BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 18, 2014 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 18, 2014 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross and Norm Childress. Absent: Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the March 11, 2014 regular meeting. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering LPA Contract-South Street and Scott/Park Streets Pedestrian Crossing Improvement Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a LPA Contract for the South Street and Scott/Park Streets Pedestrian Crossing Improvement with TBird Designs. The project is to reconstruct the existing sidewalk, curb and intersection elements in the southwest quadrant of South Street and Park Avenue and to provide a new cul-de-sac on Scott Street and improve the overall entrance of Columbian Park. Mrs. Leshney stated that the schedule in Appendix “C” needs to be amended on the contract. When the schedule was submitted they didn’t realize that the schedule went into year 2016 and the monies are only for year 2015. So the amended schedule reflects that change. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Legal Counsel Resolution 01-2014 A Resolution for the Board of Public Works and Safety of the City of Lafayette, Indiana, Approving Real Estate Purchase Agreement for the Water Pollution Control Department Mrs. Leshney presented to the Board and recommended approval of Resolution 01-2014 A Resolution for the Board of Public Works and Safety of the City of Lafayette, Indiana, Approving Real Estate Purchase Agreement for the Water Pollution Control Department. The parcel consists of 2.943 acres along S. 30th Street owned by Jerry Lee Snyder as being appropriate to be acquired to serve as a detention and flood control area to minimize flooding and improve draining and benefit the sewage works system. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 18, 2014 Page 2 Human Resources Amendment #1-ADA Transition Plan Kim Meyer, HR Director and ADA Compliance Coordinator, presented to the Board and recommended approval of Amendment #1 for the ADA Transition Plan. The changes consist of new members added to replace former members and language has been added to reflect the Website accessibility evaluation conducted by the City of Lafayette. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department for a 2006 Ford Crown Victoria VIIN#2FAFP71W06X163832. The vehicle has been taken out of service and the parts will be used for other vehicle repairs. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $689,773.42. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Event Street Closure-Living Way of the Cross President Henriott presented to the Board and recommended approval of an Event Street Closure Request for the Living Way of the Cross to be held on April 17, at 4:00pm until 2:00pm on April 18, 2014 on North Street between 8th and 9th Streets. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Great Strides Walk President Henriott presented to the Board and recommended approval of a Special Event Request for the Great Strides Walk to be held on May 17, 2014 from 8:00am-7:00p, at Riehle Plaza, Big 4 Depot Community Room and the public sidewalk. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Event Street Closure Request-Memorial Day Parade Tim Hilton, Navy Club Representative, presented to the Board and recommended approval of a Event Street Closure Request for the Memorial Day Parade to be held on May 26, 2014 from 11:00am-3:00pm. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety March 18, 2014 Page 3 Banner Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Banner Request for Round the Fountain Art Fair to be hung on Main Street from May 4, 2014 through May 24, 2014. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. DEPARTMENTAL UPDATE Traffic Improvement Fred Koning gave the following update: 2013 brought more growth to the department. We added a new signal at Veteran’s Memorial parkway South and the entrance to Wabash National, bringing our total to 114. We added that signal and two other signals to out ATMS. We also upgraded the communication system to fiber interconnect for six intersections on the ATMS. We installed ADA accessible pedestrian signals at 5 intersections. We recalled the thermoplastic pavement markings at 25 intersections, 13 railroad legends, 9 School legends, and the school crosswalks around Glen Acres School. Indiana Traffic Services repainted all the centerline, lane lines, edge lines, bike lanes, and lane divider skip lines for us. We painted all of the yellow curb except for the downtown area ourselves. We replaced 239 STOP signs as part of our continuing upgrade program. We replaced the street name signs at 279 intersections, going from 4 inch letters to 6 inch letters. We repaired or replaced 113 miscellaneous other signs. We performed several studies for the Traffic Commission and did the HPMS counts for the Area Plan Commission. We assisted in parking removal, road closures, and special event signage for the Farmers; Market and various festivals, weddings, church events, block parties, and construction projects. We can look back on 2013 with a sense of pride and accomplishment. Plans for 2014: More street name sign upgrades, 2 new signals, more ADA compliance and upgrade school Zone Signage.
