CITY OF LACONIA PLANNING BOARD Historic Overlay District Subcommittee 6:30 PM City Hall - Armand A. Bolduc Council Chamber Draft Minutes 7/30/2019 - Minutes 1. CALL TO ORDER Members present: David Bownes, Tara Shore, Brett Believeau, Sarah Jenna, Jay Forester, Planning Director Dean Trefethen and Assistant Director Rob Mora 2. OTHER BUSINESS Planning Director D. Trefethen went through the changes that had been made. They went over the document line by line. The consensus was to change the number of members to five. He personally doesn't like having a range because it becomes difficult to determine quorums and suggested adding the possibility of a few alternates. There was question on the language of acknowledging markings and monuments of special contributions. An example was given: there was a plaque put on the railroad station a few years ago, because it is on the national register. For the 125th anniversary, the property owners paid to put the marker on. B. Beliveau noted that if fine for the building but not for special contributions. D. Trefethen had an issue with some sections in the Powers and Duties with the fact that number 13 and 14 are unclear on what the accomplishment is. D. Bownes suggested having just a statement stating the commission should coordinate with other city boards and departments in implementing the goals. Section regarding demolition: D. Trefethen asked if the Heritage is being relieved of this task or is it in addition to? T. Shore doesn't see it as redundant and would assume they still have the same authority and process. She is unsure how the timeline would affect each other. D. Bownes suggested putting in language where the two work hand in hand. D. Trefethen noted that the Historic Commission wold only review demo permits on buildings within the historic district and marked. There was discussion on what commission will review and won't. There was a discussion regarding the sign regulations and restrictions and trees. D. Bownes doesn't see where the Historic Commission should have any power relating to trees. D. Trefethen stated that some of the changes will need to go by legal and may have to add things about buildings outside the district that are on the registry. The change under Procedures for Review of a Certificate of Approval for at least 14 days for submittal. D. Trefethen would be ok with 21 calendars days as well. The change was to 21 calendar days. D. Bownes stated there needs to be a way for the applicant to request a waiver. The applicant will be informed in writing of the result of meeting. D. Trefethen noted the Standards for Review section under General Principles on how to get properties maintained and who pays for it. There will be a budget for the HDC like other boards and commission but will be minimal. He gave the example of if there is a building in the district and is denied and the retaliation could be to not maintain it. It was suggested to have the role in assisting to find help. T. Shore suggested asking what other districts do. After all the revisions have been done, the committee will meet up again and go over it on August 21. D.
