MINUTES
June 27, 2017
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, June 27, 2017 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Cindy Murray
and Dawn Ross. Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the June 20, 2017 regular meeting. Mrs. Ross
seconded. Passed.
BIDS UNDER ADVISEMENT
Memorial Island, Phase 2
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Recommendation for Rejection-24th, 25th and Knight Street Curb, Sidewalk and Ramp Replacement
Project
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Rejection for the 24th, 25th and Knight Street Curb, Sidewalk and Ramp
Replacement Project. Mrs. Leshney stated that the sole bidder the City received was $167,430.00, which
is over 60% higher than the Engineering Estimate. Mrs. Murray moved for approval. Mr. Childress
seconded. Passed.
LPA Consulting Agreement with Butler, Fairman & Seufert-Twyckenham Trail between Old Romney
Road and Old 231
Mrs. Leshney presented to the Board and recommended approval of an LPA Consulting Agreement with
Butler, Fairman & Seufert-Twyckenham Trail between Old Romney Road and Old 231. Mrs. Leshney
stated that this project is funded by 80% Federal monies and 20% Local monies along with the 80%
Federal fee and 20% Local fee. The total fee is $62,980.00. Mr. Childress moved for approval. Mrs. Ross
seconded. Passed.

Certificate of Completion, Final Waiver of Lien and Guarantee-Haggerty Lane and Veterans Memorial
Parkway Traffic Signal
Mrs. Leshney presented to the Board and recommended approval of a Certificate of Completion, Final
Waiver of Lien and Guarantee for the Haggerty Lane and Veterans Memorial Parkway Traffic Signal
with Morphey Construction. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed.
Permission to Advertise-2017 Pavement Markings
Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise the 2017
Pavement Markings Project with a bid opening on July 18, 2017. Mr. Childress moved for approval. Mrs.
Ross seconded. Passed.
Contract-South Street and Columbia Street Resurfacing Project
Mrs. Leshney presented to the Board and recommended approval of a Contract for the South Street and
Columbia Street Resurfacing Project with Milestone Contractors in the amount of $2,045,000.00. Mrs.
Murray moved for approval. Mrs. Ross seconded. Passed.
Notice to Proceed-South Street and Columbia Street Resurfacing Project
Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the South
Street and Columbia Street Resurfacing Project. Mrs. Ross moved for approval. Mrs. Murray seconded.
Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,985,760.56. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Rodenberger Wedding and Reception
President Henriott presented to the Board and recommended approval of a Special Event Request for
Rodenberger Wedding and Reception to be held on September 16th, 2017 from 11:00am-4:00pm at John
T. Myers Bridge and Big 4 Depot-Community Room. Mrs. Ross moved for approval. Mr. Childress
seconded. Passed.
Special Event Request-Boiler Bridge Bash
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Boiler Bridge Bash to be held on August 17th, 2017 from 4:00pm-12:00am on Main Street from 6th to 9th
Streets and on 7th & 8th Streets from Columbia to Ferry Streets. Mr. Childress moved for approval. Mrs.
Murray seconded. Passed.

ANNOUNCEMENTS
Fire Chief, Richard Doyle, announced that the Lafayette Fire Department will be conducting a 3-day
training on Wednesday, June 28-Friday June 30, 2017 in the Railroad Corridor. The Technical Rescue
Team/Haz Mat Team in conjunction with Water Works, Water Pollution Control, Engineering, Purdue
University Haz Mat Team, TEMA, LEPC and other organizations will be involved in the training.
