BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 20, 2016 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 20, 2016 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Dawn Ross. Absent: Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the September 13, 2016 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Wabash River Promenade President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award-City Hall Plaza Project Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award of the City Hall Plaza Project. Mrs. Leshney stated that the top soil and sod in-house therefore the recommendation is for the concrete portion/light pole bases of the work to Heartland Excavating. The amount of the award is $41,991.79. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Contract-City Hall Plaza Project Mrs. Leshney presented to the Board and recommended approval of a Contract for the City Hall Plaza Project to Heartland Excavating in the amount of $41,991.79. Mrs. Leshney stated that item #2 is the contractor’s bid proposal (bid items as recommended as award) in the award letter from TBird Designs. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Notice to Proceed-City Hall Plaza Project Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the City Hall Plaza Project. Mrs. Leshney stated that the work to complete the project should take a week or two. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety September 20, 2016 Page 2 Permission to Advertise-2017 Sagamore Parkway Phase I Right of Way Tree Planting Project Leanne Wells, Urban Forester, presented to the Board and recommended approval of a Permission to Advertise for the 2017 Sagamore Parkway Phase I Right of Way Tree Planting Project. The publication dates are September 23 & 30, 2016 with a bid opening date of October 11, 2016. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Economic Development Change Order #3-Streetscape Phase V Dennis Carson, Economic Development Director, presented to the Board and recommended approval of Change Order #3 for Streetscape Phase V with Mid-States General & Mechanical Corp for masonry and concrete work. The change order is an increase of $10,310.00 which brings the revised contract amount to $1,680,950.44. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $4,258,425.77. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS 2017 Holiday Schedule President Henriott stated that the 2017 Holiday Schedule is in the packet and published. Taxi Cab Permit Patrick Flannelly, Chief of Police, presented to the Board and recommended approval of Taxi Cab Permit for John Allen Erwin. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
