BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
August 21, 2018
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, August 21, 2018 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton,
Norm Childress and Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the August 14, 2018 regular meeting. Mr. Childress
seconded. Passed.
NEW BUSINESS
Engineering
Agreement with Applied Engineering for Lafayette Fire Station #5 HVAC
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of an
Agreement with Applied Engineering for Lafayette Fire Station #5 HVAC in the amount of $51,035.00.
This agreement is to implement the findings for the Humidity Investigation study including the
replacements of the split system gas-fired furnaces and split condensing units for both the north and south
sides of the station. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Change Order #2-2018 Curb and Ramp Replacement Project-Salem Street
Mr. Grenard presented to the Board and recommended approval of Change Order #2 for the 2018 Curb
and Ramp Replacement Project for Salem Street. The change order is a change in scope in the amount of
$13,665.75 which brings the revised contract amount to $272,347.00. Mr. Childress moved for approval.
Mrs. Murray seconded. Passed.
Parks Department
Permission to Advertise-Tropicanoe Cove Aquatic Center Expansion
Jon Miner, Parks Director of Operations, presented to the Board and recommended approval of a
Permission to Advertise the Tropicanoe Cove Aquatic Center Expansion. The notice is set to be published
on August 24 & 31, 2018 with a bid opening on September 18, 2018. The project is set to be completed
by Memorial Day 2019. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.

Lafayette Renew
Contract-Loeb Stadium Drainage & Water Improvements (Bowen Engineering)
Mr. Grenard presented to the Board and recommended approval of a Contract for the Loeb Stadium
Drainage & Water Improvements with Bowen Engineering for a Guaranteed Energy Saving Performance
contract in the amount of $4,205,025.00. The project includes relocation of a 24-inch watermain,
underground stormwater retention capsules, road, sidewalk, curb, and gutter restoration. Mrs. Murray
moved for approval. Mr. Shriner seconded. Passed.
Notice to Proceed-Loeb Stadium Drainage & Water Improvements
Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the Loeb
Stadium Drainage & Water Improvements. The notice to proceed begins on August 21, 2018 with the
substantial completion on May 21, 2019 and the final completion on June 28, 2019. Mr. Childress moved
for approval. Mrs. Moulton seconded. Passed.
Task Order #8-Loeb Stadium Drainage & Water Improvements (Wessler Engineering)
Mr. Grenard presented to the Board and recommended approval of Task Order #8 for the Loeb Stadium
Drainage & Water Improvements with Wessler Engineering for the hourly not-to-exceed amount of
$135,000.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Agreement for Lower Elliott Ditch Stream Corridor Improvements Project (Phase I)
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of an Agreement
for Lower Elliott Ditch Stream Corridor Improvements Project Phase I with Christopher B. Burke
Engineering LLC. This contract will mirror a contract that Tippecanoe County will approve to begin the
evaluation of the Elliott Ditch and the total costs will be split evenly. Lafayette’s portion of Phase I and
the amount of this contract is for the not-to-exceed amount of $24,750.00. Mr. Childress moved for
approval. Mrs. Moulton seconded. Passed.
Agreement for 11th and Main Street Drainage Improvement Project (VS Engineering)
Mr. Talley presented to the Board and recommended approval of an Agreement for 11th and Main Street
Drainage Improvement Project with VS Engineering. This is an area that experiences flooding issues
during heavy rains. This project will include the addition of storm sewer lateral, new inlets, green
infrastructure, and adjusting or reconstructing the roadway, curb and sidewalk grades to maintain proper
drainage patterns. The agreement is in the not-to-exceed amount of $44,000.00. Mrs. Murray moved for
approval. Mr. Shriner seconded. Passed.
Purchasing
Vehicle Trade-In Authorization-Lafayette Renew
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Vehicle Trade-
In Authorization for Lafayette Renew that includes a 2003 Chevrolet Astro Van 1GCDM19X13B123102
and a 2008 GMC T-7500 Street Sweeper 1GDM7F1B18F402243. Mr. Shriner moved for approval. Mrs.
Moulton seconded. Passed.

CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $5,061,213.98. President
Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for
approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Wedding Ceremony (Rishel)
President Henriott presented to the Board and recommended approval of Special Event Request for a
Wedding Ceremony for Rishel to be held on June 22, 2019 from 3pm-6pm at Riehle Plaza. Mr. Childress
moved for approval. Mr. Shriner seconded. Passed.
