LACONIA PARKS AND RECREATION COMMISSION MEETING October 16, 2017 Laconia Community Center- Parks & Recreation Office 7:00 P.M. CALL TO ORDER: Commissioner Chair Mitch Hamel called the meeting to order at the above date and time. RECORDING SECRETARY: Secretary Liza Kelleher recorded this meeting. ROLL CALL: Commission Chair Hamel called the roll with the following Commissioners in attendance. Deanna Guyer, Rodney Roy, Arthur Kirk and Tony Pederzani. Parks and Recreation staff: Recreation & Facilities Director Kevin Dunleavy and Parks & Recreation Secretary Liza Kelleher. ADOPTION OF MINUTES OF PREVIOUS MEETINGS: 1. Regular meeting minutes of September 18, 2017 Commissioner Rodney Roy moved to adopt the minutes from September 18, 2017. Seconded by Commissioner Deanna Guyer. The motion passed unanimously. I. OLD BUSINESS: II. FACILITY USE REQUESTS: A. Laconia Salvation Army- Opechee beach, parking lot and Parkhouse- Saturday, November 18, 2017 from 8:00am to 1:00pm for the Annual Salvation Army Turkey Plunge. Commissioner Roy motioned to accept the request for the Salvation Army Turkey Plunge conditioned upon the submission of a certificate of insurance and security deposit of $25.00 per key if needed. Seconded by Commissioner Pederzani. All were in favor. B. LAYBL- Laconia Community Center Gym- December 16 through February 18, 2018, Saturday from 8:00am to 6:00pm and Sunday from 8:00am to 12:00pm for the LAYBL season. Commissioner Pederzani motioned to accept the request conditioned upon the submission of a certificate of insurance and a security deposit of $25.00 per key per key if needed. Seconded by Commissioner Kirk. Commissioner Roy abstained. The rest were in favor. C. LAYBL – Laconia Community Center Gym – February 21, 2018 through February 25, 2018, Wednesday through Friday from 5:00pm to 9:00pm, Saturday & Sunday from 8:00am to 8:00pm for the annual LAYBL Basketball Tournament. Commissioner Kirk motioned to accept the request conditioned upon the submission of a certificate of insurance, payment of concession stand fee and tournament fee. Seconded by Commissioner Pederzani. Commissioner Roy abstained. The rest were in favor. III. ADMINISTRATIVE APPROVALS-ROTARY PARK, BEACHES, WEIRS AMPHITHEATER & PAVILION  A. Weirs Community Park Association- No report. C. Tardif Park Association- No report XI. DEPARTMENT REPORTS: A. Asst. Directors Report submitted by Amy Lovisek All regular programs are up and running and running well. All open gyms are well attended except for the Elementary Open Gym. We aren’t getting many for that yet. All others have a large number coming. We had the Explore A Truck Day and this event was a huge success! The weather was great and we had a steady stream of people coming throughout the 2 hour window we were open. We had about 200 people there. The Family Pumpkin Carving night didn’t work again this year. We didn’t get anyone interested in carving a pumpkin with us. Bummer. During the NH Pumpkin Festival I am going to be there to host the horse drawn hay rides throughout downtown. The cost will be $5 per person and I can’t wait for everyone to give it a try! This will provide some really good pictures for the festival and something else families can do together. I have again applied to the Arbor Day Foundation for the Tree City USA Award. This will be our 28th year. B. Directors Report submitted by Kevin Dunleavy Department Updates: • Recent maintenance projects and activities include: Work orders/repairs at City Hall, Library, park houses, LFD and LPD Athletic field preparation for interscholastic sports and youth sports. Planting area weeding, watering and maintenance Trash removal and litter pickup Pet waste bag restocking Irrigation installation at Normandin Square Mowing and trimming Event support – Pumpkin Festival, various fundraisers, Runaway Pumpkin Race Loaming and seeding at various locations Fertilizing athletic fields Painting Bathroom cleaning Fall plantings and bark mulching • Most of the seasonal maintenance staff has left for the season now. Mowing, trimming and athletic field preparations and maintenance are the primary tasks being performed this time of year. Parks and Recreation also provided significant event support for the Pumpkin Festival including planting bed maintenance, weeding, trimming, pruning, bark mulching and litter cleanup in the Downtown area. With just a few weeks left of the sports season, maintenance tasks will transition to fall cleanups, bathroom closings and preparation for winter work. Parks and Recreation extended the season that we leave some of our bathroom facilities open. This was accomplished by utilizing the seasonal parking enforcement position to close bathrooms later in the day. With the nice weather this fall, we believe that the public appreciated having these restroom facilities open later in the year. •Happy Tails Dog Park – The City is finalizing an agreement with Eversource to allow access under their electric transmission corridor. Review of the draft agreement between the City and Happy Tails is ongoing. An RFP has been prepared and selection of a contractor for the construction is expected to occur by the end of October if the proposals meet the available funding. •Normandin Square Park Area – Parks and Recreation installed additional fall plantings and final irrigation work is complete. • Weirs Beach Restoration – A pre-application meeting is being coordinated with the NHDES, City representatives and Woods Hole Group. • WOW Trail – New directional signage was installed near the Belmont-Laconia town line. Parks and Recreation and the WOW Trail continue to work on signage plans for the trail. • Robbie Mills Water Supply – All wells and piping have been installed. Electrical work for the pump systems and transducer remain.  • Native American Sculpture –Fundraising continues for the project. • Meetings that I have attended the last month include City Council, meetings regarding Weirs Beach storm water improvements, meetings with Boy Scouts for Eagle projects, City Staff Meeting, Special Events Committee, Downtown TIF Advisory Board and Weirs TIF Advisory Board.
