PL2022-0091SE - Easterseals - Veterans Count-Red White And Brew Having reviewed the previous year’s application approval, Chief Beattie commented that the only changes he recommended were to dates of inspection to reflect the new year. Open to the public at 12:05PM. There being no one to speak for or against, public comment closed at 12:06PM. Motion by Amy Lovisek to approve the application with the previous year’s conditions. Application approved. 7.2. PL2022-0095SE - E-Z Park - 120 Endicott St N Brief review of the previous year’s approval. Opened to the public at 12:12PM. Charlie StClair of the Motorcycle Week Association noted that there were expected changed to the application fee rates for the 2023 season, asking if this application would be affected. A.Lovisek asked the Board members if they thought there should be a note made in the conditions regarding the change, and expectation of fee increase. Chief Battie said that City Council maybe changing the fees for Motorcycle Week applications, and that this application maybe required to pay additional fees. Public comment closed at 12:14PM Motion to approve the application by Chief Beattie, with the condition that the applicant be required to pay the additional fees required by City council for the 2023 season. Seconded by A. Lovisek. All in Favor. Application approved. 8. OTHER BUSINESS Motorcycle week after action discussion: Charlie St. Clair said that the Temporary Traffic Order change for 2022 opening was unexpected, and caused a lot of problems for vendors and businesses still expecting to receive deliveries, and residents. He said that 4 wheeled traffic should be allowed to enter the area until 10:00AM Saturday, as usual. He added that Faro’s did not honor their agreement to fence the edge of the property to the end of the parking area- driver were entering and exiting in a disorganized manner. He said that there were businesses such as the Tamarack that were allowing parking for fees, but were not approved to do so. 1. Lovisek asked the Board if they though fines should be levied against those who did not abide by the rules to come before the Board and follow the proper procedures for approval, for leaving early, and leaving trash. Charlie St. Clair said that he felt that the property owners would be the only people who could be leaned on (leaving early); vendors would likely be difficult to stop, and would leave when they chose to regardless. Captain Finogle said that officers only enforce the TTO. Charlie St. Clair said that there were complains about people setting up early- he said that people in the area, including tourists, are usually interested in watching the setup, and never seemed bothered by it. Squeezing people into narrower start times made things needlessly difficult and confusing. There were some issues sited regarding people sleeping in their vehicles: he said that this was a large operation and in reality, this was a common occurrence in more events than this one, and that there had been no problems arising from the practice. Chief Beattie mentioned that there has been a lot of parking over the centerline. Charlie St. Clair said that if there were “towing” symbols or signage added to parking areas, people would obey the signs. Towing offenders would stop the illegal parking. Regarding three wheeled “slingshot” style vehicles, Charlie St. Clair said that Motorcycle Rights groups generally believe that if you “drive” the vehicle, requiring a drivers license rather than a motorcycle license, they should park in car parking and follow those rules. Charlie St. Clair said that the only “event” Motorcycle Week actually puts on takes place on the Boardwalk, and that they do apply for it, but in the 90’s they used to come for a few meetings in December/ January, that they currently have a discussion with City Council, but that it did seem reasonable to apply. Captain Finogle said that if there were a meeting to discuss the TTO, the Friday change would have been caught. 9. ADJOURNMENT Motion by B. Schwarz to adjourn, seconded by A. Lovisek. All in favor.
