BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 8, 2014 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 8, 2014 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross and Norm Childress. Absent: Ron Shriner Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the April 1, 2014 regular meeting. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Supplemental Agreement #1-City Wide Trail and Greenways Master Plan Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Supplemental Agreement #1 for the City Wide Trail and Greenways Master Plan in the amount of $98,000.00. The city received a grant in the amount of $20,000.00 from the Department of Health to assist with the plan along with scope left over from the original agreement and programed additional funding through the MPO to make up the fee for the plan. Mrs. Ross moved for approval. Mr. Childress seconded. Passed, Professional Services Agreement with American Structurepoint Mrs. Leshney stated that this item will be tabled due to funding. Mr. Childress moved to table. Mrs. Murray seconded. Tabled. Police Department K-9 Retirement-Jarca Chief Flannelly, Police Department, presented to the Board and recommended approval of the retirement of K-9 Jarca and transfer ownership to Officer Ryan French. Chief stated that Jarca has worked with the department for 8 years. Jarca’s career statistics include 722 narcotic deployments with a confirmation rate of 94%, seizing 25,271g marijuana, seizing 186.3g crack, seizing 72.3g cocaine, seizing 56.3g meth, seizing 51.5g heroin and over $50,000 in cash. Jarca assisted in 277 narcotic arrests and 145 criminal arrests related to narcotic sales. Jacra had 704 patrol deployments with 11 bite apprehensions, 154 no bite apprehensions, assisted in 243 criminal arrests and bite ratio of 7.1% with no complaints of excessive Board of Public Works and Safety April 8, 2014 Page 2 force or lawsuits. Chief Flannelly thanked Jarca and Officer French for their service to the community and being a K-9 handler. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,739,313.59. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Event Street Closure Request-March of Dimes Walk Brenda Renaldo, March of Dimes Representative, presented to the Board and recommended approval of an Event Street Closure Request for the March of Dimes Walk to be held on April 26, 2014 from 7:30am- 12:00noon at the Tippecanoe County Fairgrounds and surrounding city streets. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Event Street Closure Request-MatchBox Launch Event Dennis Carson, Economic Development Director, presented to the Board and recommended approval of an Event Street Closure Request for the MatchBOX Launch Event to be held on April 11, 2014 from 3:00pm-7:00pm at 17. 6th Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Proclamation-Military Child The Mayor read the following proclamation: MILITARY CHILD WHEREAS, thousands of brave Americans have demonstrated their courage and commitment to freedom by serving the Armed Forces of the United States of American in active duty posts in Afghanistan, Iraq and around the world, and WHEREAS, more than 19,000 of Indiana’s children and youth have been directly affected by the military deployment of at least one parent; and WHEREAS, these children and youth are a source of pride and honor to us all, and it is only fitting that we take time to recognize their contributions, celebrate their spirit, and let our men and women in uniform know that while they are taking care of us, we are taking care of their children and youth; and WHEREAS, the recognition of a Month of the Military Child will allow us to pay tribute to military children and youth for their commitment, their struggles and their unconditional support of our troops – because when parents serve in the military, their kids are heroes too; and WHEREAS, a month-long salute to military children and youth will encourage local community support to provide direct support to military children and families. NOW THEREFORE, I, Tony Roswarski, Mayor of the CITY OF LAFAYETTE DO HEREBY PROCLAIM the month of April, 2014, as THE MONTH OF THE MILITARY CHILD And I do hereby urge all citizens, business and government leaders to observe the month with appropriate ceremonies and activities that honor, support and thank military children. Board of Public Works and Safety April 8, 2014 Page 3 DEPARTMENTAL UPDATE Information Technology Andy Milam gave the following update: Current Proactive that include Fuel island hardware & software refresh, Council Chambers PA equipment refresh, new options added for viewing live meetings via internet, new desktop deployments, UPS battery backup refresh, expanding DR capacity and Fire #9 training center, producing end user educational videos, expanding Main Street Wi-Fi to Columbia Street and expanding Columbian Park Wi-Fi. Other current projects include LPD & LFD Public Safety, Water Plant SCADA upgrade and Tyler Munis project update. IT statistics include 3,300 Service Desk request in 2013 and 1,187 YTD in 2014.
