BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
January 8, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, January 8, 2019 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress,
Amy Moulton and Ron Shriner.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the December 18, 2018 regular meeting. Mrs.
Murray seconded. Passed.
ELECTION OF OFFICERS
Mrs. Murray moved to nominate Gary Henriott as President of Board of Works for 2019. Mr. Shriner
seconded. Motion Passed.
NEW BUSINESS
Controller
2019 Utility Budgets for Water Works and Lafayette Renew
Mike Jones, Controller, presented to the Board and recommended approval of the 2019 Utility Budgets
for Water Works and Lafayette Renew. Mr. Jones stated all employees will receive a 3% salary increase
with PERF and the health insurance rates increased 17.6%. Mr. Jones presented the Water Works Utility
budget for 2019 is in the amount of $10,569,072.00 which reflects a $3,321,072.00 increase from the
2018 budget.
Mr. Jones presented the Lafayette Renew Utility Budget for 2019 is in the amount of $37,613,927.00. The
overall budget for Lafayette Renew has an increase of $3,557,200.00 from 2018 budget. Mrs. Murray
moved for approval. Mr. Shriner seconded. Passed. Mr. Jones answered questions from the Board.
Discussion ensued.
Legal Counsel
Extension Agreement for Animal Sheltering and Disposal
Mrs. Chosnek presented to the Board and recommended approval of the Extension Agreement for Animal
Sheltering and Disposal. Mrs. Chosnek stated that this agreement extends the 2018 agreement to a month-
to-month basis with the same terms until the new 2019 contract is ready. Mr. Childress moved for
approval. Mrs. Moulton seconded. Passed.

Purchasing
Recommendation for Award-2019 Tree Pruning, Tree Removal and Stump Removal
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a
Recommendation for Award for the 2019 Tree Pruning, Tree Removal and Stump Removal with
Browning Tree Service and TNT Tree Service. Mr. Payne stated that both tree services will be honoring
their 2018 prices for 2019 contract. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Permission to Advertise-Sodium Hypochlorite, Sodium Bisulfite, Phosphorus Chemicals and
Hydrochloric Acid
Mr. Payne presented to the Board and recommendation for a Permission to Advertise the Sodium
Hypochlorite, Sodium Bisulfite, Phosphorus Chemicals and Hydrochloric Acid. These chemicals are used
by Lafayette Renew, Water Works and the Park Department. Mr. Childress moved for approval. Mrs.
Moulton seconded. Passed.
Permission to Participate-Sodium Hypochlorite, Sodium Bisulfite, Phosphorus Chemicals and
Hydrochloric Acid
Mr. Payne presented to the Board and recommendation for a Permission to Participate with the City of
West Lafayette for the Sodium Hypochlorite, Sodium Bisulfite, Phosphorus Chemicals and Hydrochloric
Acid bids. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Declaration of Surplus Property-Water Works
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the
Water Works Department that includes a 2002 Sensus 3500 Vehicle Transceiver Serial #3500-SD-
97295A City Asset #2007896. Mr. Payne stated that the item will be sold. Mr. Childress moved for
approval. Mr. Shriner seconded. Passed.
ANNOUNCEMENTS
Mayor Roswarski announced to the Board the retirement of the City Controller, Mike Jones. Mayor
Roswarski thanked Mr. Jones for his dedication and service to the City of Lafayette in the Parks
Department and as the Controller. Mr. Jones thanked the Mayor for his kind words and stated that he has
thoroughly enjoyed working with everyone. The Board members thanked Mr. Jones for his service.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $15,531,251.29. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Mike Roush, Operations Director, announced to the Board that the Sanitation Department will be adding
other trash route going from 7 routes to 8 routes starting on February 4, 2019. Mr. Roush stated that 3,000
households will be affected by the route change. The employees will be handing out flyers to the affected

households letting them know about route changes. Mr. Roush thanked Ron Berryman, Sanitation
Foreman, for his hard work on making the changes. Mr. Roush thanked Patty Payne for helping get the
word out through the Communications Department and also thanked the IT Department for making the
updated maps of the routes.
