Mora called the meeting to order at 12:04 pm 2. ROLL CALL A Present: Krista Larsen (Public Works), Amy Lovisek (Parks & Recreation), Capt. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 6.1. PL2022-0032SE - Timberman Triathlon (PDF) The applicant requested the application be continued to next month. A. Lovisek motioned to continue the application. C. Roffo seconded. All vote in favor. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. PL2022-0038MC - 1072 Watson Road (PDF) The applicant addressed the committee and asked how many officers will be at the location for bike week. M. Finogle says police will be stationed in that area anyways, but the detail will include two officers from 7pm-1am. R. Mora asks about the stage being moved. Applicant addresses that and mentions the parking area still needs to be fenced in. H. Young reminds the applicant that there are still some fees due from the American Legion. C. Roffo asks about the construction at 143 Endicott N interfering at all. Applicant says they should already be aware of the situation with bike week. R. Mora opens the public hearing at 1:02pm. PL2022-0049MC - 76 Endicott St N Drive In (PDF) The applicant addresses the committee. The application is the same as last year. Vendors will be up front and parking in the back of the property. N. Schwarz notes that one backflow needs to be tested. K. Larsen asks for FOGs language to be added to the NOA. R. Mora opens the public hearing at 1:05pm. All vote in favor. 7.7. PL2022-0051MC - 58 Tower St (PDF) The owner of Pours & Petals addresses the committee. They are a drink vendor that will be located at T the Lakeview Inn from Monday to Friday or Sunday of bike week. They will sell coffee, donuts, and lemonade earlier in the day and alcoholic drinks from 3p-7p. They have their liquor license. It will be open to the public and guests at the Inn but they will not be permitted to leave the deck area with any drinks. 2-3 members of the business will be there monitoring this. They can also use signage and rope the area off. C. Roffo asks for clarification on where they will be parked. He also clarifies hat they will not be F serving facing the street. R. Mora asks about checking identification for liquor sales. It will be the businesses responsibility to do so. There are some concerns about how they will keep the alcohol on the premises and prevent people from walking down to the Weirs with it. H. Young informs the applicant that they need a vendor’s license through the city as well. A. Lovisek asks if there will be any cooking. Applicant says no. R. Mora recommends that the application be continued to give time for the owner to decide how they will manage the security of the site. A R. PL2022-0052MC - 1192-1198 Weirs Blvd (PDF) R The committee reviewed the renewal of the application. There are 8 vendor spaces. N. Schwarz notes there are three backflows that need to be tested. R. Mora opens the public hearing at 12:29pm. With no one to speak for or against the application, the public hearing is closed at 12:29pm. D K. Larsen asks about the types of vendors. Usually, it is a T-shirt station. K. Larsen requests that the fats/oils/grease language is added to the NOA. N. PL2022-0053MC - 45 Endicott St N (PDF) The applicant addresses the committee. It is the same plan as in the past. Food will be out front. R. Mora opens the public hearing at 12:37pm. With no one to speak for or against the application, the public haring is closed at 12:37pm. K. Larsen asks that FOGs language be added. The applicant says they are already prepared for that. N. Mora clarifies the vendor locations on the plan, as these plans were from the covid restriction times. There is concern for previous years’ issue with vendors selling facing the street. Applicant informs them that he is planning to use more fencing this year and can see about doing more as well. J. Gray discusses an electrical inspection for extensions. N. Roffo asks about the tent site at 97 Endicott N. Applicant did not submit a separate application for this address but will remedy that with the planning office. That site would be run by a tent company that operates at events like this. It will include 70-100 tents, a shower station, and toilets. This application will be addressed at the next meeting. 8. OTHER BUSINESS T The director of the Belknap Mill addresses their involvement in the Coffee Festival coming up. They were not a part of the initial application. R.
