BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
July 26, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, July 26, 2016 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross and
Norm Childress. Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the July 19, 2016 regular meeting. Mrs. Ross
seconded. Passed.
OLD BUSINESS
Special Event Request-Boiler Bridge Bash (Tabled 7/19/16)
Mr. Childress moved to remove this item from the Table. Mrs. Murray seconded. Removed. Erin Easter,
Greater Lafayette Commerce Representative, presented to the Board and recommended approval of a
Special Event Request for the Boiler Bridge Bash to be held on August 18, 2016 at 4:00pm-11:00pm on
Main Street between 2nd and 4th Street and 3rd and 4th Street from Main Street to Columbia Street. Mrs.
Ross moved for approval. Mr. Childress seconded. Passed.
NEW BUSINESS
Engineering
Change Order #2-Beckenham Trail
Bob Foley, Engineering, presented to the Board and recommended approval of Change Order #2 for the
Beckenham Trail. Mr. Foley stated that there was a delay between the Notice to Proceed and the Pre-
Construction meeting along with three (3) rain days. The change order is to extend the completion date to
August 8, 2016. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
LPA Contract with INDOT-Bike/Pedestrian Facilities on South Street
Mr. Foley presented to the Board and recommended approval of an LPA Contract with INDOT for the
Bike/Pedestrian Facilities on South Street. Mr. Foley stated that this contract is a renewal due to the
original contract expiring. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Economic Development
Change Order #2-Long Center Renovations-Electrical Contract with Huston Electric
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of
Change Order #2 for the Long Center Renovations for the Electrical Contract with Huston Electric for a
new electrical panel, wiring and data drops. The change order is an increase in the amount of $14,669.00
which brings the revised contract amount to $182,203.00. Mr. Childress moved for approval. Mrs.
Murray seconded. Passed.
Change Order #1-Wayfinding Signage Phase II
Mr. Carson requested that this item be tabled until next meeting. Mrs. Ross moved to table is item. Mr.
Childress seconded. Tabled.
Purchasing
Declaration of Surplus Property-Fleet Maintenance
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus Property for Fleet Maintenance that includes a leaf machine and two (2) leaf collectors. The
machines have been taken out of service and are no longer needed. Mr. Morrissey stated that they have a
combined value of approximately $3,000.00 and there is an interested buyer. Mrs. Ross moved for
approval. Mrs. Murray seconded. Passed.
CLAIMS
Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $552,962.38.
President Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
MISCELLANEOUS
Special Event Request-Beers Across Wabash
Ken McCammon, Friends of Downtown, presented to the Board and recommended approval of a Special
Event Request for the Beers Across the Wabash to be held on August 27, 2016 from 12:00noon until
6:00pm on the John T. Myers Bridge. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed
Special Event Request-Hanna Fest
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Hanna Fest to be held on August 20, 2016 at 1:00pm until 7:00pm on N. 18th Street from Hartford Street
to the Wilson Street alley. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.

Proclamation-White Castle and Shriner’s Hospital for Children Day
Mayor Roswarski read the following Proclamation:
WHITE CASTLE AND SHRINERS HOSPITALS FOR CHILDREN DAY
WHEREAS: the Shriners Hospitals for Children is a national non-profit organization
committed to giving children the opportunity to live a more normal life; and
WHEREAS: the Shriners Hospitals for Children gives children the opportunity to receive
treatment for orthopedic problems, severe burns and spinal cord injuries and
provides them with a head start in developing a normal life, regardless of the
patients ability to pay, which is essential to becoming successful and contributing
adults; and
WHEREAS: on August 3, 2016, Shriners Hospitals for children and White Castle will join
together to encourage people to donate to Shriners Hospitals for Children
activities in our city; and
NOW THEREFORE: I, Tony Roswarski, Mayor of Lafayette, in recognition of this important event, do
hereby proclaim
Wednesday, August 3rd, 2016 in Lafayette as: WHITE CASTLE AND SHRINERS HOSPITALS FOR
CHILDREN DAY
A Shriner’s Club member encouraged the Board and the audience to visit White Castle on August 3, 2016
in order to generate a large turnout and collect as much donations as possible.
ANNOUNCEMENTS
Dennis Carson announced that John Collier will be the new Assistant Director of Economic
Development. Mr. Carson stated that Mr. Collier comes to the City of Lafayette with 32 years of
experience and will be helping with business attraction retention/expansion, Historic Preservation,
Parking Commission and Quality of Life. Mr. Collier stated that he is really happy to be a part of the City
of Lafayette team and is passionate about the community.
