no questions from the committee. K. Snow will fix
the agenda, as the application # should have been typed as 2015-0005.
Public: No one from the public spoke for or against the proposal.
Motion: K. Dunleavy moved to approve application # 2015-0005, with the same conditions as previous. S. McCusker
made the second and all voted in favor of approval, 7-0.
4) Application # 2015-0008, 329 Lakeside
Renewal: Vendors, vendor parking

The restaurant is no longer Weirs the Beef. S. McCusker said it is now Jacob’s Ladder. It is still the same property
owners, however.
S. Saunders said that in the past the restaurant has received complaints about the parking for the restaurant. We want to
make it clear that space # 7 is kept clear for restaurant parking so we will add a condition stating that to the NOA.
Public: No one from the public spoke for or against the proposal.
Motion: K. Dunleavy moved to approve, adding the new condition regarding space # 7 being kept open for store
parking. B. Swan seconded and all voted in favor, 7-0.
5) Application # 2015-0009, 279 Lakeside
Renewal: 4 Vendors
S. Saunders asked if the Weathervane is returning and K. Snow said no, they are not. Their lease was up and they did not
renew.
Public: No one from the public spoke for or against the proposal.
Motion: KD. Dunleavy moved to approve the application, with B. Swan seconding. All voted in favor or approval, 7-0.
Minutes: The motion to approve the minutes for the SERC portion of the January 7 meeting was made by K. Dunleavy
and seconded by B. Swan. All voted in favor of approval, 7-0.
SERC New Business: There was no new business.
SERC Old Business: There was no old business.
The Licensing portion of the meeting was not held as there was not a quorum. The items will be rolled over until the March 4
meeting.

Licensing Minutes: The minutes from the January 7 meeting will be discussed at the March 4 meeting.
SERC Adjournment: K. Dunleavy moved to adjourn with S. McCusker, seconding. All voted in favor and the meeting
adjourned at 12:15 pm.
