City of Laconia Minor Site Plan March 30, 2016 at 2:00 pm City Hall, 45 Beacon St. East, Conference Room 200A Accepted at the April 27, 2016 I. Call to order Chair Paul Moynihan called the meeting to order at 2 pm and introduced the committee. Present: Paul Moynihan, Public Works; Jon Duhamel, Assessing; Brandee Loughlin, Planning; Charlie Roffo, Fire; Al Graton, Police; Cliff Jones, Code Enforcement Absent: Seth Nuttleman, Water; Chair Moynihan stated that there were six (6) members present and a quorum was established. Recording this meeting: Kalena Graham II. Continued Public Hearing None III. Public Hearing Chair Moynihan opened the public hearing at 2:03 pm. a) Appl# PL2016-0021MSP 958 Union Ave MBL 350-220-39 Irwin Marine Proposal for site improvements and upgrades Applicant: Nick Sceggell and Kevin Lee of Dubois & King and Bruce Wright of Irwin Marine were present. N. Sceggell spoke. There are existing railroad tracks on the property that will be removed. Drainage improvements will be made. They have been working with Public Works on drainage. They are going to have the flow toward the building leech into the ground prior to reaching the building. A. Graton stated that when the empty utility pole is to be removed, that if equipment to remove the pole would be in the roadway (Union Avenue) from a safety perspective flaggers and adequate traffic control will be needed. Also when the paving takes place to have adequate traffic control to get the paving trucks and equipment into and out of the site safely. The police will need to be notified if equipment will be in the road. B. Wright stated they are shooting for November 1 to start work and hoping for only a few weeks of impact. This way the business will see less of an impact as well. Jones noted that for the amount of parking there should be an adequate amount of handicap spaces. N. Sceggell said they are not removing any spaces but will check to make sure. B. Loughlin noted that the City regulations were just updated and will get the handicap numbers to N. Sceggell. B. Loughlin asked what the stretch of pavement is measured. If less than 150 ft it’s ok but, if over a vegetative island will be needed to break it up. N. Sceggell measured and is 140 ft. B. Loughlin stated that any changes with the sign will need a sign permit. P. Moynihan stated Public Works has met with applicant a few times and preliminary evaluation on the retaining wall has been done. There is hope of getting some City drainage done in the process. P. Moynihan asked if the lot will be reclaimed and was told yes. N. Sceggell said they may need to do more like take out some bad soils. They will find out with test pits on what is good and not. A knee wall will be a long stretch of parking lot to building will be put in. no impact to the structural cap of the wall. Will be paved and striped in the end. Abutters: None Public: None Chair Moynihan closed the public hearing at 2:16 pm. B. Loughlin made the motion to approve the application with the conditions from the Police Dept. C. Roffo seconded the motion. P. Moynihan stated that with the amount of work being done, site security should be added. B. Loughlin amended the motion to add a minimum site security of $5,000.00 for erosion control. R. Roffo seconded. The motion passed unanimously 6-0. IV. Other business None V. Minutes Adoption of minutes from February 24, 2016 Chair Moynihan stated that there had been no more corrections to the minutes of February 24, which were distributed on February 25. J. Duhamel made the motion to accept the minutes as distributed. A. Graton seconded the motion. The motion passed unanimously 6-0.
