LACONIA POLICE COMMISSION SPECIAL MEETING AUGUST 4, 2021 10:30 A.M. 8/4/2021 - Minutes 1. CALL TO ORDER Chairman Whittum called the meeting to Order on the above date at 10:25 a.m. 2. RECORDING SECRETARY Executive Assistant Lori Marsh 3. ROLL CALL 3.A. Chairman Whittum recognized Commissioners present - Chairman Douglas Whittum, Commissioner Frank Mello and Commissioner Scott Davis. 3.B. Chairman Whittum recognized Staff present - Chief Matthew Canfield. 3.C. Chairman Whittum recognized a quorum has been established and there are three Commission members present. 4. NON-PUBLIC SESSION (According To RSA 91-A:3,II) RSA 91-A:3II(a) - The dismissal, promotion or compensation of any public employee, or the disciplining of such employee, or the investigation of any charges against him/her, unless the employee affected (1) has the right to a meeting, and (2) requests that the meeting be open, in which case the request shall be granted. On a Motion by Commissioner Davis, seconded by Commissioner Mello, and passed unanimously, in accordance with RSA 91-A:3II(a), the Laconia Police Commissioner entered into Non-Public Session at 10:26 am. Roll Call Vote to enter Non-Public Session: Chairman Douglas Whittum Yes Commissioner Frank Mello Yes Commissioner Scott Davis Yes Discussion took place regarding all changes made from the prior Collective Bargaining Agreement between the Laconia Police Commission and the Laconia Police Officers' Association and the current agreement.  Commissioner Scott Davis Yes Discussion took place regarding all changes made from the prior Collective Bargaining Agreement between the Laconia Police Commission and the Laconia Police Officers' Association and the current agreement. On a Motion by Commissioner Davis, seconded by Commissioner Mello, and passed unanimously, the Collective Bargaining Agreement for the period of July 5, 2021 through June 30, 2022 was approved. Discussion took place regarding the above agreement applying to all Non-Union personnel as well. On a Motion by Commissioner Mello, seconded by Commissioner Davis, and passed unanimously, the Laconia Police Commission approved all items in the Collective Bargaining Agreement for the period of July 5, 2021 through June 30, 2022, will apply to Non-Union personnel. At 10:42 a.m., the Non-Public Session ended on a Motion made by Commissioner Mello, seconded by Commissioner Davis, with a unanimous vote. Public Session reconvened at 10:42 a.m. 5. ADJOURNMENT On a Motion by Commissioner Mello, seconded by Commissioner Davis, and passed unanimously, the meeting was adjourned at 10:43 a.m.
