Rogato called the meeting to order at noon. Licensing Review: 1) OLS: Lakes Region Sled Dog Club; February 13-15th 2015 Intersection of Old North Main Street and Parade Road. 2) RAF: Laconia Kiwanis Charities Fund; Draw date March 16, 2015 Prize: 55” LG LED HD Smart TV Motion: M. Canfield moved to approve both of the above applications with the second by J. Rogato. Both voted in favor of approval, 2-0. Licensing Regular: 3) USH: Timberman Triathlon; August 16, 2015 7:20am- 2:30pm Hounsell Ave, Route 107, Frank Bean Rd, Province Rd M. Canfield said that they only use a small portion of city roads. Motion: M. Canfield move to approve the request, with the second by J. Rogato. Both voted in favor, 2-0. 4) RAF: Belknap Mill Quilters Guild; Draw date October 4, 2015 Prize: Queen Size Bed Quilt Motion: M. Canfield moved to approve the request with J. Rogato seconding. The vote was 2-0 in favor. 5) Annual Entertainment Renewals: 4/1/14-3/31/15 Belknap Mill Society Kylmeg Hotel Management, LLC VFW Post 1670 Tower Hill Tavern (April 10- Nov 1) Laconia Rod & Gun Club Motion: The motion to approve all of the above was made by M. Canfield, with J. Rogato making the second. The vote was 2-0 in favor of approval. 6) Annual Taxi Company Renewals: Dave’s Taxi Craig’s Taxi Mr. C’s Taxi USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 1 of 4  Motion: M. Canfield moved to approve the above renewals. J. Rogato made the second and all voted in favor of approval, 2-0. 7) Taxi Drivers: Dave’s Taxi: David Noonan, Tracey MacLean, Marianne Kiefer. Laurence Hoey, Jeremy Shosa Craig’s Taxi: Craig Barkal Mr. C’s Taxi: Cindy Carroll, Michael McKenzie, Stephanie Hough, Thomas Nielsen, Douglas Wentworth, Thomas Edwards, Paul Hilson, Linda Sinclair The applications had been sent to LPD to review and were all in order. Motion: M. Canfield made the motion to approve the above drivers. J. Rogato made the second and both voted in favor of approval, Licensing New Business: H. Young said that she just had requests for some new drivers come in. Most were renewals with one being new. M. Canfield has a question on one request, saying there was no criminal history attached. H. Young said there was no criminal history and was stamped as such. M. Canfield had no further issues. Motion: M. Canfield moved to approve the above drivers. J. Rogato seconded and both voted in favor, 2-0. NASWA submitted their annual entertainment and outdoor loudspeaker application. Motion: M. Canfield made the motion to accept, with J. Rogato seconding. The vote was 2-0 in favor. Raffle: BSOG Relief Association had a Valentine’s Day Raffle. Motion: M. Canfield moved to approve with J. Rogato seconding. The vote was 2-0 in favor. Licensing Old Business: H. Young mentioned Chapter 173, Pawnbrokers: Detective Butler had presented the ordinance change on August 6, 2014. That was approved and changed. On March 23 he is going in front of the Government Operations Ordinance Committee to present this to them. Licensing Minutes: Approval of minutes for January 7, 2015 will be deferred until the April 1 meeting. Licensing Adjournment: M. Canfield moved to adjourn the Licensing portion of the meeting with J. Rogato seconding. The vote was 2-0 in favor of adjournment. SPECIAL EVENTS: 1) Application # 2015-0012, Messer St Boat Ramp New: Kids 4 Peace Walk-a-Thon Warren Sommers appeared for the application. He said he is a retired special education teacher. In the summer he volunteers for Kids 4 Peace. They hold a fundraiser to sponsor a child to go to camp and this year the idea is for the walk a thon. Right now they have only about a dozen walkers. They had hoped to get at least 2 dozen. They want to have this on the WOW trail. The Camp is in Greenfield N. They would leave the boat ramp on Messer Street on May 9. They plan to walk about an hour. There would be no food, no entertainment, and no music. The walkers would be monitored by the Central NH Amateur Radio Club. The entire thing would take about 1 to 1.5 hours. He said he called Parks and Rec and was told there is another group walking the same day but they did not see a problem. K. Dunleavy asked if he is talking about leaving from the boat ramp and W. Sommers said yes. Initially they had thought about using Opechee Park but he was told there were more steps involved with that. Rogato asked is this is being advertised and was told yes, at school, a possible newspaper ad, and word of mouth at this point. M. Canfield asked about the route and W. Sommers said from the boat ramp to WOW trail and back. K. Dunleavy said the City doesn’t own the boat ramp, PSNH does, so they would need to get permission from them. He asked W. Sommers who he spoke to at Parks & Rec and he said he didn’t know. K. Dunleavy said if using Opechee Park or other City land they have to get a use request from Parks and must attend their meeting. They also needs a certificate of insurance. K. Dunleavy said he is unsure of the cost for that, but it could be from $50-$100. W. Sommers said he will have to check with the main group as they may actually lose money. M. Canfield said to check with the Boys & Girls club and possibly tag under their insurance. S. Saunders asked if they possibly just used city streets, would that make a difference. J. Rogato said what happens when the public uses the WOW trail? That would be under the City; this would be a different use. K. Dunleavy said this is unfortunate but necessary. C. Roffo said if using the side walk why would the city require liability? It was determined if the group is using city streets and sidewalks they should be fine. K. Dunleavy said they cannot make exceptions even for small groups. C. Roffo said they don’t have to check with Fire any further as they would be fine. S. Saunders said we will amend the application to read use of city streets. H. Sherkanowski suggested he contact Alan Beetle at Patrick’s to use the WOW Trail under them. Motion: M. Canfield moved to amend the application to read use of city streets, and approve with the standard conditions. C. Roffo seconded and all voted in favor, 5-0. 2) Application # 2015-0013, City Hall Parking Lot Renewal: Saturday Farmers Market C. Roffo said his application is not signed and K. Snow said she would make sure the City Manager signed it. Motion: K. Dunleavy moved to approve the application with the same conditions as previous. M. Canfield seconded and all voted in favor or approval, 5-0. MTRC: PUBLIC HEARINGS: RENEWALS: FAST TRACK 3) Application # 2015-0015, 120 Endicott Renewal: Parking, 50+ Vehicles S. Saunders said the proposal is the same as previous. There were no questions from the committee. Public: No one from the public spoke for or against the application. Motion: M. Canfield made the motion to approve the application, with the same conditions as previous. K. Dunleavy seconded and all voted in favor of approval, 5-0. 4) Application # 2015-0016, 1165 Weirs Blvd Renewal: Parking, Less than 50 Vehicles S. Saunders said the proposal for parking is the same as previous years. Public: No one from the public spoke for or against the proposal. Motion: K. Dunleavy moved to approve with the same conditions as previous. M. Canfield seconded with all voting in favor of approval, 5-0. Saunders let the committee know the application is the same as previous. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to accept the proposal with the same conditions as previous. K. Dunleavy seconded, with all voting in favor of approval, 5-0. NEW: 6) Application # 2015-0017, 718 Endicott St N New: Up to 10 Vendors, Possible Dyno-Tuner Applicant: Heidi Sherkanowski appeared and said this is the same plan that was submitted in 2008. They would have up to 8 vendors, one of which could be a Dyno-Tuner. The porto-potties and dumpster are located in the rear. She will submit those contracts at a later date. C. Roffo asked if there had been any changes in the standard conditions since 2008. He asked if she is planning to have any possible food vendors and she said possibly a hot dog vendor; she doesn’t want to take any business away from the Tamarack which is located right across the street. S. Saunders said we will add the conditions regarding FOG’s (fats, oils, grease) as well as the electrical, and updated appendix A. M. Canfield asked if she had contacted the campground located here and talked with them about the Dyno-Tuner. She said she had called the Hack-Ma-Tack and will contact the other on Rollercoaster Road. She said she plans to stick with motorcycle related things, like pin striping, etc. S. Saunders said the NOA will have the same as the 2008 approval, with the addition of FOG, electrical and updated Appendix A. Another COA will be the contracts. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve the application with the same conditions that were in place in 2008, adding the conditions that S. Saunders mentioned. C. Roffo seconded, and all voted in favor, 5-0. MINUTES: K. Dunleavy moved to approve the minutes from the February 4 meeting. C. Roffo seconded and all voted in favor, 5-0. ADJOURNMENT: SERC: C.
