I. Call to order
Chair Wesley Anderson called the meeting to order at 2:00 pm and introduced the Board:
Present: Tara Baker, Assessing; Brandee Loughlin, Planning/Zoning; Al Graton, Police; Seth
Nuttelman, Water; and Chair Wesley Anderson, DPW.
Absent: Charlie Roffo, Fire; Cliff Jones, Code
Chair Wesley Anderson stated there are five (5) members, and a quorum is established.

Proposal to convert mini golf course to private parking lot
Chair W. Anderson opened the public hearing at 2:01 pm.
Applicant: Ryan Cardella of East Coast Flightcraft which is the parent company, spoke.
The proposal is to put in a parking lot where the golf was to get the current on-street
parking off the street. They would be looking to pave within the next year. Demo of the
golf course should be done by Christmas. The grade currently runs to an existing storm
water drainage toward Lakeside. B. Loughlin asked for erosion control plan measures
and would like the erosion control plan prior to starting any work.
R. Cardella stated that is being done currently and they are also redoing the gas lines.
The pumps will remain. They were not open last year but plan to reopen next season.
DES handles that part of the project and has approved with a completion deadline of
April 2017.
B. Loughlin stated the Planning Board will not be looking at the project as the use is not
changing. R. Cardella stated the underground tank, will be moved in the next few years
as well. B. Loughlin asked for copies of the finalized plans and will email them to the
MSP members. She asked if the parking lot would be striped and was told no but that
may change. The driveway is existing off of Weeks Street. The parking lot will be for
boat slips and unloading and loading for vendors.
Chair W. Anderson informed the applicant that there we no future plans to pave the
area between Weeks Street and the driveway and the applicant agreed. A driveway
permit would be needed from DPW. The parking area is 140 x 160 sq ft and bordered
by a retaining wall. There was concern about sediment for the amount of time left
unpaved. Chair W. Anderson suggested walking the site for layout of erosion of that
portion.
Abutters: Diane Kazanowski 9 Simpson Ave, asked about lighting and was told the
current fixtures will stay that are 15 to18 ft tall.
Chris Seacord, one of the owners of Mt Washington, asked that the ROW be
maintained and clear for daily operations.
No one from the public spoke for or against the application.
Chair W. Anderson closed the public hearing at 2:15 pm.
Motion to approve the application with the following conditions: erosion control
measures be designed and reviewed prior to the issuance of the driveway permit,
erosion control in place prior to demolition, walk the site to determine the layout for the
erosion control plan of the area between the parking lot and street, copy of plans for gas
upgrades submitted to the Planning Dept for review, once paved, as built plans
submitted to the Planning Dept, site security to be determined by the construction cost
estimate, either $500 or 10% of 110% of the estimate, made by B. Loughlin and A.
Graton seconded. The motion passed unanimously, 4-0.

Motion to adjourn made by S. Nuttelman and seconded by B. Loughlin. The motion passed
unanimously, 4-0.
