City of Laconia Minor Site Plan August 26, 2015 at 2:00 pm City Hall, 45 Beacon St. East, Conference Room 200A Adopted September 30, 2015 I. Call to order Chair Paul Moynihan called the meeting to order at 2:06 pm and introduced the committee. Present: Bill Clary, Police; Paul Moynihan, Public Works; Shanna Saunders, Planning; Tara Baker, Assessing Absent: Seth Nuttelman, Water; Charlie Roffo, Fire; Steve McCusker, Code Recording this meeting: Kalena Graham II. Continued Public Hearing Chair Moynihan re-opened the public hearing at 2:09 pm. a) Appl# PL2015-0095MSP 118 Main St MBL 464-142-22 Proposal to change the use of the site from single family to commercial Applicant: Cindy and Tom Carroll were present. C. Carroll had contacted engineers and Rokeh was the one that drew up a plan. T. Carroll handed out a proposal that Rokeh Consulting had drawn up. S. Saunders stated with the wetland buffer impact, the application will need to be referred to Planning Board. Chair Moynihan wanted to make sure the Planning Board would be in support. S. Saunders explained the Planning Board process to the applicant. S. Saunders commented on the possibility of using pervious pavers for less run off and more infiltration. The Police Dept concerns were the cars in the road and that issue will be fixed. S. Saunders thinks the Planning Board would approve pervious pavers. Chair Moynihan explained that when the application goes to Planning Board, more detail will be needed for drainage. As a side note, CCI was interested in pursuing an abandonment procedure on the undeveloped Lowell Street that is being used as a driveway. That process is through City Council. Chair Moynihan stated that DPW would need to make sure there are no utility easements over that road, otherwise DPW would be supportive of the abandonment. He suggested speaking with Luke Powell about the process. S. Saunders made the motion to refer the application to the Planning Board with more detailed plans. W. Clary seconded the motion. The motion passed unanimously 4-0. III. Public Hearing None IV. Other business None V. Minutes Adoption of minutes from July 29, 2015 Chair Moynihan stated that with the corrections made to the minutes of July 29, the minutes were considered accepted. VI.
