LACONIA POLICE COMMISSION MEETING MINUTES February 20, 2019 3:00 P.M. 2/20/2019 - Minutes 1. CALL TO ORDER Chairman Whittum called the meeting to order at the above date and time. 2. SALUTE TO THE FLAG Chairman Whittum lead the Pledge of Allegiance. 3. RECORDING SECRETARY Executive Assistant Lori A. Marsh 4. ROLL CALL 4.A. Chairman Whittum recognized Commissioners present - Chairman Douglas Whittum, Commissioner Thomas Tarr, Commissioner Frank Mello. 4.B. Chairman Whittum recognized Staff present - Chief Matthew Canfield, Captain Allan Graton, Lieutenant Michael Finogle and Lieutenant Kevin Butler. 4.C. Chairman Whittum recognized a quorum has been established and there are three Commission members present. 5. PERSONNEL MATTERS 5.A. Commendations & Awards No discussion. 5.B. Training No discussion. 5.B.i. Orders & Bulletins 5.C. Miscellaneous - Laconia Links No discussion. 5.D. Resignations/Retirement Chairman Whittum recognized Chief Canfield. 5.D.i. Resignation - Patrol Officer Samuel D. Maloney 1/5  Chief Canfield advised a resignation letter was submitted by Patrol Officer Sam Maloney, who was a probationary employee in week four or five of the Police Academy. Commissioner Tarr inquired if this was his own decision or if there were other circumstances involved. Chief Canfield advised he had a different outlook of the job and reached the decision on his own. 5.E. Hirings Chairman Whittum recognized Lt. Finogle. Lt. Finogle advised there will be a PT this weekend on Saturday and we are still taking applications up until Friday night and Oral Boards will be conducted the following week. 5.F. Promotions/Classification Change No discussion. 6. COMMAND STAFF REPORTS 6.A. Captain Chairman Whittum recognized Captain Graton. Capt. Graton advised we are working on a few projects for the police department, to include working with Parks & Recreation on the ventilation system project. He advised the bids were received for that project and came in much higher than sought. He advised he is working on obtaining funding for those projects. Chairman Whittum inquired if this would be grant monies and Capt. Graton advised no, indicating it is funding through CIP. 6.B. Operations Lieutenant Chairman Whittum recognized Chief Canfield. Chief Canfield advised the sled dog races were canceled due to lack of snow. He also advised that Officers are voluntarily participating in the Winni Dip for Special Olympics and, if they raise $150.00, they can grow their beards for a period of six weeks prior to the event and will be shaved off the day of the Winni Dip at the beginning of March. 6.B.i. Press Release(s) 6.C. Support Lieutenant Chairman Whittum recognized Lt. Finogle. Lt. Finogle advised he is working on obtaining surveillance equipment/cameras for the evidence room to make it safer for the Evidence Officer and the Officers who have to go in there. He advised that currently, if they are exposed to Fentanyl or Carfentanyl, there is no way for us to know if they are in there by themselves. 2/5  6.D. Investigations Lieutenant No discussion. 6.E. Legal Prosecutor No discussion. 7. COMMISSION ACTION 7.A. Acceptance of minutes from previous meeting On a Motion made by Commissioner Tarr, seconded by Commissioner Mello, and passed unanimously, the meeting minutes of January 16, 2019 were accepted as distributed. 7.B. Out-of-State School(s) Chairman Whittum recognized Lt. Finogle. Lt. Finogle reviewed two (2) of the three (3) below listed Out-of-State schools requested, advising the Commission can disregard the Opioid Overdose Death Investigations request. He also reviewed three (3) additional requests that came in last minute: 1) Protecting Law Enforcement Responders - Dispatcher Amanda Fritzen 2) Domestic Violence Intervention - Dispatcher Amanda Fritzen 3) Narcotics Enforcement & Trafficking Investigations in Hotel/Motel and Parcel/Freight Carriers - Sergeant Benjamin Black, Detective Daniel Carsen and Detective Kendra Neri. The listed school requests were discussed and Chairman Whittum entertained a Motion made by Commissioner Tarr, to approve the five (5) requested Out-of-State schools, seconded by Commissioner Mello , and passed unanimously. 7.B.i. Female Enforcer: Advanced Mental, Physical and Tactical Skills to Survive - Patrol Officer Anna Brewer-Croteau 7.B.ii. Opioid Overdose Death Investigations - Patrol Officer Tyler Babineau 7.B.iii. American Association of Police Polygraphers Annual Training Conference - Lieutenant Kevin Butler 8. REVIEW OF MONTHLY ACTIVITY REPORTS 8.A. Department Monthly Highlights Chairman Whittum recognized Chief Canfield. Chief Canfield reviewed the Department Monthly Activity Highlights report. No further discussion. 8.B. Monthly Fleet Report Chairman Whittum recognized Lt. Finogle. Lt. Finogle advised all three SUV's are out on the road and operational. 3/5  8.C. Criminal Investigative Unit Statistics No discussion. 8.D. Monthly Traffic Statistics Chairman Whittum recognized Chief Canfield. Chief Canfield reviewed the Monthly Traffic Statistics Report. No further discussion. 8.E. Budget Print-Out Chairman Whittum recognized Capt. Graton. Capt. Graton advised we are right on track. Commissioner Tarr noted the amount spent under the Education Stipends and inquired if that amount is for reimbursement to Officers educational courses they take. Capt. Graton advised that is part of it and it is mostly for the stipends we are contractually obligated to pay. Commissioner Tarr inquired if we will be able to supplement that line for the remainder of the year and Capt. Graton advised mostly everything has been paid out through that line as far as instructor stipends, MPO stipends and those types of things. 9. CORRESPONDENCE TO AND FROM THE DEPARTMENT Chairman Whittum recognized Chief Canfield. Chief Canfield noted there was a nice note from some Cottage Street residents thanking us for our service, as well as a thank you note sent to Sgt. Carlson for his help with a deceased family member back in January. He advised there was also a thank you letter to Off. Croteau for a talk at New Beginnings. 10. CHIEF'S REPORT Chairman Whittum recognized Chief Canfield. Chief Canfield advised he has been working with Channel 9 to develop a recruitment video, advising this is something they will produce professionally and will be something that we can use on our website and could use to run commercials or run a commercial through Facebook. Chief Canfield advised Channel 9 also reached out to him requesting he be part of a new effort they initiated called "CommUNITY". He advised this will look at different issues throughout New Hampshire and they have selected twelve people throughout the State to serve on this committee to meet quarterly. He also advised that in follow-up to the School Safety Task Force initiated by the Governor last year, they have selected a group broken down to study that report and study the readiness and how it has been instituted in the schools. He advised the Governor wanted actionable items that were actually implemented and not something that was just put in a report that will never be looked at again. He advised this committee will look at the implementation of that and study how many of those recommendations have actually been implemented since the report went into play. 10.A. Officer Reference Cards 4/5  Chief Canfield advised for the month we received two blue reference cards, both of which were A's. He advised we have transitioned to the new business card with the QR code on the back, which changes the survey to be completed electronically. 10.B. Overdose Statistics Chief Canfield reviewed the Overdose Statistics report. No further discussion. 11. OLD BUSINESS 12. NEW BUSINESS 13. CONFIRMATION OF NEXT MEETING DATE The next Regular or Special Meeting date of March 20, 2019 was confirmed. 14. OTHER BUSINESS 15. CITIZEN COMMENTS Dennis Lintz addressed the Commission and provided questions in writing. These questions are not able to be uploaded through Agenda Center; however, Mr. Lintz will receive a response via certified mail. 16.
