BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 11, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 11, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the December 4, 2018 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Fire Department Permission to Advertise-Fire Station #5 HVAC Project (rebid) Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Fire Station #5 HVAC Project (Rebid). Mr. Grenard stated that there was a pre-bid meeting and there were no prime contractors that attended therefore the project will be rebid. The publication dates for the rebid will be December 14 & 21, 2018 with the pre-bid meeting on January 9, 2019 and the bid opening on January 22, 2019. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Purchasing Declaration of Worthless Property-Water Works Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Worthless Property for the Water Works Department that includes a 1989 Kubota 3” Trash Pump Model KGP-30T VIN:GS28-551042 City#5021. Mr. Payne stated that this item will be scrapped. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Declaration of Worthless Property-Fleet Maintenance Mr. Payne presented to the Board and recommended approval of a Declaration of Worthless Property for Fleet Maintenance. The worthless property includes various parts from the inventory that are no longer needed and will be scrapped. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Declaration of Surplus Property-Fire Department Board of Public Works and Safety December 11, 2018 Page 2 Mr. Payne presented to the Board and recommended approval of Declaration of Surplus Property for the Fire Department that includes a 1988 Chevrolet P30 Van VIN:1GBHP32J1J3316565 City#FD20. Mr. Payne stated that the vehicle has been replaced and will be sold. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,494,853.55. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Letter Submitted President Henriott read 1 letter into the minutes that was received in the Clerk’s Office: “The Tippecanoe County Historical Association (TCHA) as represented by its Board of Governors has voted to oppose the proposed demolition of the historic house located at 1014 South Street. It is part of TCHA’s 90-year mission to preserve and protect Tippecanoe county’s rich history for tomorrow’s generation to enjoy first hand. Losing the Meyer Rose house would be the loss of an architecturally representative, and historically significant, building in the St. Mary’s neighborhood. The 1884 construction is an outstanding local example of the Italianate style and possesses exquisitely detailed door and window surrounds with floral motifs. The presence of the original hand-made wrought iron fence and carriage house add unique features rarely found today in remaining properties of this time period. Meyer Rose is historically significant in this county as a prominent business man and an influential member of Lafayette's early Jewish community. The home has already been recognized for its historical significance as a contributing structure within the St. Mary Historic District by being placed on the National Register of Historic Places in 2001. Its preservation is important to maintaining the historic integrity of the St. Mary neighborhood. The destruction of an historically significant and architecturally beautiful building like the Meyer Rose house would constitute a great and irreversible loss to the local community. Old historic buildings such as this provide the character and neighborhood ambiance that attract people to the community and engender a strong connection between the citizens of the city and the rich historic and cultural past of that neighborhood. Such connection helps insure the economic stability and viability of the neighborhood which in turn promotes continued growth and revitalization of other homes in the area. Thus, maintaining the local heritage and the concomitant pride in that heritage contributes in many ways to keeping citizens in a neighborhood district engaged in the welfare of the neighborhood itself. We encourage exploration of potential alternate solutions to the demolition of the building. There is no chance to renovate or to save a historic site like the Meyer Rose house once it’s gone.
