CALL TO ORDER the meeting was called to order at 12:10PM 2. ROLL CALL Nick Schwarz, Chris Noyes, Hilary Young, Scott Pelchat, Tim Joubert, Nate Guerette, and Amy lovisek. 3. RECORDING SECRETARY Scott Pelchat 4. STAFF IN ATTENDANCE 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Minutes were accepted unanimously 5.1. Special Events Review Committee Meeting 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 8. Special Events Review Committee Meeting PL2023-0114SE NH Pumpkin Festival. Applicant Karmen Gifford spoke on behalf of the pumpkin festival and the details behind the event. Karmen spoke about the flow of the event as well as locations of vendors, Live Bands, Porta potties, road closures. Also Karmen stated the event will be Friday from 4PM to 8PM and Saturday 11AM to 8PM with clean up primarily to happen on Sunday. There will be other events happening on these days as well Karmen mentioned the CAKE will be offering two shows as well as the Amy Grant band will be playing the Colonial Theater on Saturday evening. There is to be a train ride event and tickets will be available the day of. Amy Lovisek asked about the art walk and Karmen said not this year. the pumpkin tower was described to the committee and the removal process of the pumpkins after the event. Karmen Mentioned a Laser Show by New Spectrum Lighting. There will be two beer gardens one at the Hectors Restaurant and the 405 will have one in the City hall lot nearer the Post Office. Scott opened discussion to the public at 12:39PM and it was closed to the public at 12:40PM. Water Department had no issues , Police wanted the Applicant to reach out to Captain Finogle regarding some security questions, Licensing Had no Issues, Zoning No issues, Fire wanted vendor information prior, DPW advised the  will be available the day of. Anderson regarding barriers and timelines, Parks and Rec no issues. Nick Schwarz motioned to Approve the application and this was seconded by Nate Guerette and was passed unanimously. 9.
