BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 25, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 25, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Amy Moulton and Norm Childress. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the June 18, 2019 regular meeting. Mrs. Moulton seconded. Passed. BID OPENING Williams Street Sewer Project This being the time set to open bids for the Williams Street Sewer Project and the following bids was received and opened: Bowen Engineering Corp. Indianapolis, Indiana Base Bid: $1,690,000.00 Atlas Excavating West Lafayette, Indiana Base Bid: $1,822,330.00 Cleary Construction, Inc. Tompkinsville, Kentucky Base Bid: $2,290,000.00 Mr. Childress moved to take the bids under advisement for further review. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-Beck Lane Concrete and Resurfacing Project (Re-Bid) Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Beck Lane Concrete and Resurfacing Project (Re-Bid). The publications Board of Public Works and Safety June 25, 2019 Page 2 are set to run on June 28 and July 5, 2019 with a bid opening date of July 16, 2019. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Underwood Street Concrete Replacement Project Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the Underwood Street Concrete Replacement Project. The publications are set to run on June 28 and July 5, 2019 with a bid opening date of July 16, 2019. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Economic Development Permission to Advertise-Streetscape Phase VI Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a Permission to Advertise for the Streetscape Phase VI. The publications are set to run on June 28 and July 5, 2019 with a bid opening date of July 23, 2019. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Historic Demolition Permit-915 Pontiac Avenue John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 915 Pontiac Avenue. The demolition of the garage has been reviewed by Dann Keiser, Lafayette Historic Preservation Officer, who determined that the demolition of the structure would adversely affect the national historic district. Mr. Keiser recommended upholding the 60-day waiting period. Mrs. Murray moved to uphold the 60-day waiting period. Mr. Childress seconded. Passed. Historic Demolition Permit-812 N. 7th Street Mr. Collier presented to the Board and recommended approval of a Historic Demolition Permit for 812 N. 7th Street. The demolition of the garage has been reviewed by Dann Keiser, Lafayette Historic Preservation Officer, who determined that the demolition of the structure would adversely affect the national historic district. Mr. Keiser recommended upholding the 60-day waiting period. Mr. Collier stated that Mark Gick, Building Commissioner, was concerned with the public safety aspect and structural integrity for this structure and recommended waiving the 60-day waiting period. Mr. Childress moved for approval of waiting the 60-day period. Mrs. Moulton seconded. Passed. Fire Department Change Order #1 (Contractor’s Change Order 1 and 3)-Fire Station #5 HVAC Project Mr. Grenard presented to the Board and recommended approval of Change Order #1 (Contractor’s Change Order 1 and 3) for the Fire Station #5 HVAC Project with RenCon Services in the amount of $6,006.00 which brings the revised contract amount to $300,962.00. Mr. Grenard stated that the change order includes an unknown conflict encountered during construction. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety June 25, 2019 Page 3 Parks Department Contract with Kettelhut Construction for Memorial Island Phase 3 Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Contract with Kettelhut Construction for Memorial Island Phase 3 in the amount not-to-exceed $47,500.000. The contract includes a new gateway plaza and event garden near Rush Pavilions, improvements to Memorial Island, shoreline improvements, landscaping, water quality evaluations and additional visitor activity opportunities. Substantial completion is set for Veteran’s Day 2020. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Purchasing Permission to Advertise-McAllister Center Roof Replacement Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Permission to Advertise the McAllister Center Roof Replacement. The publications are set to run on July 5 and July 12, 2019 with a bid opening date of July 23, 2019. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew Contract with Butler, Fairman & Seufert for the Pearl River Sewer Relocation Project on 7th Street Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract with Butler, Fairman & Seufert for the Pearl River Sewer Relocation Project located on 7th Street. The project involves rerouting the existing Pearl River Sewer along its alignment from Main Street to South Street. The new alignment will run in 7th Street from Main Street to South Street. The contract is not-to- exceed $291,595.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Mrs. Moulton abstained. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $11,056,493.91. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANOUS Special Event Request-Joint Church Religious Service President Henriott presented to the Board and recommended approval of a Special Event Request for a Joint Church Religious Service to be held on June 30, 2019 from 7:30am-1:00pm located on N. 6th Street from North Street to Ferry Street. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety June 25, 2019 Page 4 Special Event Request-RiverFest Stan Lambert, WREC, presented to the Board and recommended approval of a Special Event Request for RiverFest to be held on July 13, 2019 from 9:00am-8:00pm at Riehle Plaza, the John T. Myers Bridge and Downtown Lafayette. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Parking Request-Passageways/American Red Cross President Henriott presented to the Board and recommended approval of a Parking Request for Passageways/American Red Cross. Parking is needed in front of Passageways at 8 N. 3rd Street and includes blocking off 4-5 parking spaces. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Parking Request-Lafayette Theater Nick Perez, Lafayette Theater, presented to the Board and recommended approval of a Parking Request for Lafayette Theater. Parking is needed on the east side of 6th Street from Main Street to Ferry Street. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Banner Request-GermanFest President Henriott presented to the Board and recommended approval of a Banner Request for GermanFest to be hung on Columbia Street from August 27-September 10, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
