City of Laconia Special Events Technical Review Committee Wednesday, July 7, 2021 - 12:00 PM City Hall in the Armand A. Bolduc Council Chamber 7/7/2021 - Minutes 1. CALL TO ORDER K. Santoro calls the meeting to order at 12:12pm 2. ROLL CALL Members present: Amy Lovisek, Parks & Recreation; Nicholas Schwarz, Water Department; Captain Mike Finogle, Laconia Police Department; Hilary Young, Licensing; Deputy Charlie Roffo, Laconia Fire Department; Krista Larsen, Department of Public Works 3. RECORDING SECRETARY Taylor Daigle, Conservation Technician 4. STAFF IN ATTENDANCE Karen Santoro, Zoning Technician 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 5.1. May 28 2021 SERC Special Meeting Minutes (PDF) The Committee reviewed the minutes from the May 28, 2021 Special Events Technical Review Committee meetings and they were accepted as presented. 5.2. June 2 2021 SERC Meeting Minutes (PDF) The Committee reviewed the minutes from the June 2, 2021 Special Events Technical Review Committee meetings and they were accepted as presented. 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7.1. PL2021-0091 Sock Hop (PDF) The Committee reviewed the application. Committee discussed adding FOG conditions for food vendors and the need for an event license, in 7.1. PL2021-0091 Sock Hop (PDF) The Committee reviewed the application. Committee discussed adding FOG conditions for food vendors and the need for an event license, in addition to the previous year’s conditions. At 12:14 K. Santoro opened the public hearing. At 12:14 PM with no one to speak for or against the application, K. Santoro closed the public hearing. A. Lovisek makes a motion to approve with the same conditions as last year as well as the new conditions made by the board. M. Finogle seconds. All voted in favor. 7.2. PL2021-0092 Riverside Duck Derby (PDF) The Committee reviewed the application. Committee discussed adding FOG conditions for food vendors and the need for an event license, in addition to the previous year’s conditions. At 12:17 K. Santoro opened the public hearing. At 12:17 PM with no one to speak for or against the application, K. Santoro closed the public hearing. K. Larsen makes a motion to approve with the same conditions as last year as well as the new conditions made by the board. C. Roffo seconds. All voted in favor. 7.3. PL2021-0093 Weirstoberfest (PDF) The Committee reviewed the application. Committee discussed adding conditions for all activities to move inside by 10:00 PM and the need for a solid barricade along the road. C. Roffo would like clarification on the patio situation. H. Young motions to continue hearing to the following meeting (8/4). C. Roffo seconds All vote in favor. 7.4. PL2021-0094 Wicked Weirs (PDF) The Committee reviewed the application. 7.4. Roffo mentions complications of adding a haunted house to the event. C. Roffo also notes the site map does not include the patio in the map. Map also shows food vendors but no bars. The Board is uncertain of the number of venders, and therefore the fees that will be requested. H. Young mentions the difficulty of making sure activities are inside by 10 PM on Halloween Weekend. At 12:24 K. Santoro opened the public hearing. At 12:24 PM with no one to speak for or against the application, K. Santoro closed the public hearing. M. Finogle motions to continue hearing to the following meeting (8/4). A. Lovisek seconds. All vote in favor. 7.5. ZO2021-0032 Laconia Blues Festival (PDF) The Committee reviewed the application. K. Santoro discusses the modified site map indicating public access to the beach. A. Lovisek notes the Applicant needs to return to meet with Parks regarding updates for parking and fee agreements for cleaning. K. Santoro notes that the City Manager requests a $1500 deposit for beach cleaning. There is discussion between the Board and Applicant regarding the parking fees and public access to the beach. H. Young indicates the need for an event license. C. Roffo will need to be updated on the parking conditions after Applicant meets with Parks again. At 12:32 K. Santoro opened the public hearing. At 12:32 PM with no one to speak for or against the application, K. Santoro closed the public hearing. M. Finogle motions to extend hearing to the following meeting (8/4) C. Roffo seconds. All vote in favor. 7.6. ZO2021-0033 Laconia Biketemberfest (PDF) The Committee reviewed the application. Applicant discusses the similarities to the previous year’s event. H. Young indicates need for events license for vendors (10 vendors). C. Roffo notes that the site map needs to be updated to include the “Rec Yard”. H. Young mentions that if the applicant would like to extend outdoor activities past 10 PM (to 11PM) he will need City council approval. At 12:37 K. Santoro opened the public hearing. At 12:37 PM with no one to speak for or against the application, K. Santoro closed the public hearing. K. Larsen makes a motion to approve with the same conditions as last year as well as the new At 12:37 K. Santoro opened the public hearing. Larsen makes a motion to approve with the same conditions as last year as well as the new conditions made by the board, including an updated site plan that includes the Rec Yard, FOG conditions for food vendors, and a TTO starting at 12PM the first day of the event.
