City of Laconia Minor Site Plan Committee 2:00 PM City Hall - Armand A. Bolduc Council Chamber Draft Minutes 9/17/2024 - Minutes 1. CALL TO ORDER R. Mora called the meeting to order at 10:02AM. 2. ROLL CALL In attendance was Ben Crawford, Water Department, Joe Gray, Code Enforcement, Louis Loutrel, Fire Department, Tyler Carmichael, Planning Department, Rob Mora, Planning Department, Nate Guerette, DPW, and Tara Baker, Assessing Department. 3. RECORDING SECRETARY Scott Pelchat, Zoning Technician 4. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Minutes were accepted as submitted. 4.I. Draft Minutes 5. REVIEW OF CONTINUED PLANNING BOARD APPLICATIONS 5.I. PB2025-001; Hayes Rd/Endicott St. N (126-280-5.1 & 126-181-5.2) Applicant was not present. 5.II. PB2025-004; 155 Lake St (283-23-4) Dave Henrick was present and summarized the application. B. Crawford had the following comments: There is an existing 2-inch copper service to the property. Size of service needed will have to be determined and then run into the building per Laconia Water specifications. There is a payback on this service for the original install, If back building is to have City water, we would need to see a plan on how that will occur, A testable double check backflow device will need to be installed on the water service, Meter and backflow must be in a heated, accessible location, If fire sprinkler system is required, a separate service entrance and exterior shut-off will be required, A Laconia Water employee must inspect all water service work. Contact the Water Dept for deposit requirements and scheduling and All Laconia Water Works specification apply. L. Loutrel had the following comments: Where a change in occupancy classification creates up to four dwelling units in an existing building, the building shall meet the following: requirements of Chapter 31 for existing apartment buildings, dwelling units shall have a primary and secondary mean of an escape, sprinkler system is not required, but smoke detection is. Proper separations must be installed per code. T. Carmichael had the following comments private trash collection and then impact fees must be paid before a Certificate of Occupancy is issued Also, an as- built design, application, and review fee for each dwelling unit must be submitted to the Planning Dept. N. Guerette had the following comments: The applicant needs to clean, and CCTV camera inspect their sewer service prior to construction. This application will go to the October 1st meeting. 5.III. PB2025-009; 1160 & 1182 Union Ave (324-22-8 & 1) Sam Foisie was present to summarize the application and changes that were made to the committee. B. Crawford had the following comments: Sheet SP6: Existing water main is 16-inch. Tapping sleeve will be 16” x 12” with a 12” valve, Sheet SP6: 6” x 4” reducer needs to be shown after hydrant branch, Sheet SP6: Lower fire hydrant will need a gate valve, Sheet SP6: Both hydrants will need protective posts/bollards, Sheet SP7: Existing water main in Union Ave is believed to be closer to 8-9 feet deep, which would help align new service. Elbow(s) may be needed to achieve depth under sewer crossing at STA 0+20, Sheet D3: End of main detail can be removed, no dead ends shown for this project, Sheet D3: Utility Trench detail – 5’ minimum separation between storm drain, Sheet D3: Thrust Block detail – Remove note 6, Sheet D3: Tee detail – Remove notes 5 and 6, and Sheet D3: Hydrant detail – 6’ of cover on pipe. Remove stone drip well. Remove poly wrap note. Change Manchester to Laconia. No new comments were provided from Fire Dept. Old comments from the previous TRC still stand. T. Carmichael had the following comments: Impact Fees in the amount of $3,481.37 per new dwelling unit must be paid to the Planning Department prior to the issuance of each Certificate of Occupancy, Erosion controls must be in place and inspected and approved by the Planning Department. The Planning Department will perform regular inspections to ensure erosion controls are installed and maintained correctly, and a representative for the development is required to attend a meeting of the Conservation Commission, present the development plan, and receive comments and suggestions to mitigate impact to the wetland. N. Guerette had the following comments: Force main needs transition to gravity sewer before ejecting into the City sewer manhole. T. Baker had the following comments: the lot merger and condominium plan will need to be recorded with the plan. The existing building will be two commercial condo units. Assessing will need a copy of the proposed condo declaration. Also, add the living square footage be added to the Plans for each of the units. This application is going forth to the October 1st Planning Board. 6. REVIEW OF NEW PLANNING BOARD APPLICATIONS 6.I. PB2025-011; Union Square (407-1.18-1.033) Frank Yerkes was present to summarize the application. B. Crawford had the following comments: All buildings on this property will need to be brought up to code according to our Cross Connection Control Program. Depending on use, number of units, etc., each building could be different, please consult with Laconia Water before installing/changing devices, and Laconia Water will need to perform a unit count on all buildings that are receiving renovations. J. Gray had the following comments: with the change of use the windows in the bedrooms will need to meet egress. L. Loutrel had the following comments: where a change in occupancy classification creates up to four dwelling units in an existing building, the building shall meet the requirements of Chapter 31 for existing apartment buildings, dwelling units shall have a primary and secondary means of escape in accordance with Chapter 24.2.2.1, sprinkler system is not required but is recommended by LFD, but smoke detection is required, proper separations must be installed per code, and buildings with business and residential occupancies may require fire alarm system depending on the classification on the business occupancy. T. Carmichael had the following comments: a muli-family site plan and check list is needed if three or more units, a floor plan is needed to ensure density requirements of 1 dwelling unit per 1,000 square feet is met, keep all departments aware of what is to come regarding the condominium subdivision, impact fees must be paid prior to the issuance of each Certificate of Occupancy. R. Mora also recommended a waiver for impact fees. N. Guerette had the following comments: the applicant needs to clean, and CCTV camera inspect their sewer prior to construction and the final report needs to be shared with DPW. A comprehensive study of the private sewer collection system and its map need to be presented at the next TRC meeting. There re multiple permits that need to be obtained such as plumbing, sewer connection and excavation if there’s work in the City ROW. T. Baker had the following comments: Correct both to reflect the correct owner for 411-220-27. Should be CVR9395 LLC at same mailing address as shown, Correct Map/block/lot shown as 407-220-5, should be 407-220-51, Add Condominium association to abutters list, any Amendments to condominium declaration and new floor plans will need to be recorded to sewer prior to construction and the final report needs to be shared with DPW. For example – 382 Union Avenue is currently made up of 6 individual condominiums. The proposal is for 4 residential units. Please amend condo docs and provide new floor plans amending the number the units for the building. Please do the above for each building that results in a change. This application is going back to TRC on October 15th. 6.II. PB2025-012; 24-26 Winter St (426-246-43) Nick King and Hanshin Hsieh were present to summarize the application. B. Crawford had the following comments: Water units will be adjusted to 3, as it was only being billed as 2 previously, The Construction and Maintenance Assessment fee (CMA) for a 3-unit building will apply. Contact Laconia Water for fee amount. L. Loutrel had the following comments: Where a change in occupancy classification creates p to four dwelling units in an existing building, the building shell meet the following: requirements of Chapter 31 for existing apartment buildings and all dwelling units shall have a primary and secondary means of escape in the accordance with Chapter 24.2.2.1. A sprinkler system is not required but is recommended. Smoke detection is required. Proper separation must be installed per code. T. Carmichael had the following comments: City Council approval would be required if the applicant decided to pursue off-site parking at any municipal lot, Impact Fees must be paid to the Planning Department prior to the issuance of each Certificate of Occupancy. Impact fees will be assessed by the Planning Board and an as-built design, application, and review fee for each dwelling unit must be submitted to the Planning Department for review and approval prior to the issuance of each Certificate of Occupancy. There was discussion about getting a Conditional Use Permit or variance regarding adding a covered structure leading to the basement. This application is set to go to the October 1st Planning Board. 6.III. PB2025-013; Endicott St E. The Gardens (164-72-1) Jason Hill was present to summarize the application. B. Crawford had the comment regarding the services put in. Staff is going to confirm how many and if there needs to be one added or if one needs to be shut off. L. Loutrel had the comment they need to meet single-family requirements for Fire and safety code. T. Carmichael made the following comments that impact fees will decrease, as-builts will be needed for each new home, and all conditions from the original approval still stand. T. Baker made the following comment: to correct abutter 164-299-10 on the site plans and a reminder to amend the condominium declaration will need to be recorded to reflect the change in number of total units. This application will go to the October 1st Planning Board meeting. 6.IV. PB2025-014; White Oaks Rd (218-241-8) Kevin Corbett spoke on behalf of the applicant to summarize the application. B. Crawford no comments. L. Loutrel had the following comments: Knox Boxes will be required for all fates and fire access roads must meet dimension sated in NFPA 1. T. Carmichael made the following comments: plans must be revised to include the delineation of the wetland buffer and permanent and temporary impacts to the wetland buffers, a copy of the stormwater analysis must be provided to the Planning Dept prior to Planning Board, impact fees could be assessed at the Planning Board meeting, silt socks must be used instead of silt fence and in all areas with a double line of erosion controls, a combination of silt sock and silt fence must be used, Erosion controls must be in place and inspected and approved by the Planning Department. The Planning Department will perform regular inspections to ensure erosion controls are installed and maintained correctly, and a representative for the development is required to attend a meeting of the Conservation Commission. N. Guerette made the following comment DPW needs to be presented with a plan of how much cut and fill will be conducted on site. Escrow will be needed from the developer to protect the pavement of White Oaks Road as it will be completely repaved very soon before the project. Multiple permits will be required such as excavation permit, driveway permit, AOT permit and an EPA Stormwater Pollution Prevention Plan. T. Baker made the following comments: Pg 3 of plan, LHA Realty is shown twice, please remove the notation on the right and Pg 3 of plan, LHA Realty shown on left, correct the map reference from 206 to 203. 16 Sarasota is the only property on Sarasota Ln that needs to be notice, as this is part of an association. There was discussion about how many panels/sections for the entire project.
