BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 19, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 19, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Amy Moulton, Cindy Murray, Ron Shriner and Norm Childress. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 12, 2019 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Wastewater Treatment Plant Capacity Improvements Project This being the time set to open bids for the Wastewater Treatment Plant Capacity Improvements Project and the following bids were received and opened: Reynolds Construction Orleans, Indiana Base Bid: $2,067,400.00 Bowen Engineering Indianapolis, Indiana Base Bid: $1,939,000.00 Thieneman Construction Westfield, Indiana Base Bid: $2,214,000.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed BIDS UNDER ADVISEMENT Columbian Park Pond Dredging President Henriott stated that this item will remain under advisement. 2020 City-Wide Landscaping Maintenance President Henriott stated that this item will remain under advisement. Board of Public Works and Safety November 19, 2019 Page 2 NEW BUSINESS Engineering Recommendation for Rejection- Structure Demolition-2107 Charles Street Mark Gick, Building Commissioner, presented to the Board and recommended approval of a Recommendation for Rejection for the Structure Demolition for 2107 Charles Street. Mr. Gick recommended rejecting the bids to give the purchaser an opportunity to take corrective action. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Subdivision Variance-Westbaker Industrial Subdivision Dan Teder, Reiling Teder & Schrier, presented to the Board and recommended approval of a Subdivision Variance for Westbaker Industrial Subdivision. This includes a variance to waive the required half width pavement improvements along the Beck Lane frontage and a variance to waive the required half width pavement improvements along the Wabash Avenue frontage. Mr. Teder gave a brief description of the project and building of the subdivision. Mr. Teder read the reasons for the request into the record: A. The city has future plans to reconstruct the entire width of Wabash Avenue /Beck Lane. B. There is no storm sewer available anywhere along or near the subject subdivision that would allow discharge of Wabash Avenue/Beck Lane storm sewer. A storm sewer would need to be constructed from the north side of the rail corridors and distant beyond Westbaker Subdivision. C. A half-width improvement to Wabash Avenue/Beck Lane would not mesh or blend with the existing and remaining west half of said streets which are not improved. Mr. Shriner moved for approval of the variance for Beck Lane. Mrs. Murray seconded. Passed. Mr. Childress moved for approval of the variance for Wabash Avenue. Mrs. Murray seconded. Passed. Water Works Permission to Advertise-Wea Ridge Water Tower Project President Henriott stated that this item will be removed from the agenda. The project is being delayed for the time being. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $1,880,936.20. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Mrs. Moulton abstained. MISCELLANEOUS Banner Request-Lafayette Master Chorale President Henriott presented to the Board and recommended approval of a Banner Request for the Lafayette Master Chorale to be hung on Columbia Street from December 10-24, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety November 19, 2019 Page 3 Taxi Cab Permits Police Chief, Patrick Flannelly, presented to the Board and recommended approval of a Taxi Cab Permit for Camron Bridges. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
