City of Laconia Special Events Technical Review Committee Wednesday, September 4th, 2024 - 12:00 PM City Hall in the Armand A. Bolduc City Council Chamber 9/4/2024 - Minutes 1. CALL TO ORDER Tyler Carmichael called the Meeting to order at 12:03PM 2. ROLL CALL Scott Pelchat performed Roll Call in attendance Nick S water Dept. Hilary Y Licensing Dept, Captain Finogle LPD, Joe G code Dept, Scott Pelchat, Tyler Carmichael Assistant Planning Director, Chief Tim Joubert, Amy L Parks and Rec. and also Nate Gaurette DPW. 3. RECORDING SECRETARY Scott Pelchat was the recording secretary. 4. STAFF IN ATTENDANCE Nick Schwarz, Hilary Young, Mike Finogle, Joe Gray, Scott Pelchat, Tyler Carmichael, Tim Joubert, Amy Lovisek, Nate Gaurette. 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS The prior meeting minutes were accepted unanimously. 5.1. Minutes 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 8. PL2024-0085 MC 120 Endicott St N The application to allow for parking of 30 spaces at the property located at 120 Endicott St N was heard by the committee. There were no concerns from the committee to allow for this use on this property as it was found this use had been happening during prior year events. The parking will occur from 6/14/2025 to 6/22/2025 from the hours of 8AM to 11PM. there was no public discussion as there was no public present to comment. Tyler sought a motion to approve the application and the motion was made by Mike Finogle and it was seconded by Nick Schwarz and was approved unanimously. 9. SE 2025-001 2075 Parade Rd. The application to allow for parking of 30 spaces at the property located at 120 Endicott St N was heard by the committee. There were no concerns from the committee to allow for this use on this property as it was found this use had been happening during prior year events. The parking will occur from 6/14/2025 to 6/22/2025 from the hours of 8AM to 11PM. there was no public discussion as there was no public present to comment. Tyler sought a motion to approve the application and the motion was made by Mike Finogle and it was seconded by Nick Schwarz and was approved unanimously. 9. SE 2025-001 2075 Parade Rd. Leslie spoke regarding the application to allow for the Mushroom Festival at the property at 2075 Parade Rd from September 28-29 2024 from 9 AM to 6 PM Saturday and 9 AM to 3 PM Sunday. This is a returning event to allow for the educational value of Mushrooms (legal) and to promote the use of them by naturists. Tim from fire asked if there would be any changes to the area used for alcohol sales and Leslie stated it would remain unchanged. Tyler asked if any public member would like to comment on the application and there was no public to comment at this time. Tyler sought a motion to approve the mushroom fest Nick Motioned to approve the application and this was seconded by Hilary and was passed unanimously. 10. SE 2025-002 Pumpkin Fest Karmen Gifford spoke regarding the application to allow for Pumpkinfest 2024. Karmen described a few aspects of the downtown area that will be used for the festival first were 4 towers that will be placed. 1. between Good-natured and Laconia Mental Health in the walkway area. 2. another will be where they normally put the Salvation Army Kettle. 3. another will be placed in Veterans square.4. and the fourth will be placed in the municipal lot. Events will be Friday and Saturday. A beer garden will be had that will be licensed by the 405. New spectrum lighting will be doing lighting and lasers for the towers as well. Porta potties will be supplied both at Opechee as well as the downtown area. Joe Gray asked to have plans for the towers submitted to him for review prior to the event start. Amy Lovisek will require any other vendors and or partakers of this event that are wishing to use Laconia Parks will need to reach out to Amy for approval. Joe Gray stated that The Bank of New Hampshire Construction site as well as adjacent lot (older Bank) be secured properly as to not allow any access by event goers, For parking purposes and or to access any adjacent event areas this site needs to be secured. Karmen stated that she had spoken with Wes Anderson and that all DPW items had been discussed and were in process. A motion was sought to allow for the approval of this event and Nate motioned to approve the event and this was seconded by Joe and was approved unanimously. 11. OTHER BUSINESS 12. ADJOURNMENT The meeting was adjourned at 12:20PM unanimously.
