City of Laconia Special Events Technical Review Committee Wednesday, June 5, 2019 - 12:00 PM City Hall in the Armand A. Bolduc Council Chamber 6/5/2019 - Minutes 1. CALL TO ORDER Meeting was called to order at 12:11 pm by K. Santoro 2. ROLL CALL Members present: Capt. Graton, Laconia Police Department; Chief Beattie, Laconia Fire Department (left at 12:14pm); Deputy Chief Roffo, Laconia Fire Department; Amy Lovisek, Parks & Recreation; Krista Larsen, DPW; Hilary Young, Licensing Department. Members Absent: Rob Mora, Assistant Planner; Ben Crawford, Water Department 3. RECORDING SECRETARY K. Santoro 4. STAFF IN ATTENDANCE Karen Santoro, Zoning Technician 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 5.1. May 1, 2019 Special Events Review Committee Minutes (PDF) Minutes of May 1, 2019 were reviewed by the committee and accepted as presented 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 6.1. PL2019-0062MC 718 Endicott St N Vendors And Campground (PDF) Application was moved to end of meeting to allow applicant time to arrive. The public hearing opened at 12:45 pm With no one to speak for or against the application the public hearing closed at 12:45 pm. A. Graton made a motion to approve the application with the same conditions as events previously held at the same address and add the following conditions: • Access to Endicott Street North remains open and unencumbered. • The Dyno-tune vendor shall operate between the hours of 9:00 am and 9:00 pm. • Customer parking shall not interfere with site pedestrian and traffic flow. • Temporary parking lot for vendor parking shall have aisle widths of 18’ for one way traffic and 22’ for two- way traffic. • Waste and sanitary contracts shall be submitted to the Planning Department no later than June 1, 2019. • Sanitary company to pump out self-contained RV units (gray & black water) as necessary. • There shall be no introduction of fats, oil, and/or grease (FOG) into the sanitary sewer system or stormwater system or spread on the ground. No cooking equipment shall be cleaned without proper disposal of cleaning fluids. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7.1. PL2019-0013MC 1065 Watson Rd Modified To Add Beer Tent (PDF) The public hearing opened at 12:13 pm With no one to speak for or against the application the public hearing closed at 12:13 pm. A. Graton made a motion to approve the modified application with the same conditions as prior event; no police detail required at this time; if issues arise requirement will be revisited. C. Roffo seconded the motion. All in favor. 7.2. PL2019-0064MC 9 Veterans Square Bike Show And Slow Race (PDF) The public hearing opened at 12:15 pm With no one to speak for or against the application the public hearing closed at 12:15 pm. A. Graton made a motion to approve the application with the same conditions as prior event; a map of event location to be provided to planning prior to event. C. Roffo seconded the motion. All in favor. It was noted that applicant should check with licensing regarding outdoor loudspeaker license. 7.3. PL2019-0068SE 644 Weirs Blvd Motorcycle Week Temporary Outside Seating (PDF) The public hearing opened at 12:23 pm With no one to speak for or against the application the public hearing closed at 12:23 pm. A. Graton made a motion to approve the application as presented; applicant to acquire extended liquor license if serving alcohol outdoors. A. Lovisek seconded the motion. All in favor. 7.4. PL2019-0074 1208-1212 Weirs Blvd Motorcycle Week Temporary Vendors (PDF) The public hearing opened at 12:24 pm With no one to speak for or against the application the public hearing closed at 12:24 pm. A. Graton made a motion to approve the application with the same conditions as prior event. C. Roffo seconded the motion. All in favor. 7.5. PL2019-0076MC 70 Endicott St N Motorcycle Week Vendor Spaces (PDF) The public hearing opened at 12:35 pm With no one to speak for or against the application the public hearing closed at 12:35 pm. C. Roffo made a motion to approve the modified application with the same conditions as prior event; Fire Department to calculate occupancy of area. A. Graton seconded the motion. All in favor. 7.6. PL2109-0077MC 97 Endicott St N Motorcycle Week Temporary Parking (PDF) The public hearing opened at 12:37 pm With no one to speak for or against the application the public hearing closed at 12:37 pm. A. Graton made a motion to approve the application with the same conditions as prior event. C. Roffo seconded the motion. All in favor. Applicant for 718 Endicott Street North was present. Committee reviewed his continued application. 8. OTHER BUSINESS None. 9. ADJOURNMENT K. Larsen made a motion to adjourn the meeting at 12:54 PM A. Graton seconded the motion. All in favor.
