BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
September 27, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, September 27, 2016 at 9:00
a.m. in the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Dawn
Ross and Ron Shriner. Absent: Cindy Murray
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the September 20, 2016 regular meeting. Mrs.
Ross seconded. Passed.
BIDS UNDER ADVISEMENT
Wabash River Promenade
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Certificate of Substantial Completion-Old Romney Road Phase III
Dave Griffee, Engineering, presented to the Board and recommended approval of a Certificate of
Substantial Completion for Old Romney Road Phase III for June 1, 2016. The certificate of completion
will come at a later date. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Lafayette Housing Authority
Agreement between Lafayette Housing Consortium and Habitat for Humanity 2015-2016 Project #4-
Meharry
Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement
between Lafayette Housing Consortium and Habitat for Humanity 2015-2016 Project #4 210 Meharry.
This agreement is for the fourth of four projects to be funded with 2015-2016 HOME funds in the amount
of $38,000.00. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Water Pollution Control
Contract-Brown Street Sewer Project Phase I
Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval
of a Contract for the Brown Street Sewer Project Phase I. Mr. Talley stated that this project is comprised
of the installation of 60” sewer and construction of structures that will allow sewage flow to split and
travel down the Greenbush Sewer or the new Brown Street Sewer when complete. The project in is the
intersection of Greenbush and Elmwood and is scheduled to take 4 months to complete. The Guaranteed
Maximum Price for this contract is $3,670,600.00. The notice to proceed begins today with the substantial
completion by December 31, 2016 and final completion by January 31, 2017. Mr. Shriner moved for
approval. Mr. Childress seconded. Passed.
Notice to Proceed-Brown Street Sewer Project Phase I
Mr. Talley presented to the Board and recommended approval of Notice to Proceed for the Brown Street
Sewer Project Phase I. The notice to proceed begins today with the substantial completion by February
28, 2017 and final completion by May 1, 2017. Mrs. Ross moved for approval. Mr. Shriner seconded.
Passed.
Information Technology
Contract with Frontier/Mitel for Voice Communications Project
Andy Milam, Information Technology Director, presented to the Board and recommended approval of a
Contract for the Frontier/Mitel for Voice Communications Project for a new communications system.
This new system would replace the 13 year old current system and bring the city into a more modern
state-of-the-art communication system. Mr. Milam stated that this system will have a lot of new features
and benefits along with increased reliability and redundancy. Discussion ensued. Mr. Shriner moved for
approval. Mrs. Ross seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,071,722.75. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
MISCELLANEOUS
Special Event Request-Clear River Church Block Party
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Clear River Church Block Party to be held on September 30, 2016 from 6:00pm-8:00pm on Cincinnati
Street between 3rd and 4th Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Special Event Request-Purdue Half Marathon
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Purdue Half Marathon to be held on October 22, 2016 from 8:00am-11:00am in the downtown area. Mr.
Childress moved for approval. Mr. Shriner seconded. Passed.
Special Event Request-Hanna Fest (Rain Date)
President Henriott presented to the Board and recommended approval of a special Event Request for
Hanna Fest (Rain Date) to be held on October 8, 2016 from 1:00pm-6:00pm near the Hanna Center on N.
18th Street. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Special Event Request-YWCA Light Up Riehle Plaza
President Henriott presented to the Board and recommended approval of a Special Event Request for the
YWCA Light Up Riehle Plaza to be held on October 4, 2016 from 5:00pm-7:00pm at Riehle Plaza. Mrs.
Ross moved for approval. Mr. Shriner seconded. Passed.
Special Event Request-Bridal Shower
President Henriott presented to the Board and recommended approval of a Special Event Request for a
Bridal Shower to be held on October 22, 2016 from 10:00am-4:00pm at the Big 4 Depot Community
Room. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
2016 Fall Hydrant Flushing Schedule
Kerry Smith, Water Works Superintendent, announced the 2016 Fall Hydrant Flushing Schedule. The
Lafayette Water Works will begin flushing hydrants on Sunday, October 2, 2016 between the hours of
10pm-6am and continuing each night with the exceptions of Friday and Saturday evenings through
October 14, 2016. Mr. Smith stated that customers may experience some discolored water. If this occurs,
let the cold water tap run for a few minutes and it should clear up.
