CALL TO ORDER Call to order: Sheena Duncan called to order at 12:06 2. ROLL CALL 3. RECORDING SECRETARY Scott Pelchat Zoning Technician 4. STAFF IN ATTENDANCE 4.1. STAFF IN ATTENDANCE Jim Rogato Chair of licensing Board. Staff in Attendance: Katie Gargano Sheena Duncan Conservation Technician, Scott Pelchat Zoning technician, Nate Guerette DPW, Nick Schwarz Water Dept. and Captain Mike Finogle. 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 5.1. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Sheena moved to accept the minutes as written and it was unanimous. 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 6.1. PL2023-0001 - 1207 Weirs Blvd - PL2023-0001 - 1207 Weirs Blvd - Parking lot over 50 spaces, 1-10 vendors, 8:00AM- 12:00AM Motorcycle week, June 10-18. Sheena Duncan stated that the applicant (David Chinian) is in Florida and Would not be present for the meeting. Sheena Duncan Suggested the application be continued to allow for further review from the planning dept. and licensing. Sheena Duncan motioned to continue, and it was seconded by Capt. Mike Finogle. And it was unanimous 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. PL2023-0010MC 1193 Weirs Blvd – Charles Gulbicki 1-5 Vendors- Motorcycle week. Sheena Duncan Stated that as sparce as the application was there was limited change from years past but would possibly need Fire Dept to inspect tents. At 12:11PM it was opened to the public at 12:11PM it was closed to the public. Captain Finogle said there’s usually one merchandise tent  At This Time. 7.1. PL2023-0010MC 1193 Weirs Blvd Parking . PL2023-0010MC 1193 Weirs Blvd – Charles Gulbicki 1-5 Vendors- Motorcycle week. PL2023-0012MC - 104 Endicott E PL2023-0012MC - 104 Endicott E – J&H Amusements, Motorcycle week parking for 50+ automobiles and motorcycles for Motorcycle Week. Sheena Duncan Advised the committee that there was no change from last year’s event. Opened to public at 12:15pm closed to public at 12:15pm. Nate Guerette motioned to approve, and it was seconded by Mike Finogle. And it was unanimous. 7.3. PL2023-0013MC 1089 Weirs Blvd – PL2023-0013MC 1089 Weirs Blvd – Cynthia Makris: Parking for automobiles and motorcycles during Motorcycle Week Sheena Duncan stated event was the same as last year. open to public discussion at12:16 closed to public at 12:16 Nick Schwarz motioned to approve it was seconded by Nate Guerette and it was unanimous. 7.4. PL2023-0014SE 626 Main St – New England Coffee Festival – PL2023-0014SE 626 Main St – New England Coffee Festival – Friday 5/19, 5:00PM- 10:00PM. Saturday, 5/20, 8:00AM-4:00PM in the downtown area. Sheena Duncan advised of the plans for the festival. Stated there were some changes in comparison to last year. Nate Guerette asked if the fee will be waived for this event and was it waived last year for the event? It was mentioned that City Council Would be the deciders on this. Sheena Duncan opened to public discussion at 12:20pm and closed to public at 12:20pm Captain Mike Finogle stated he was confident in this application and gave his go ahead. Sheena Duncan mentioned that Amy Lovisek would have notations on the applicants usage of Parks and Rec. Nate Guerette asked the committee about the movement of the dumpsters in city hall parking lot and who is moving them? It was said that the applicant would be handling this detail. Nate Guerette mentioned as well that it was stated in the application that Vendor details would be provided two weeks prior to the event. Nate Guerette motioned to approve, and it was seconded by, Nick Schwarz And it was unanimous. 8. OTHER BUSINESS OTHER BUISNESS Nate Guerette spoke about the fence at the Endicott St N property once the faro Italian Grille. Which is now under new owners. Nate stated that in the past they were procrastinate in putting the fence up during the event to stop mass crossings from that side of Endicott St to access Weirs Blvd. The Committee also discussed the following matter regarding best practice for the City of Laconia on the handling of complaints from vendors towards Property owners. Sheena Duncan stated that in the planning department we have been working on regarding the applicant and statements that arose from the prior meeting. Sheena Duncan Questioned the real role of the City’s purview of this matter and matters that may compare to this. Jim Rogato stated that it Was too bad this was happening. And inquired what our recourse is for this. Jim also went on to say that when dealing with Lot Owners and associations and vendors, we (The City Of Laconia) must be cautious when giving out opinions and advising people Jim Rogato said it is in the same realm as speaking to Human resources about a new hire in what can and cannot be said as to avoid a defamation case. Nick Schwarz asked about the possibility of contacts being listed for city access. Nate Guerette stated that this could be deemed an overreach by the city. Jim Rigato said the drive in had problems in the past as well. Katie Gargano mentioned most information can be received from the licensing office. Captain Finogle felt that this would create a tough spot for the city to be in and that perhaps the race and rally association could take the lead role on this matter also regarding public safety. Sheena Duncan mentioned a study of foot traffic could be a viable option going forward. The committee agreed that this year’s bike week event is the city’s 100-year anniversary of this event and the importance it being the best it can be. Nate Guerette Stated the city has no recourse and that this matter be continued to be discussed in further detail.  office.
