Licensing Board Meeting 4/7/2021 - Minutes 1. Call to Order Meeting was called to order at 12:03 PM by Chairman Jim Rogato. 2. Roll Call Chairman Jim Rogato, Chief Kirk Beattie, Captain Michael Finogle 3. Recording Secretary Hilary Young 4. Acceptance of minutes from previous meetings 4.A. Draft Minutes from March 3, 2021 Minutes of March 3, 2021 were reviewed by the board and accepted as presented. 5. Licensing Review 5.A. RAF- Belknap Mill Quilters Guild Chairman Rogato entertained a motion to approve Belknap Mill Quilters Guild raffle license. Motion was made by Chief Beattie and seconded by Captain Finogle. 5.B. Mr. C's Taxi Drivers Chairman Rogato entertained a motion to approve the one new taxi driver and five renewals for Mr. C's Taxi. Motion was made by Chief Beattie and seconded by Captain Finogle. 6. New Business 6.A. Entertainment Yearly Renewals Chairman Rogato entertained a motion for approval of all the yearly renewals for Entertainment. Motion was made by Chief Beattie and seconded by Captain Finogle. 6.B. Entertainment & Outdoor Loudspeaker 6.B.i. High Octane Saloon LLC Chairman Rogato entertained a motion for approval with conditions that they must follow Covid guidelines issued by the State. Motion was made by Chief Beattie and seconded by Captain Finogle. 6.B.ii. Naswa Resort Chairman Rogato entertained a motion for approval of both applications. Motion was made by Chief Beattie and seconded by Captain Finogle. 6.B.iii. The Big House Chairman Rogato asked Anthony Santagate what the progress was on mediating the noise at The Big House and Tower Hill Tavern. Chairman Rogato stated he drove by this morning and did not see any change since last year. Anthony stated that he is still working on foam boards and sound mediating. Chairmain Rogato asked when he is expected to finish because Anthony stated he would have had it done last year. Anthony stated before Wake the Lake, which begins May 21, 2021. Chief Beattie verfied that he was applying for both stages, one at Tower Hill and one at The Big House, Anthony said yes. Chairman Rogato entertained a motion for approval with the condition that Anthony completes the sound mediation that was agreed upon in July 2020 prior to May 21, 2021. Motion was made by Chief Beattie and seconded by  this morning and did not see any change since last year. Anthony stated that he is still working on foam boards and sound mediating. Tower Hill Tavern Chairman Rogato entertained a motion for approval with the condition that Anthony completes the sound mediation that was agreed upon in July 2020 prior to May 21, 2021. Motion was made by Chief Beattie and seconded by Captain Finogle. 6.B.vi. Weirs Beach Holdings Chairman Rogato entertained a motion for approval of both applications. Motion was made by Chief Beattie and seconded by Captain Finogle. 6.C. Outdoor Loudspeaker Chairman Rogato entered a discussion with Amy Lovisek, Director of Parks and Recreation. Amy clarified that the application is to cover all events held at all the parks included but not limited to weddings, birthdays, carnivals, etc. Chairmain Rogato entertained a motion for approval.
