MINUTES
April 10, 2012
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 10, 2012 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner,
Tilara McDonald-Treece and Norm Childress.
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the April 3, 2012 regular meeting. Mr. Shriner
seconded. Passed.
BID OPENING
2012 CDBG & Glen Acres Neighborhood Sidewalk Replacement Project Phases I & II
This being the time set to open bids for the 2012 CDBG & Glen Acres Neighborhood Sidewalk
Replacement Project Phases I & II the following bids were received and opened:
Milestone Contractors
Lafayette, Indiana
Phase I Part A: $80,858.75
Phase I Part B: $484,658.00
Phase II: $340,958.00
Total Bid: $906,474.75
Mr. Shriner moved to take the bids under advisement for further review. Mrs. McDonald-Treece
seconded. Passed.
NEW BUSINESS
Engineering
Demolition Permit
Jenny Miller, Public Works Director, stated that there is a Demolition Permit for 418-420 N. 9th Street.
There was a recommendation by the Historic Preservation Officer to wait the 60 day waiting period. Ms.
Miller stated that the structure could not wait the 60 days and recommended to waive the 60 day waiting
period due to siding and wood blowing off the house. Ms. Miller stated that this is deemed an emergency.
The owner of the property is willing to demolish the structure. Mrs. Murray moved to affirm the
demolition. Mr. Childress seconded. Motion Carried.

Contract-Depot Train Loading Platform
Ms. Miller presented to the Board and recommended approval of a Contract for the Depot Train Loading
Platform with Mid-States General & Mechanical Contracting Corp. in the amount of $35,800.00. This
contract is for the replacement of the train loading platform at the Depot. Mrs. McDonald-Treece moved
for approval. Mrs. Murray seconded. Passed.
Contract with Norfolk and Southern Railway Company-Quiet Zone Project
Bob Foley, Engineering Office, presented to the Board and recommended approval of a Contract with
Norfolk and Southern Railway Company for Quiet Zone Project. The contract is for the construction of
the Quiet Zone along the south side of Lafayette at 18th Street, 9th Street, Beck Lane and Poland Hill
Road. The total contract amount is $244,584.00. Mr. Shriner moved for approval. Mrs. McDonald-Treece
seconded. Passed.
Contract-Veteran’s Memorial Parkway & Concord Road/Bio Retention Swale Maintenance &
Management Plan
Ms. Miller presented to the Board and recommended approval of a Contract for Veteran’s Memorial
Parkway & Concord Road/Bio Swale Maintenance & Management Plan with Cardno JFNew in the
amount of $72,255.00. The contract is to eradicate the weeds and replant the swales in areas where there
is no growth of plant material, perform operation and maintenance manual along with training of
personnel. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Community Development
Amendment #1-Contract between the City of Lafayette and TBird Design Services Corp for the Sidewalk
Handicap Ramp Inventory Project
Brian Bugajski, Community Development, presented to the Board and recommended approval of
Amendment #1 for the Contract between the City of Lafayette and TBird Design Services Corp for the
Sidewalk Handicap Ramp Inventory Project. The amendment provides federal language that will allow
the City to utilize CDBG funding to pay for the Citywide Sidewalk Handicap Ramp Inventory Project.
Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,923,730.89. Mr.
Childress moved for approval. Mrs. Murray seconded. Passed.
MISCELLANTOUS
Banner Request-Round the Fountain Art Fair
President Henriott presented to the Board and recommended approval of a Banner Request for the Round
the Fountain Art Fair to be hung on Main Street from May 15, 2012 until May 29, 2012. Mr. Childress
moved for approval. Mr. Shriner seconded. Passed.

ANNOUNCEMENTS
Street Department
Dan Crowell, Street Commissioner, announced that the Street Department will hold a Brush Drop Off and
Free Mulch pick up on Saturday April 14 & 21, 2012 from 7:30am-2:30pm. Citizens of Tippecanoe
County are able to stop by the site located on Marion Street off Canal Road behind Hoffine’s Garage.
There will be loaders on site to help load the mulch.
Engineering
Ms. Miller stated that the CSX Railroad on Wabash Avenue will be closed east of the City Wastewater
Treatment Plant starting April 13, 2012. The work will last approximately 10 days. Vehicles will not be
able to get up or down the hill and to find an alternate route.
PUBLIC COMMENT
There being no further business to come before the Board, President Henriott stated the meeting was
adjourned.
