CITY OF LACONIA SPECIAL EVENTS/LICENSING NOTICE OF PUBLIC HEARING SEPTEMBER 2, 2015 12 NOON CONFERENCE ROOM 200A SPECIAL EVENTS: Present: Shanna Saunders, Planning; Matt Canfield, LPD; Charlie Roffo, LFD; Bernie Swan, DPW; Hillary Young, Licensing; Kevin Dunleavy, Parks; Jim Rogato (entered meeting late) Absent: Seth Nuttleman, Water; Steve McCusker, Code New: 1. Application # 2015-0107, WOW Trail, LASC Revised: 5-10 K (Runaway Pumpkin) Applicant: Gretchen Gandini appeared and stated that this is a revision from the past event. This is a scaled down version with just the 10K and 5K. It will be the same courses. They have been in touch with CERT. There will be no bikes this year. They are not holding the big festival after, and there is no beer tent. This is just a simple road race. They will have some additional porto-potties outside of the Swim Club and do anticipate more runners this year. Shanna Saunders asked Kevin Dunleavy if they will still be using the lot for soccer and he suggested that the use the Middle School lot for parking. Ken Erickson said that a lot of the building supplies will be gone by then. G. Gandini said that Mick Palmeter reached out regarding parking at Pleasant Street School this year. K. Dunleavy said they had been permitted to park on streets. S. Saunders asked if they are running on sidewalks and G. Gandini said yes. They will be forming by the arch entry to Opechee Park, going towards Edgewater, Old North Main, and to Round Bay. The Wow Trail will be used for the 10K as well. S. Saunders asked if they will be using the police CERT team again and was told yes. She asked if there would be a beer tent and was told no. K. Erickson asked if this is posted as no parking for the Pumpkin Festival will that affect the race. K. Dunleavy said probably not. C. Roffo suggested signing their extra parking on Tremont Street. Public: No one from the public spoke for or against the proposal. Motion: M. Canfield moved to approve Application # 2015-0107, using the same conditions as the 2013 approval. K. Dunleavy seconded and all voted in favor, 6-0. (S. Saunders, M. Canfield, C. Roffo, B. Swan, H. Young, K. Dunleavy) Continued: 2. Application # 2015-0081, City Wide New: Pumpkin Festival Applicant: Ruth Sterling and Karmen Gifford appeared. R. Sterling passed out information that will be handed out at the Big E. K. Gifford said that some changes were made in the plan. Carving and bowling are now in the Bank of NH parking lots. The parade route has expanded and has a Library start area. K. Gifford said they plan to use only 2 of the 3 vendor areas as of now. The ferris wheel was an insurance issue. They don’t plan to put any vendors in that area now. That is a municipal parking lot. They were going to close the street but think they could change that to merchant parking. That would be easier in/out for them before the stores open. At this point there would be no ferris wheel and no food or vendors in that. They were asked if Keene had a ferris wheel and R. Sterling said yes. She said that the vendor is unpredictable and the insurance could also be an issue. Their insurance carrier won’t cover it but the owners have their own insurance policy. The event insurance won’t cover this but they haven’t given up completely on it. K. Gifford said they do have a possible train ride and a kiddie ride. They will try to make that area more desirable. There will be a hot air balloon at Opechee (Remax) that K. Dunleavy to discuss this. K. Erickson asked why they can have a hot air balloon but not the ferris wheel and K. Gifford said the ferris wheel falls within the footprint of the lot so the insurance could be an issue. They also have someone with 10 bouncy houses, and they suggested placing them at the American Legion. They are working on that. They are using Hutchins on power distribution. They saw the tower, and they said this is the best way to go about this. They will do a site inspection, so they won’t assign a vendor a position until they have that done. That will be done next week. K. Gifford said they already have 60 vendors lined up. She said they have identified 11,800 parking spots, in 3 locations. Weirs Beach, south on 106, and north on 106. They are looking for non-profits to work at the parking lots. They will have a porto-potty at each lot. They have permission to use Robbie Mills and the 4H Fair Ground lot. They will run from 9 – 9. They are working with Hout on the signs. They will be talking to the bus people and they will drop off on the sidewalks. The businesses in the Industrial Park are on board for parking. That is over 1,500 right there. Parking will be $15.00. The train is running, the Mount has their event that evening and there is an event at Funspot. S. Saunders asked about trash receptacles and K. Gifford said that was discussed. They have been placed, and they will handle pick up after. K. Erickson asked how many spots are not located in Laconia and would the other towns permission needed. He asked about signage on the highway to direct people to parking and if DPW can get portable lighted signs. K. Gifford said that Paul Moynihan had said to let him know how many needed. They are unsure right now. K. Erickson said that the state DOT are getting involved. They will place signs on the highway telling people the best route to Laconia. They cannot advertise the actual Pumpkin Fest but can mention Laconia. Ruth Sterling said they will use social media to advertise. S. Saunders said there is one more scheduled meeting in October. She asked when they need to know the traffic patterns and K. Erickson and M. Canfield said definitely before that October meeting. They will sit down with LPD, and make a determination on routes, parking and signs. S. Saunders asked if they can do that within the next 2 weeks. K. Gifford said that the bus company, First Student, did Tough Mudder. CERT will be doing a lost child thing. Parking lots are individual. They will assign the lots to the non-profit organization and meet with the groups to explain their responsibilities. They will have a contact at each lot, and will use radio to keep in contact. They used 30-40 thousand as their figure. The Mount is having their party, and Gunstock is having an event as well. The official “punkin chunkin” that used to be held in Delaware will be held in Loudon at the track, for 2 days, the 24th and 25th. Volunteers at the parking area will get vests and lights. They will hold a training session for the parking people. They will be responsible for trash pickup. If traffic gets to be an issue they are supposed to call for back up. They will discuss where they need professional help for parking. It was decided to meet next Wednesday, (9/9) with LFD, LPD and try to get First Student to attend as well, at the Chamber at 11 am. R. Sterling said she brought the a-frame shelves along if anyone needs to see them. She also sent pictures. S. Saunders said she did get the photos. S. Saunders asked where the location is for the pumpkin drop off on Friday and was told Rotary Park. That starts early in the morning and goes all day long. They will have staff available. K. Dunleavy asked if they will have cones and do a designated drop off lane. That needs to go on the Temporary Traffic Order. Overnight security for that was discussed per R. Sterling. S. Saunders asked about the Haunted Houses and C. Roffo said he has heard nothing from them. There are specific criteria that he needs to review. Plans need to be submitted and things erected which will need to be inspected. R. Sterling said the church is having the exact set up from the Keene church. Warren Hughes handling that. K. Erickson said they still need plans and they will not be cutting them any slack. C. Roffo said he needs floor plan, and the lay out. Exits need to be noted; the Mill has to do the same thing. He said if they are changing the interior of the building that is a special amusement and needs to meet specific criteria. They need to do prior to the event as they need permission from the LFD. The State will be involved with the bouncy houses, and the hot air balloon. Reach out to them ASAP. He was told that the process was started. R. Sterling said they should set a firm schedule for them. C. Roffo said they can use the next meeting as the drop dead date (October 7). Once the plan is approved they cannot deviate from it. Public: John Moriarity said he is a landowner in Laconia and wants to see the ferris wheel. He has a place that has a substantial footprint area. They can pursue a conversation using a private parking lot and see if it can become compatible. Cross Insurance is their carrier. K. Dunleavy said Petal Pushers is composting all of the pumpkins. Having the pumpkins remain in place on Saturday evening along the river was discussed. Security was mentioned and K. Erickson said 2-3 people should handle it so you could still come see them on Sunday morning. S. Saunders closed the hearing to the public. She said we could potentially do another meeting if needed. Traffic, parking, signs, electrical, and the haunted houses are some of the things that remain to be handled. K. Gifford said they haunted houses are not under their purview. The haunted houses will need to do their own special event permit and obtain a permit from LFD. They need plans before that. K. Gifford asked if she gets an invoice from the city on this as she has paid nothing so far. It was suggested that she ask about a waiver on the fees. Canfield, with B. Swan. All voted in favor of approval. Special Events Adjournment: The motion to adjourn the Special Events portion of the meeting was made by C. Roffo with the second by M. Canfield. All voted in favor and the Special Events portion was adjourned at 12:50 pm. Richard Woodward; Wedding/Live Band at 62 Chapin Terrace on August 15, 2015 between 6pm-10pm 2. Fountain of Life Church; Outdoor church service at 38 Endicott St E Unit 2 on August 16, 2015 & September 6,2015 between 8am-1pm Motion: M. Canfield moved to approve the above permits with the second by K. Erickson. All voted in favor, 3-0. TAXI DRIVER’S: 3. Mr. C’s Taxi: Donald McCullough & Gerald L Austin III 4. Dave’s Taxi: Jennifer A Russo & Susan A Ayers 5. M. Canfield said he reviewed the applications and had no issues with them. Motion: K. Erickson moved to approve the above applications with the second by M. Canfield. All voted in favor, 3-0. Licensing Regular: RAFFLE: 6. Main Street Initiative- NH Coffee Festival: 50/50 raffle; Prizes: ½ the total sold K. Erickson asked John Moriarity how many people they are anticipating. J. Moriarity said they passed out samples the first year and did 2000 samples in the first hour. They have been estimating between 3-5,000 people. Motion: K. Erickson moved to approve the above raffle. M. Canfield seconded and all voted in favor, 3-0. ENTERTAINMENT: 7. Main Street Initiative- NH Coffee Festival: General Entertainment September 19, 2015 8. Lakes Region Chamber of Commerce- Pumpkin Festival: Rotary Park Bandstand October 24, 2015 Motion: K. Erickson moved to approve the above applications for entertainment. M. Canfield made the second with all voting in favor, 3-0. OUTDOOR LOUDSPEAKER: 9. Main Street Initiative- NH Coffee Festival September 19, 2015 10. Lakes Region Chamber of Commerce- Pumpkin Festival: Announce the Guinness Count October 24, 2015 Motion: K. Erickson moved to approve the above loudspeaker permits, with M. Canfield making the second. All voted in favor of approval, 3-0. Licensing New Business: S. Saunders said she forgot to add the noise ordinance to the agenda. Ava Doyle is the chair of committee to review that. She will send an e-mail and the draft to the committee. J. Rogato asked why they are looking at a change and was told that the City Council was in a quandary for the Harry Potter Event at the Margate. They couldn’t allow the extended hours so they began looking at this and Licensing as well. They found the ordinance was not consistent with Licensing so are drafting new language regarding a holiday and making sure that the noise ordinance and the loudspeaker portion of Licensing agree. J. Rogato suggested that we add loudspeaker and entertainment right on the Special Event Application. K. Erickson said if Licensing is in attendance we can just make that part of the motion. K. Snow said she would check on the application as she was sure that the loudspeaker information had been added on. There were a few versions and maybe the final one isn’t the one on-line. They would still have to go before Parks for that permission but maybe K. Dunleavy could get permission from the Parks Commission to approve that as well. J. Rogato said we also received a request from New Horizons Band of the Lakes Region for a raffle held on August 31. Motion was made by K. Erickson and seconded by M. Canfield to approve that raffle. All voted in favor, 3-0. Licensing Old Business: H. Young said she still hasn’t heard from Detective Butler on the pawn broker re-write. She knows it was approved but has no additional information from him. Licensing Minutes: Approval of minutes for August 5, 2015: Motion: K. Erickson moved to approve the Licensing portion of the minutes with M. Canfield making the second. All voted in favor, 3-0. Licensing Adjournment: K. Erickson moved to adjourn, with the second by M.
