1. CALL TO ORDER
Chair Wesley Anderson called the meeting to order at 2:31 PM

5.I. Acceptance Of March 22 Minutes
Motion to approve the minutes made by A. Graton, L. Lutrell seconded. All voted in favor. K. Menici
abstained.
6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This
Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To
Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This
Time.
7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda
Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The
Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote
At This Time.
7.I. PL2023-0105MSP; 566 Main Street; Proposal To Change The Use From Retail To Restaurant
Applicant: Jeanin Onos, Sister2Sister LLC, addressed the board. The property is ADA compliant
already. The proposal is to change the use from retail to a restaurant. The restaurant will start off as
breakfast and lunch and eventually will have dinner. A new propane pipe is needed that is shared with
546 Main St. New electrical lines are being installed. The restaurant will be in conjunction with the
Community Center and the Huot Center.
The applicant will be utilizing the municipal parking lot. K. Menici asked about the outdoor seating and
the applicant wants to see how the business does and will put an application in next year. An
Administrative application would be required. The application is not subject to an Impact Fee.
W. Anderson noted that since the building is on top of the canal, no modifications can impact the
integrity of the canal. He then read his comments regarding parking, plumbing permits, sewer and other
required permits that might be needed. He suggested the property owner camera the building sewer to
determine the capacity can handle two restaurants and the school. Currently, the owner has a license

L. Loutrel read the Fire Dept comments.
The public hearing closed at 2:39 PM
Motion to approve the application with the comments mentioned made by N. Schwarz, A. Graton
seconded. All voted in favor.
7.II. PL2023-0107MSP; 1010 Union Ave; Proposal To Construct A Second Story Addition Residence Over
The Existing Business
Applicant: Wes Taggett of Hollis Construction Management addressed the board. The proposal is for a
second story addition over the existing business to house a 2 bedroom, 1 bath residence,
approximately 1200 sf.
N. Schwarz read the Laconia Water dept comments. A unit count would be needed from the Water
Dept after work has been completed. All excavation/construction must have proper sedimentation/
detention in place.
L. Loutrel read Fire Dept comments.
K. Menici read the Planning comments. The application requires two (2) variances to allow the
expansion of a non-conforming structure into the side and rear setbacks, and to allow the construction
of exterior stairs within the side setback. The location of the resident/commercial parking spaces,
trash, snow storage and driveway to be indicated on the plan and where trash will be located. And
Impact fee for $3,012.91 will be required at the time of the Certificate of Occupancy.
W. Anderson went over parking, sewer, permits required and trash. The property is authorized for four
sets of containers.
The public hearing closed at 2:46 PM
Motion to approve the application with the comments mentioned made by A. Graton, N. Schwarz
seconded. All voted in favor.
