MINUTES
October 27, 2015
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 27, 2015 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Ron Shriner, Dawn Ross and
Norm Childress. Absent: Cindy Murray
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the October 20, 2015 regular meeting. Mrs. Ross
seconded. Passed.

Long Center Renovation and Improvements
President Henriott stated that this item will remain under advisement.
OLD BUSINESS
Change Order #1-Renovations to Long Center Roofing (Tabled 10/20/2015)
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of
Change Order #1 for Renovations to Long Center Roofing with Horning Roofing in the amount of $440
which brings the new contract amount to $150,410.00. Mr. Childress moved for approval. Mr. Shriner
seconded. Passed.
NEW BUSINESS
Economic Development
Recommendation for Award- Main Street Streetscape Phase I & II
Mr. Carson presented to the Board and recommended approval of a Recommendation for Award for the
Main Street Streetscape Phase I & II with Milestone Contractors in the amount of $4,206,959.30 for the
Base Bid and Alternate #1. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Mr. Carson presented to the Board and recommended approval of a Contract for the Main Street
Streetscape Phase I & II with Milestone Contractors in the amount of $4,206,959.30 for the Base Bid and
Alternate #1. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Notice to Proceed- Main Street Streetscape Phase I & II
Mr. Carson presented to the Board and recommended approval of a Notice to Proceed for the Main Street
Streetscape Phase I & II for October 27, 2015 through December 1, 2016. Mr. Shriner moved for
approval. Mrs. Ross seconded. Passed.
Historic Demolition Permit-1521 Grove Street
Dan Walker, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 1521 Grove Street. Mr. Walker stated that the Historic Preservation Officer, Dan
Keiser inspected the property and found that the demolition of the building would not adversely affect the
historic district. President Henriott explained that if the property is historic it affects the nature of the 60
day waiting period unless there is a public safety issue. President Henriott stated that there is no historic
value to the property and so therefore Mr. Keiser does not mind the 60 day waiting period being waived.
Mr. Walker agreed. Mr. Childress moved to waive the 60 day waiting period. Mr. Shriner seconded.
Passed.
Fire Department
Supplemental #2 Fire Contract for Unincorporated Area of Fairfield Township
Fire Chief, Richard Doyle, presented to the Board and recommended approval of Supplemental #2 for the
Fire Contract for Unincorporated Area of Fairfield Township located at the northeast corner/Aertz Airport
area. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,123,486.34. President
Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval.
Mr. Childress seconded. Passed.
MISCELLANEOUS
Special Event Request-Lafayette YMCA 5K Race
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Lafayette YMCA 5K Race to be held on December 5, 2015 from 9:00am-10:15am starting at the YMCA
and taking place on surrounding streets. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.

Proclamation-Pancreatic Cancer
Mayor Roswarski read the following Proclamation:
Pancreatic Cancer
Whereas Pancreatic Cancer is a devastating disease affecting more than 48,960 Americans per year
and that 40,560 will die within the first year;
Whereas Pancreatic Cancer has no early warning signs or simple detection tests and;
Whereas Pancreatic Cancer has only a 5% to 6% five-year survival rate and;
Whereas We wish for those living with Pancreatic Cancer to have a better quality life during their
care and;
Whereas We remember those who have died from this disease who were personally known to us
and honoring their memory and;
Whereas We encourage the scientific community to find better means to detect, treat, and
eventually cure Pancreatic Cancer;
THEREFORE
In the interest of better public understanding, scientific advancement, and the Public Good, we therefore
proclaim November 2015 as Pancreatic Cancer Awareness Month in the city of Lafayette, Indiana.
Cathy Ferguson, Advocate for Pancreatic Cancer, talked about how both her husband and son have both
died from pancreatic cancer. Mrs. Ferguson spoke about raising awareness for this important issue and
encouraged everyone to help.
