BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 26, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 26, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Amy Moulton and Ron Shriner. Absent: Cindy Murray Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the March 19, 2019 regular meeting. Mr. Childress seconded. Passed. BID OPENING Penguin Exhibit-Columbian Park Zoo This being the time set to open bids for the Penguin Exhibit-Columbian Park Zoo, and the following bids were received and opened: RL Turner Premier Construction Partner Zionsville, Indiana Base Bid: $3,252,000.00 Mattcon General Contractors Indianapolis, Indiana Base Bid: $2,699,000.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. Vinton Subdivision Water Main Improvements This being the time set to open bids for the Vinton Subdivision Water Main Improvements, and the following bids were received and opened: Atlas Excavating, Inc. West Lafayette, Indiana Base Bid: $1,835,340.00 TSW Utility Solutions, Inc. Indianapolis, Indiana Base Bid: $1,084,916.00 Board of Public Works and Safety March 26, 2019 Page 2 Mrs. Moulton moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Fire Department Permission to Advertise-Lafayette Fire Department Training Center Reno Phase I-Electrical Steve Butram, Deputy Fire Chief, presented to the Board and recommended approval of Permission to Advertise for the Lafayette Fire Department Training Center Reno Phase I-Electrical. The publications are set to run on March 29 and April 5, 2019 with a bid opening on April 16, 2019. Deputy Chief Butram stated there was a scrivener’s error that will be corrected. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Permission to Advertise-Lafayette Fire Department Training Center Phase II President Henriott stated that this item is being withdrawn from the agenda by the petitioner. Lafayette Housing Authority Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette-2018 Project #1-Wabash Avenue Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between the Lafayette Housing Consortium and Habitat for Humanity of Lafayette for 2018 Project #1- 1317 Wabash Avenue. This agreement provides up to $150,000.00 for the acquisition and renovation from Habitat’s 2018 HOME award. The renovation continues Habitat’s neighborhood revitalization efforts in the Wabash Neighborhood and will provide a renewed home with increased energy efficiency for a new homeowner. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Purchasing Contract Renewal for Reservoir Mowing-Morrow’s Lawn Service Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Contract Renewal for the Reservoir Mowing with Morrow’s Lawn Service. The contract renewal honors the 2016 contract prices. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Declaration of Surplus Property-Clerk’s Office Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus from the Clerk’s Office. The property includes an Apollo 15000 Series Overhead Project Serial #99041491. Mrs. Moulton moved for approval. Mr. Childress seconded. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Special Event Request-Tippecanoe Child Abuse Prevention Council President Henriott presented to the Board and recommended approval of a Special Event Request for the Tippecanoe Child Abuse Prevention Council Proclamation Reading that will be held on April 1, 2019 from 11:00am-1:30pm at Riehle Plaza. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. 2019 Spring Hydrant Flushing Schedule Steve Moore, Water Works, announced the 2019 Spring Hydrant Schedule will begin flushing hydrants on Sunday, March 31, 2019 between the hours of 10pm and 6am, continuing each night with the exceptions of Friday and Saturday evenings, through Friday, April 12, 2019. Customers may experience some discolored water. If this occurs, let the cold-water tap run for a few minutes and it should clear up. If a problem continues, please call us at 807-1700 or 807-1100. Proclamation-Earth Hour Mayor Roswarski read the following proclamation: WHEREAS, Earth Hour, organized by the World Wildlife Fund, is a global initiative that encourages individuals, businesses and governments around the world to turn off all non-essential lights for one hour on Saturday, March 30, 2019 between 8:30 pm and 9:30 pm; and WHEREAS, the goal of Earth Hour is to demonstrate that individual action on a mass scale can help positively impact our planet; and WHEREAS, climate change impacts in Indiana are expected to increase heavy rainfall and dangerous flooding, threatening homes, businesses and utilities and disrupting roadways. Heavy rains also contribute to accelerated topsoil erosion, which can hinder agricultural yields. Furthermore, more frequent severe precipitation and greater transpiration from crops have exacerbated the survival and spread of many unwanted pests and pathogens; and WHEREAS, led by the World Wildlife Fund, hundreds of millions of people across 187 countries celebrated Earth Hour in 2018, with lights going out in some of the world’s most famous man-made marvels and natural wonders. Sydney’s Opera House (Sydney), Big Ben and the Houses of Parliament (London), the Tokyo Tower (Tokyo), the Empire State Building (New York), Marina Bay Sands Hotel (Singapore) and the Eiffel Tower (Paris) and many more global icons stood in darkness as a powerful symbol of landmark environmental action; and WHEREAS, City of Lafayette government will strive to turn off all non-essential lighting during Earth Hour; Board of Public Works and Safety March 26, 2019 Page 4 NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim the hour between 8:30 pm and 9:30 pm on the 30th day of March, 2019, to be Earth Hour. I encourage all City of Lafayette residents to make a global statement of concern about climate change and to demonstrate commitment to finding solutions by turning off all non-essential lights during this time period.
