BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 19, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 19, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. The local Barbershoppers sang the Pledge of Allegiance for the Board Members and those in attendance. Proclamation-Barbershop Harmony Days Mr. Shriner read the following proclamation: Barbershop Harmony Days Whereas The Society for the Preservation and Encouragement of Barber Shop Quartet Singing in America, Inc. (SPEBSQSA)— now recognized as The Barbershop Harmony Society— was officially organized April 11, 1938 in Tulsa, Oklahoma; and Whereas The Lafayette Indiana Chapter of the SPEBSQSA (the Tippecanotes Chorus), was officially organized within the Society’s Cardinal District in the year 1947, and Whereas The Barbershop Harmony Society celebrates its 75th anniversary and our local Tippecanotes Chorus celebrates its 66th anniversary, and Whereas The Cardinal District of the SPEBSQSA has chosen the Tippecanotes Chorus to host its Spring Convention and Chorus-Quartet competitions in Lafayette/West Lafayette thru the weekend of March 22-24, 2013, and Whereas The Barbershop Harmony Society, its Districts and Chapters encourage harmony amongst all people of the world through the universal language of music; actively preserving and presenting a distinct style of vocal music that originated in North America, and Whereas Barbershoppers promotes musical education in our high schools and communities through music scholarships and other means, and support charitable foundations; and Whereas The Tippecanotes are engaged in laudable civic service and enrichment of our cultural life through the fostering of traditional values in entertainment and community endeavors; Now, therefore, I , Ron Shriner, on behalf of Tony Roswarski, Mayor of the City of Lafayette, Indiana, do hereby proclaim March 22 – 24, 2013 as Barbershop Harmony Days Board of Public Works and Safety March 19, 2013 Page 2 Jean Hall, Barbershop Member, thanked the Board of the opportunity to be here and sing the Pledge of Allegiance. Mr. Hall stated that they will be hosting the Cardinal District Competition and Conference March 22-24, 2013 at Jefferson High School. MINUTES Mr. Childress moved for approval of the minutes from the March 12, 2013 regular meeting. Mr. Shriner seconded. Passed. BIDS UNDER ADVISEMENT All Structure Demolition located at 613 S. 15th Street, 1329 Central Street and 633 Oregon Street Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award-Veteran’s Memorial Parkway Phase 2 Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the Veteran’s Memorial Parkway Phase 2 with Milestone Contractors in the amount of $2,993,316.96. Mrs. Murray asked if American Structurepoint was here. Mrs. Leshney stated that Jeromy Grenard could not be here due to family reasons. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Acceptance for Maintenance-Wiers Industrial Subdivision Bob Foley, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance for Wiers Industrial Subdivision with Crider and Crider, Inc located on the east side of Concord Road on both sided of the newly constructed Maple Point Drive. The project consists of sanitary sewer mains and water mains to serve the individual lots. The maintenance bond is in the amount of $9,000.00 and the as-built drawings have been reviewed and approved. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Purchasing Declaration of Surplus Property-Police Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department. The surplus item is a HP DesignJet 800 PS 42" capacity, Serial #SG46N8200N. Mr. Morrissey stated that the item will be passed along to the Information Technology department to sell. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 19, 2013 Page 3 CLAIMS Paula King, Controller’s Office, presented for Board approval, Claims in the amount of $608,190.76. Mrs. Murray asked if there were any more questions other than the ones that were asked and answered in caucus, there were none. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Pilgrimage Event Mrs. Murray presented to the Board and recommended approval of a Special Event Request for a Pilgrimage Event to be held on August 10, 2013 from 4:00pm-7:00pm at Riehle Plaza and the John T. Myer Bridge. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Proclamation-Earth Hour Mr. Shriner read the following Proclamation: EARTH HOUR PROCLAMATION WHEREAS, Earth Hour, organized by the World Wildlife Fund, is a global initiative that encourages individuals, businesses and governments around the world to turn off all non-essential lights for one hour on Saturday, March 23, 2013 between 8:30 and 9:30pm; and WHEREAS, the goal of Earth Hour is to demonstrate that individual action on a mass scale can help positively impact our planet; and WHEREAS, climate change impacts in Indiana are expected to increase heavy rainfall and dangerous flooding, threatening homes, businesses and utilities and disrupting roadways. Heavy rains also contribute to accelerated topsoil erosion, which can hinder agricultural yields. Furthermore, more frequent severe precipitation and greater transpiration from crops have exacerbated the survival and spread of many unwanted pests and pathogens; and WHEREAS, led by the World Wildlife Fund, hundreds of millions of people in 7,000 towns and cities across 152 countries celebrated Earth Hour in 2012, with lights going out in some of the world’s most famous man-made marvels and natural wonders. China’s Forbidden City, Eiffel Tower, Great Pyramids of Egypt, Buckingham Palace, Brazil’s Christ the Redeemer statue, Niagara and Victoria Falls, Empire State Building, Sydney Opera house and many more global icons stood in darkness as a powerful symbol of landmark environmental action; and WHEREAS, in the United States, many cities have said they will participate, including, Chicago, San Francisco, Boston, Minneapolis, with more signing on daily. They will join international cities such as Vancouver, New Delhi, Oslo, Singapore, Moscow, Manila, Ho Chi Minh City, Kuala Lumpur, Toronto, London, and Rome; and WHEREAS, City of Lafayette government will strive to turn off all non-essential lighting during Earth Hour; NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim the hour between 8:30 and 9:30 pm on the 23rd day of March, 2013, to be Earth Hour. I encourage all City of Lafayette Board of Public Works and Safety March 19, 2013 Page 4 residents to make a global statement of concern about climate change and to demonstrate commitment to finding solutions by turning off all non-essential lights during this time period.
