CITY OF LACONIA LICENSING MOTORCYCLE TECHNICAL REVIEW COMMITTEE SPECIAL EVENTS/LICENSING MINUTES MEETING OF FEBRUARY 3, 2016 12 NOON APPROVED MARCH 2, 2016 LICENSING: Jim Rogato called the meeting to order at noon. Licensing Present: Jim Rogato, Chair; Matt Canfield, LPD Licensing Absent: Ken Erickson, Fire Staff: Kristine Snow, Zoning Technician Minutes: Acceptance of minutes for January 6, 2016 Motion: M. Canfield moved to approve the minutes with the second by J. Rogato. All voted in favor, 2-0, and the minutes were accepted as written. Licensing Regular: USE OF STREET/HIGHWAY: Timberman Triathlon – bike race: August 21, 2016 from 7:20am to 2:30pm Hounsell Ave/Route 10/Frank Bean Road/Province Road Motion: MC, JR, all in favor. OUTDOOR LOUDSPEAKER: Lakes Region Sled Dog Club: Feb. 12 9 to 2 & Feb. 13 & 14 8-4 Field on corner of Old N. Main & Rte 106 Motion: The event was cancelled for this year so no vote was taken. Licensing New Business: Raffle, Belknap Reg Spec Operations Group: 5/30/16 Motion: M. Canfield moved to approve with J. Rogato seconding. All voted in favor, 2-0. Taxis: Dave’s: Company Renewal: Motion: M. Canfield moved to approve the application with the second by J. Rogato. Both voted in favor and the motion was accepted, 2-0. Dave’s: Driver Renewals: David Noonan; Motion: M. Canfield moved to approve with the second by J. Rogato. All voted in favor, 2-0. Bethany Moody: Motion: M. Canfield moved to approve with the second by J. Rogato, both voting in favor, 2-0. Tracey Maclean: Motion: M. Canfield moved to approve with the second by J. Rogato. All voted in favor, 2-0. SPECIAL EVENTS: USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 1 of 4 Special Events Present: Shanna Saunders, Planning; Matt Canfield, LPD; Charlie Roffo, LFD; Kevin Dunleavey, Parks & Rec; Bernie Swan, DPW; Cliff Jones, Code Special Events Absent: L. Allen, Licensing; Seth Nuttleman, Water S. Saunders called the Special Events portion of the meeting to order at 12:10 pm. She said we would take the items on the agenda and work backwards as Robert Ames was present for the meeting. NEW: 1) Application # 2016-0011, 88 - 132 Lakeside, Beachview Bazaar New: Vendors, 12 Applicant: Robert Ames appeared. He said that the Beachview Bazaar is pretty much the same but that they purchased 88 Lakeside and added that to the plan for this year. There will be 4 vendors on that property. Two of them will be located inside and outside, sharing the garage, which they will split in half. Each gets a garage door and half of the garage. There will be a third vendor on the patio over the garage. Vendor 4 will be Hot Leathers as in the past but with a smaller size to accommodate the entrance to the patio. He said that Beachview Bazaar is the same, but they changed vendors 8, 9,and 10. 10 has more space; 8 and 9 are also larger. The space was reallocated. S. Saunders asked how vendor 3 is accessed and R. Ames said there is an 8’ aisle. There is a permanent stair and you enter by the wooden floor. C. Roffo asked who the food vendor will be and R. Ames said they will not be a food vendor. S. Saunders asked if the patio has a rail and was told it is completely railed. S. Saunders said there had not been a vendor on the patio for some time and asked C. Jones to take a look at that space. He said he will schedule will a visit a week prior to inspect the patio area. He asked if there is an electric junction box and was told here is a permanent one per R. Ames. C. Jones asked where that is located and R. Ames said it hasn’t been installed yet but will be in the back corner. There is a wooden floor, with steps to the right and there is a panel and outlets. He said that they can run extension cords under the wooden floor, and not put in an outlet. He said they can hopefully use that. C. Jones said he will inspect that and the patio area. S. Saunders asked about restrooms as the site is getting larger. She asked K. Dunleavy about the porto potties across the street, by the park, and if the restrooms in the park are heavily used. K. Dunleavy said the porto potties are maintained well, and are located across the street. S. Saunders said we would usually ask for 8 and they are supplying 4. We will watch the site this year and maybe ask for more next year if we feel they are needed. C. Jones asked if the 5 RV’s are self-contained and was told yes. R. Ames said the usually do not use all of them but they have been approved and are on the plan to he hast just continued to leave them. They normally use one. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve with the previous conditions, and incorporating any remaining conditions from the NOA for 88 Lakeside. C. Jones seconded, and all voted in favor, 6-0. MTRC: PUBLIC HEARINGS: RENEWALS: FAST TRACK 2) Application # 2016-0009, 21 Weeks St, Winnipesaukee Marketplace Renewal: Vendors, Under 10 USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 2 of 4 Applicant: Robert Ames appeared and said the submittal was the same as previous. S. Saunders asked if they are providing security for the sites and was told yes. She said we will verify the time for the use of the loudspeaker as she thought there had been a change from midnight to one. She mentioned the electrical cords, no FOG’s, and the pedestrian access. She asked about the fencing and C. Roffo said they always do that. Public: No one from the public spoke for or against the application. Motion: K. Dunleavy moved to approve the application with the same conditions as the previous year. The second was made by M. Canfield and all voted in favor, 6-0. (C. Roffo left the meeting) 3) Application # 2016-0010, 240-260 Lakeside, Half Moon Renewal: Vendors, Under 10 Applicant: R. Ames appeared and said this is the same as previous applications. S. Saunders asked if they plan to have the tattoo artist again and said that Health will do an inspection. C. Jones reminded R. Ames that the license has to be posted. R. Ames said they are aware and they do that. Public: No one from the public spoke for or against the proposal. Motion: M. Canfield moved to approve the application with the same conditions as previous. K. Dunleavy seconded and all voted in favor, 5-0. 4) Application # 2016-0007, 36 Endicott E, Leisure Time Renewal: Parking, 50+ S. Saunders said this is a straight renewal. Public: No one spoke for or against the proposal. Motion: M. Canfield moved to approve the application with the second by C. Jones. All voted in favor of approval, 5-0. 5) Application # 2016-0008, 104 Endicott St E, G-R Go-Karts Renewal: Parking, 50+ S. Saunders said that this is a straight renewal. Public: No one spoke for or against the proposal. Motion: M. Canfield moved to approve with the previous conditions. C. Jones seconded and all voted in favor, 5-0. 6) Application # 2016-0002, White Oaks Road, Normand Renewal: Parking: 50+ S. Saunders mentioned the sale of the park and K. Snow said it is under a Purchase and Sales agreement right now. It was determined that if the property sells before Motorcycle Week, we will issue an amendment. S. Saunders let the committee know that the proposed buyer wants to expand. Canfield moved to approve the application with the same conditions as previous. K. Dunleavy seconded, and all voted in favor, 5-0. 7) Application # 2016-0001, Veterans Ave/Rt 3, Normand Renewal: Parking, 50+ S. Saunders asked about the signs from last year and K. Snow said she didn’t think the issue were signs but people stepping out and obstructing traffic. S. Saunders said we will add that condition of approval regarding blocking the traffic. M. Canfield said then we need to add that condition to the water slide property as well. Public: No one spoke for or against the proposal. Motion: K. Dunleavy moved to approve with the previous conditions, and adding the condition for traffic obstruction. M. Canfield seconded and all voted in favor, 5-0. SPECIAL EVENTS: 8) Application # 2016-0003, Opechee Park/N Main St Renewal: Biathalon K. Dunleavy said he thinks this is their third year. They already obtained park approval. They provide water safety personnel. It is a 5k run and swim. He said he thinks that they use a bull horn and feels they do get a loudspeaker permit for that. Public: No one appeared for or against the application. Motion: M. Canfield moved to approve with the same conditions as last year’s. K. Dunleavy seconded and all voted in favor, 5-0. Special Events Minutes: Acceptance of minutes for January 6, 2016: K. Dunleavy moved to accept the minutes as written with the second by C. Jones. All voted in favor of approval, 5-0 Special Events New Business: None Special Events Old Business: None Adjournment: M. Canfield moved to adjourn with K. Dunleavy seconding.
