MINUTES
July 21, 2020
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, July 21, 2020 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Norm
Childress. Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the July 14, 2020 regular meeting. Mrs. Murray seconded.
Passed.
NEW BUSINESS
Engineering
Acceptance for Maintenance-Avalon Bluff Section 3, Phase 1
Dave Griffee, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance
for Avalon Bluff Section 3, Phase 1. This subdivision is located east of Concord Road and north of CR E 500 S
and consists of 88 residential lots. As-built drawing have been approved and the required maintenance bond has
been submitted. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
Utility Service Agreement-Highway Safety Services Facility
Mr. Griffee presented to the Board and recommended approval of a Utility Service Agreement for Highway
Safety Services Facility located along CR South 500 East. The City of Lafayette will be providing water and
sanitary sewer services. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Water Works
Amendment #1-Teal Road Water Main Relocation Project
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Amendment #1
for the Teal Road Water Main Relocation Project with GRW Engineering. This amendment adds in survey,
coordination with INDOT, Norfolk Southern Railroad and others; and construction administration for additional
water main relocation. The amendment is for an hourly not-to-exceed amount of $75,000.00 bringing the revised
contract amount to $115,000.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.

Lafayette Housing Authority
Amendment #1-Agreement between the Lafayette Housing Consortium and YWCA of Greater Lafayette for the
2019 Fresh Start Program
Seth Wells, Project Manager, presented to the Board and recommended approval of an Amendment #1 for the
Agreement between the Lafayette Housing Consortium and YWCA of Greater Lafayette for the 2019 Fresh Start
Program. This amendment extends the date of households to begin receiving assistance to September 1, 2020,
extends the time for the submission of claims and disbursement of funds to September 30, 2021; and extends the
time for the project completion to September 30, 2021. Mr. Childress moved for approval. Mrs. Moulton
seconded. Passed.
Agreement between the Lafayette Housing Consortium and YWCA of Greater Lafayette for Fresh Start Program
Tenant Based Rental Assistance for 2020-2021
Mr. Wells presented to the Board and recommended approval of an Agreement between the Lafayette Housing
Consortium and YWCA of Greater Lafayette for Fresh Start Program Tenant Based Rental Assistance for 2020-
2021. This agreement is for $55,000.00 to serve 5 new participants. Mrs. Moulton moved for approval. Mrs.
Murray seconded. Passed.
Amendment #1-Agreement between the City of Lafayette and Tippecanoe County Council on Aging for SHARP
Program 2019
Mr. Wells presented to the Board and recommended approval of Amendment #1 for the Agreement between the
City of Lafayette and Tippecanoe County Council on Aging for SHARP Program 2019. This amendment extends
the completion date to utilize 2019 funding for the program to December 31, 2020. Mrs. Moulton moved for
approval. Mr. Childress seconded. Passed.
Agreement with Tippecanoe Senior Center for the Senior Home Repair Program 2020
Mr. Wells presented to the Board and recommended approval of an Agreement with Tippecanoe Senior Center for
the Senior Home Repair Program 2020. The agreement is in the amount of $25,000.00 to provide home repair
assistance to income qualified adults who are 62+ and/or disable in the City of Lafayette. Mrs. Moulton moved
for approval. Mrs. Murray seconded. Passed.
Purchasing
Declaration of Surplus Property-Lafayette Renew
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus
Property for Lafayette Renew that includes a 2013 Diamond Mower Excavator Model 31150A Serial# 7565. This
equipment will be traded in on the purchase of a replacement. Mrs. Moulton moved for approval. Mrs. Murray
seconded. Passed.

CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $4,450,658.26. President Henriott
asked a question on Page 15 regarding the Ra-Comm invoice of $1,180.00 for a doorbell for Fire Station 5. Mr.
Clary confirmed that the invoice includes the doorbell, electrical work and other repair work. Mr. Childress
moved for approval. Mrs. Murray seconded. Passed. Mrs. Moulton abstained.
MISCELLANEOUS
Special Event Request-Leszczynski/Groves Wedding
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Leszczynski/Groves Wedding to be held on September 4, 2020 from 6:00pm-7:00pm at Riehle Plaza. Mrs.
Moulton moved for approval. Mrs. Murray seconded. Passed.
2020 Byrne Local Law Enforcement Assistance Grant
Deputy Chief Brad Bishop, Lafayette Police, informed the Board that Lafayette Police will be applying for the
2020 Byrne Local Law Enforcement Assistance Grant for $29,261.00 with a 80%/20% split with the Tippecanoe
County Sheriff’s Department.
