LACONIA POLICE COMMISSION SEPTEMBER 17, 2015, MINUTES CONFERENCE ROOM #200A, LACONIA CITY HALL 45 BEACON STREET EAST, LACONIA, NH – 30:00 P.M. CALL TO ORDER – Chairman Warren C. Clement called the Meeting to Order RECORDING SECRETARY – Deborah M. Simkins, Administrative Assistant SALUTE TO THE FLAG – Chairman Clement led the Pledge of Allegiance ROLL CALL – Chairman Warren C. Clement, Commissioner Douglas A. Whittum (Absent), Commissioner Armand E. Maheux CHAIRMAN CLEMENT RECOGNIZES STAFF PRESENT – Captain William F. Clary, Lieutenant Allan L. Graton, and Prosecutor James A. Sawyer Chairman Clement stated there are two (2) members of the Commission present and a quorum is established I. Personnel Matters A. Commendations and Awards – No Discussion B. Training – No Discussion (See Orders and Bulletins) C. Miscellaneous – Laconia Links. Chairman Clement recognized Captain Clary. Captain Clary noted there were several articles in the Laconia Links representing the Department; one in reference to National Nite Out which was held on August 4, 2015, Coffee with a Cop which was held on August 5, 2015, at the Taylor Community, with the next one following on September 3, 2015, at the Water Street Café, the Department once again was host to the AARP Driver Safety Program, the Citizen’s Academy began on September 16, 2015, and the 15th Annual Thomas F. Mullen Golf Tournament took place on September 11, 2015, at the Pheasant Ridge Country Club. D. Resignations/Retirement – No Discussion E. Hirings – No Discussion F. Promotions/Reorganization – No Discussion Laconia Police Commission Minutes – September 17, 2015 Page 2 II. Division Commander’s Forum A. Support Division – Chairman Clement recognized Captain Clary. Captain Clary advised two of our three new vehicles have arrived and will be on the road very shortly. The new van will replace the current Supervisors’ van and the old Supervisors’ van will replace the ACO Van. Captain Clary advised one of the new cruisers will be on the road within a day or two and another a week out. B. Operations Division – Chairman Clement recognized Captain Clary. Captain Clary advised Captain Canfield is at the Boys and Girls Club as they are hosting a Drug Summit with Hillary Clinton. C. Legal Division – Chairman Clement recognized Prosecutor Sawyer. Prosecutor Sawyer advised there was nothing new to report with regard to the Felony Prosecution process. Prosecutor Sawyer advised he has a meeting with the volunteers today at four and they are consistent and produce dozens of hours of volunteer time each month. Chairman Clement thanked the volunteers for their service to the Department and the Community. III. Orders and Bulletins – Chairman Clement recognized Lieutenant Graton. Lieutenant Graton advised training was received sponsored through Homeland Security. Chairman Clement recognized Captain Clary. Captain Clary advised there will be changes made to the training we are able to offer due to funding constraints at the New Hampshire Police Standards and Training Council. Lieutenant Graton advised if a member of the Academy has the qualifications to teach a class, it will be made available to us at no additional cost, however, if an outside instructor is required, there will be a fee for the class. Lieutenant Graton advised that Officer Howe will be assisting the Academy during this next session as a Cadre. Chairman Clement inquired where the funding comes from for the Academy and recognized Lieutenant Graton. Lieutenant Graton advised the majority of the money comes from the Administrative Fees associated with fines. IV. Commission Action – Acceptance of August 20, 2015 Minutes V. Review of Monthly Activity Reports A. Department Monthly Highlights – Chairman Clement recognized Captain Clary. Captain Clary advised there were no real significant changes in the amount of Laconia Police Commission Minutes – September 17, 2015 Page 3 activity during the month of August, and did note again how impressive the volunteer hours are. B. Monthly Fleet Report – Chairman Clement recognized Captain Clary. Captain Clary advised the new cruisers are not yet listed in the Fleet Report, but one vehicle has been turned over to the City already and will be used by the Fire Department. Captain Clary advised the other vehicle to be turned over currently has 140,000 plus miles on it. C. Criminal Investigative Unit Statistics – Chairman Clement noted a high number for the recovered property and recognized Captain Clary. Captain Clary advised two vehicles had been recovered to date for 2015. Commissioner Maheux inquired if a Department is entitled to a vehicle if it is recovered as a result of a drug bust. Captain Clary advised it depends on the circumstances and also noted there have been some recent changes with regard to the Forfeiture of Property. D. Monthly Patrol Division Statistics – No Discussion E. Budget Print-Out – Chairman Clement noted our budget is on line and recognized Captain Clary. Captain Clary advised a lot of our contracted services are paid on a quarterly basis, which should be noted in the next couple of weeks. F. Monthly Traffic Statistics – No Discussion VI. Correspondence – Chairman Clement inquired what action had been taken with regard to the concerns on Webster Street and recognized Captain Clary. Captain Clary advised an extra patrol was requested for the area. Captain Clary advised the Department received a nice bouquet of flowers from Dutile and Sons to say thank you for the work we do and we also received several thank yous for the recent drug busts. VII. Chief’s Report – Chairman Clement recognized Captain Clary A. Performance Assessment Cards – Captain Clary advised the Performance Assessment Cards were all good, the majority being A’s, with just a couple of B’s. B. Coffee with a Cop – Captain Clary advised Chief Adams sent a thank you to the Water Street Café for hosting this Program. Laconia Police Commission Minutes – September 17, 2015 Page 4 VIII. Old Business – No Discussion IX. New Business – Chairman Clement recognized Captain Clary. Captain Clary advised the Thomas Mullen Golf Tournament was a huge success with approximately $5,000 in profit received to benefit the D.A.R.E. Program. X. Confirm Date of Next Regular or Special Meeting – October 15, 2015, at 3:00 p.m. XI. Other Business – No Discussion XII. Citizen Comments – Chairman Clement recognized Dennis Lintz. D. Lintz advised he was told he could look at the Amy Lafond files and as the case is closed, he would like to review the Irwin Motors tape and look at the lab results. D. Lintz inquired if a phone number was also on A. Lafond’s telephone list. Captain Clary inquired if the records request was made and D. Lintz advised he has not picked up the reports. D. Lintz advised he would like to see the medical examination reports, the video tape and the telephone list. D. Lintz advised he has seen a lot of inaccuracies and is actually looking for evidence. Captain Clement advised D. Lintz that the process needs to be followed by going into the Police Station to pick up the paperwork requested. Captain Clary also noted that preparing the paperwork took a significant amount of time by the Administrative Staff. XIII.
