BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 9, 2016 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 9, 2016 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Dawn Ross, Norm Childress and Ron Shriner. Absent: Cindy Murray Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 2, 2016 regular meeting. Mrs. Ross seconded. Passed. BID OPENING Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Ferric Chloride & Sodium Aluminate This being the time set to open bids for the Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Ferric Chloride & Sodium Aluminate, the following bids were received and opened: JCI Jones Chemicals, Inc Beech Grove, Indiana Sodium Hypochlorite: $.67 per gallon Univar Kent, Washington No Bid-Letter Brenntag Mid-South Indianapolis, Indiana Sodium Hypochlorite: $.7377 per gallon Sodium Bisulfite: $1.325 per gallon Hydrochloric Acid: $88.00 per drum Ferric Chloride: $401.00 per dry ton Sodium Aluminate: $1.759 per gallon Kemira Water Solutions Lawrence, Kansas Ferric Chloride: $.972 per gallon Board of Public Works and Safety February 9, 2016 Page 2 Rowell Chemical Hinsdale, Illinois Sodium Hypochlorite: $.659 per gallon Sodium Bisulfite: $1.30 per gallon PVS Chemical Solutions Detroit, Michigan Ferric Chloride: $.955 per gallon PVS Technologies Detroit, Michigan Sodium Bisulfite: $1.18 per gallon Alexander Chemical/Carus Corporation Peru, Illinois Sodium Hypochlorite: $.63 per gallon Sodium Bisulfite: $1.20 per gallon Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-Greenbush Street Resurface, New Traffic Signal, and Sidewalk from Erie Street to Elmwood Avenue Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Greenbush Street Resurface, New Traffic Signal, and Sidewalk from Erie Street to Elmwood Avenue. The bid opening is scheduled for March 1, 2016. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Permission to Advertise-Beckenham Trail Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise for the Beckenham Trail from Twyckenham Blvd to Beck Lane on the east side of Old 231. The bid opening is scheduled for March 1, 2016. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Change Order-CC&T Contract for 2015 CDBG Sidewalk Replacement Project Mrs. Leshney presented to the Board and recommended approval of Change Order for the CC&T Contract for the 2015 CDBG Sidewalk Replacement Project. There was a base bid for Prairie Lane and an Alternate for the east side of Meadow Drive. The change order would slot in the east side of Meadow Drive and defer Prairie Lane for a later bid. Mrs. Leshney stated that the change order is a deduction of $186.50. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety February 9, 2016 Page 3 Change Order #1-Winterset Drive Reconstruction Mrs. Leshney presented to the Board and recommended approval of Change Order #1 for the Winterset Drive Reconstruction. Mrs. Leshney stated that the change order is a deduction of $39,479.94 with a completion date of November 23, 2015. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Certificate of Completion-Winterset Drive Reconstruction Mrs. Leshney presented to the Board and recommended approval of a Certificate of Completion for the Winterset Drive Reconstruction with the warranty period began on November 23, 2015. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,111,253.32. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Taxi Cab Permit Police Chief Patrick Flannelly presented to the Board and recommended approval of a taxi cab permit for Jeffery Foltz. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. ANNOUNCEMENTS Kara Bishop, Communications Director, announced to the Board that the City of Lafayette has launched a new mobile app which allows users to connect quickly with local information and utilize innovative new features. Features of the app include: direct payments for utilities and parking citations, city calendar, meeting agendas and news, direct links to the city’s social media, access to job information and staff directory, advanced search options and direct link to local photo galleries, and the ability to sign up for city alerts. Mrs. Bishop stated that LafayetteIN will provide an important connection between Lafayette and its citizen and visitors.
