LACONIA POLICE COMMISSION MINUTES JULY 17, 2014 PRESENT: Chairman Warren C. Clement, Commissioner Douglas A. Whittum, Commissioner Armand E. Maheux, Chief Christopher A. Adams, Captain William F. Clary, Lieutenant Alfred J. Lessard, Lieutenant Richard E. Simmons, Prosecutor James A. Sawyer, and Deborah M. Simkins EXCUSED: Captain Matthew J. Canfield GUESTS: Councilor Brenda Baer, Gail Ober, Ed Pierce Chairman Clement called the meeting to order at 3:00 p.m. Chairman Clement led the Pledge of Allegiance. ITEM#1 Personnel Matters. There was no discussion with regard to this Agenda Item. ITEM #1A Commendations & Awards. There was no discussion with regard to this Agenda Item. ITEM #1B Training. Lieutenant Lessard advised Captain Clary has been asked to attend the International Chiefs of Police Association meeting, representing the Laconia Police Department and the Interlocal Trust Wellness Program at no cost to the Department. Chairman Clement entertained a motion to approve the out-of-State request, moved by Commissioner Whittum, seconded by Commissioner Maheux, and passed unanimously. Lieutenant Lessard advised Officer Austin Schilling is one of the top in the class at the Academy and Officer Tyler Babineau will be taking his final class in August. ITEM #1C Miscellaneous – Laconia Links. Chief Adams advised there was a Motorcycle Week review noting a successful week, an article in reference to drinking responsibly, and the story on the recognition of Ann Saltmarsh and Claire Hebert with regard to the Bow Wow Fest. ITEM #1D Resignations/Retirement. There was no discussion with regard to this Agenda Item. ITEM #1E Hirings. Commissioner Maheux inquired if the City will be authorizing for an additional Patrol Officer. Chief Adams advised we have been approved for an additional $50,000 and expressed thanks to City Councilor Baer and the City of Laconia. ITEM #1F Promotions/Reorganization. There was no discussion with regard to this Agenda Item. ITEM #2A Support Division. Captain Clary advised we came in within hundreds of dollars of our budget, but we knew this as we had spent a little extra money on overtime for directed Laconia Police Commission July 17, 2014, Minutes Page 2 enforcement as well as a couple of expenditures that were unexpected. Captain Clary advised the additional $50,000 funding is now split between salaries and possibly the purchase of items. Chairman Clement expressed appreciation for keeping the budget under and Captain Clary advised we work very closely with City Hall to keep our budget in line. ITEM #2B Operations Division. Lieutenant Simmons advised National Night Out is scheduled for August 5, 2014, at the Laconia Police Department, from 5:00 p.m. until 7:00 p.m., the Citizen’s Academy will be starting up again in the fall, and he has been coordinating with the New Hampshire Emergency Dispatchers Association. Lieutenant Simmons advised the Marshmallow Man Triathlon is scheduled for August 2, 2014, in conjunction with the Greater Lakes Child Advocacy Center. The Lieutenant advised there has been an increased presence in the Weirs during the day and night. Lieutenant Simmons advised we will be participating in the Counseling on Access to Lethal Means (CALM) Training which is a suicide prevention Problem Orientated Policing (POP) Project along with Father Marc and we will be putting on a class here for First Responders on Thursday, August 21, 2014. Chief Adams advised Captain Canfield is presently at the FBI National Academy and will be gone for ten weeks. ITEM #2C Legal Division. Prosecutor Sawyer advised the intern started this week and is very intelligent, is currently working in the legal office helping and getting a real taste of prosecution in Laconia. Prosecutor Sawyer advised the new volunteer may also be trained in sex offender registrations for contacts in between reporting dates. Commissioner Maheux inquired if the intern has shown an interest in continuing with prosecution and was advised she is looking for experience in the law field. ITEM #3 Orders and Bulletins. There was no discussion with regard to this Agenda Item. ITEM #4 Approval of June 26, 2014, Minutes. Chairman Clement entertained a motion to approve the minutes as presented, moved by Commissioner Maheux, seconded by Commissioner Whittum, and passed unanimously. ITEM #5A Department Monthly Highlights. There was no discussion with regard to this Agenda Item. ITEM #5B Monthly Fleet Report. There was no discussion with regard to this Agenda Item. ITEM #5C Criminal Investigative Unit Statistics. There was no discussion with regard to this Agenda Item. ITEM #5D Monthly Patrol Division Statistics. Crimes Against Persons is up and Crimes Against Property is down. Chief Adams advised he believes we will see an increase in shoplifting due to the reconfiguration of the new Super Walmart. Chief Adams advised all the cash registers are actually in Laconia and they do have a Loss Prevention employee. The Chief advised we may be responding there up to three times a shift for shoplifting complaints. Laconia Police Commission July 17, 2014, Minutes Page 3 ITEM #5E Budget Print-Out. Captain Clary advised we ended up under budget for the Motorcycle Week expenditures. Captain Clary advised the money is used to offset items the Police Department purchases. ITEM #5F Monthly Traffic Statistics. Chief Adams advised the total number of accidents is down. ITEM #6 Correspondence to and from the Department. Chief Adams advised we received a thank you from Lieutenant Leach of the Gilford Police Department for a domestic disturbance complaint for which we provided assistance and for the use of our stat pack. Chief Adams advised Officer Howe had received a thank you with regard to an investigation involving an identity fraud. ITEM #7 Chief’s Report and Requests for Commission Action. ITEM #7A Performance Assessment Report Cards. Chief Adams advised the majority of the report cards were A’s with the exception of one C rating. ITEM #8 Old Business. There was no discussion with regard to this Agenda Item. ITEM #9 New Business. Chief Adams advised Lieutenant Perley of the Conway Police Department is retiring and he did work for Laconia for a number of years during Motorcycle Week. ITEM #10 Confirm Date of Next Regular or Special Meeting. The August Meeting was scheduled for August 21, 2014, at 3:00 p.m. in the Community Room at Laconia Police Headquarters. ITEM #11 Other Business. Chief Adams advised we have been invited to participate in the Fueling Dreams for Special Olympics New Hampshire Program which is scheduled for July 26, 2014, at the Circle K Station from 10:00 a.m. until 2:00 p.m. ITEM #12 Citizen Comments. Gail Ober asked about the new position with Mike Moyer at the Laconia High School and was advised this is with the school and not through the Police Department. ITEM #13 Non-Public Session. Non-Public Session. On a motion by Chairman Clement, moved by Commissioner Maheux, seconded by Commissioner Whittum, and passed unanimously, in accordance with RSA 91-A:3 II (a), the Laconia Police Commission entered into Non- Public Session at 3:20 p.m. At 3:45 p.m., the Non-Public Session ended on a Motion by Commissioner Whittum, seconded by Commissioner Maheux, with a unanimous vote to maintain the Minutes as confidential, in accordance with RSA 91:A:3, III.
