City of Laconia Techncial Review Committee 10:00 AM City Hall - Armand A. Bolduc Council Chamber Draft Minutes 7/16/2024 - Minutes 1. CALL TO ORDER R. Mora called the meeting to order at 10:08am. 2. ROLL CALL Members that were present Louis Loutrel; Fire Department, Tyler Carmichael; Planning Department, Nate Guerette; Public Works Department, Tara Baker; Assessing Department, Grey Draper; Planning Department. Not in attendance were the Police Dept and Code Enforcement. 3. RECORDING SECRETARY Savanna Brunelle, Admin Assistant 4. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Minutes we’re accepted as presented. L. Loutrel motions to accept the minutes. N. Guerette seconds. Passed unanimously. 4.I. Draft Minutes 5. REVIEW OF PLANNING BOARD APPLICATIONS 5.I. PL2024-0070SU; 1921 Parade Rd; (290-155-9) Sarah Whearty and Louis Tomasello were present. Ms. Whearty summarized the proposed application; subdivide one existing lot to create 3 additional lots to be developed with single-family residences. T. Baker from Assessing asked to update the plan, removing the leading zero’s on ALL lot numbers as Laconia does not use that format. Also, reminder that a deed will be needed to transfer the Clover Ln portion to South Down. N. Guerette at Public Works had concerns about how to cancel the existing sewer plans. DPW wants the existing sewer to be cancelled close to the main. Also, there will need to be a private sewer agreement with South Down. B. Crawford from the Water Department had comments about the detail sheet, all notes must reflect minimum bury depth of 6-feet on water pipe, the existing service will need to be terminated and Laconia Water specifications apply. T. Carmichael from the Planning Department wanted to confirm that Clover Ln will remain a private road, Waivers must be submitted for right-of-way and sidewalk requirements. If no waivers are submitted, the plans must be updated to reflect the right-of-way and sidewalk requirements, S. Whearty will provide a copy of the waivers. Clarification on the height and material of the fence along Parade Rd must be provided and as a reminder the fence height must not exceed four feet within the setback. Reiteration that no structure may be built within 200 feet from Parade Rd, no lot may be accessed from Parade Rd, and Impact Fees will be assessed in the amount of $3,814.80 for each new dwelling unit. There was further discussion about the private sewer agreement. This application will go to the August 6th Planning Board meeting. 5.II. PB2025-001; Hayes Rd/Endicott St. N; (126/280-5-1 & 181-5-2) a reminder the fence height must not exceed four feet within the setback. Reiteration that no structure may be built within 200 feet from Parade Rd, no lot may be accessed from Parade Rd, and Impact Fees will be assessed in the amount of $3,814.80 for each new dwelling unit. There was further discussion about the private sewer agreement. This application will go to the August 6th Planning Board meeting. 5.II. PB2025-001; Hayes Rd/Endicott St. N; (126/280-5-1 & 181-5-2) Nick Loring from Benchmark LLC and Peter Grenier were present. Mr. Loring summarized the proposed application; construction of 52 townhouse style residential units. T. Baker from Assessing commented that these lots should apply for voluntary lot merger prior to finalization, update the plan pages, removing the leading zero’s on ALL lot numbers as Laconia does not use that format. Correct all documents that note the map/block/lot for abutter – Act Five Entertainment, map number is incorrectly shown as 115 and should be 126. The correct mailing address for abutter – Jaci Cook, shown as 48 Hayes Rd., should be 49 Hayes Rd. Condo documents will be necessary for review. N. Guerette from DPW commented that Hayes Rd is an unaccepted road and how to navigate how to become an accepted road. DPW would like to be presented with the Stormwater Management report. There are concerns about the size of drainage and the specifics. There was a question about the sewer drop to tie into the main sewer line. N. Guerette noted that the inside sewer drops are indeed an approved and preferred alternative to outside drops. B. Crawford presented the comments to the applicant which are as followed; At the tee/intersection in the project, a gate valve should be added on the two branches, if there was a realign the water main along the roadway and extend further, a tee and gate will need to be installed at the entrance, All service boxes/curb stops are to be a minimum of 10 feet from buildings. The main in front of units 41-50 will need to be adjusted, At the two end-of-lines, either a hydrant or a blowoff should be installed, and a minimum of one hydrant at the tee/intersection in the project should be installed. The Water Dept will collaborate with the applicant and LFD to determine if more are needed. There was discussion about the fire suppressions and meters per unit. B. Crawford also requested a water detail page. L. Loutrel from the Fire Dept commented that there needs to be two hydrants to meet NFPA 1 (2021 ed.) 18.5 requirements. There was further discussion about the hydrants and life safety requirements. T. Carmichael from the Planning Dept commented that a lot merger will be needed prior to finalization, a condominium plan must be submitted to the Planning Department for review and recording with the Registry of Deeds at the Applicant’s expense, A stormwater management and drainage study must be completed and submitted to the Planning Department prior to TRC 2, Revised plans depicting the location of sidewalks along Hayes Road and Endicott Street North must be submitted to the Planning Department for Planning Board review OR waivers. T. Carmichael asked the following questions: Will vegetation be planted along the property line with 1072 Watson Road (126-280-5)? If so, a revised landscaping plan depicting the vegetation must be submitted for Planning Board re-view, will street trees be planted? If so, a revised landscaping plan depicting them must be submitted for Planning Board review, Will there be streetlights? If so, a lighting plan must be submitted for Planning Board review, Will one dumpster be enough for 52 units? If not, a revised site plan must be submitted for Planning Board review. Also mentioned was Impact fees will be assessed at $3,481.37 per dwelling unit. The applicant will review comments and come back to TRC 2 on August 20th. 5.III. PB2025-002; 130 Prescott Ave; (211-266-15) Jon Rokeh was present to summarize the proposed application. There was discussion about if the proposed address was 103 or 130 Prescott Ave. The applicant is proposing to build a single-family residence and four accessory cottages. T. Baker from Assessing commented that the final plans be updated to read the correct address. N. Guerette had questions regarding pervious vs. impervious pavement. DPW believes the access from Prescott Ave to Stonecrest Condos is a paper street. There needs to be research before blocking this off for parking. B. Crawford from Water had no comments due to not requesting City water. L. Loutrel had comments pertaining to the roadway. There was discussion about the dead-end fire apparatus access road or a turn around. T. Carmichael from Planning commented on the building height and it being below 35 ft. Planning reiterated that all parking spots must be located on the property. A revised plan depicting the new parking area must be submitted for Planning Board review. Also, all utilities must be underground. There was discussion regarding overhead utilities. Each unit will be assessed impact fee of $3,814.80. There was further discussion about parking and moving it. If those plans can be amended to show the parking being moved and all departments are pleased with the change, then this application can go to the Planning Board. 5.IV. PB2025-003; 311 Meredith Ctr Rd; (292-153-3) Will Gatchel was present along with Caitlyn Stubbs. Mr. Gatchel summarized the proposed application and the plan for a new 911 Call center. N. Guerrette had questions about the snowmobile trail that is departments are pleased with the change, then this application can go to the Planning Board. 5.IV. PB2025-003; 311 Meredith Ctr Rd; (292-153-3) Will Gatchel was present along with Caitlyn Stubbs. Mr. Gatchel summarized the proposed application and the plan for a new 911 Call center. N. Guerrette had questions about the snowmobile trail that is existing. DPW is asking for written permission before a building permit is issued. N. Guerette also mentioned city sewer and water and asking to set up a meeting to discuss this. There was discussion about the budget and funding to maybe be on city sewer. N. Guerette brought attention to extend sewer close to this property. There was further discussion about how to fund this and how it would work. L. Loutrel commented about the sprinkler and fire alarm systems. T. Carmichael discussed that a portion of the parking lot being with the DAS and DOT right-of-way. T. Carmichael from Planning had concerns about RSA 91-A and RSA 674:54 II due to sensitivity of plans being shared. This application will go forth to Planning Board. 5.V.
