BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 26, 2021 Regular Session: The Board of Public Works and Safety met virtually in a regular session on Tuesday, January 26, 2021 at 9:00 a.m. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Norm Childress and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the January 19, 2021 regular meeting. Mr. Childress seconded. Passed 5-0 on a roll call vote. OLD BUSINESS Change Order #7-Twyckenham Blvd (Tabled 1/19/2021) Mr. Shriner moved to remove this item from the Table. Mrs. Murray seconded. Removed 5-0 on a roll call vote. Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #7 for Twyckenham Blvd Project to modify an existing sanitary sewer manhole. The manhole did not have enough riser rings to lower the required amount. The change order is an increase in the amount of $3,072.23 which brings the revised contract amount to $3,505,855.69. Mr. Childress moved for approval. Mr. Shriner seconded. Passed 5- 0 on a roll call vote. NEW BUSINESS Engineering Change Order #1-Concord Road Trail Lighting Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the Concord Road Trail Lighting Project. The change order includes a time extension in order to cover Covid-19 related delays in the engineering and manufacturing of the light poles. The time extension being requested to for an additional 39 calendar days. Mrs. Murray moved for approval. Mr. Childress seconded. Passed 5-0 on a roll call vote. Economic Development Big 4 Trail Master Plan Grant-MOU with West Lafayette and Tippecanoe County Margy Deverall, Economic Development, presented to the Board and recommended approval of the Big 4 Trail Master Plan Grant between the Cities of West Lafayette, Lafayette and Tippecanoe County to share the match portion of $20,000.00 Big 4 Trail grant awarded to West Lafayette (managing the grant) in early 2020. Mrs. Deverall stated that the project will study and provide recommendations for preferred bike and pedestrian routes of the Big 4 Trail through Tippecanoe County, Lafayette and West Lafayette. Mrs. Deverall gave the Board a Board of Public Works and Safety January 26th, 2021 Page 2 brief description of the project/grant. Mr. Shriner moved for approval. Mr. Childress seconded. Mrs. Moulton abstained. Passed 4-0 on a roll call vote with one (1) abstention. Purchasing Permission to Advertise-Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate, Sodium Fluoride, and Sodium Chloride Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Permission to Advertise-Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate, Sodium Fluoride, and Sodium Chloride for Lafayette Renew, Water Works Plant and the Parks Department. The notice to bidders is set to be published on January 29 and February 5, 2021 with the bid opening or February 16, 2021. Mrs. Murray moved for approval. Mr. Childress seconded. Passed 5-0 on a roll call vote. Permission to Participate-City of West Lafayette (Chemical Bid) Mr. Payne presented to the Board and recommended approval of a Permission to Participate in the Chemical Bid with the City of West Lafayette. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed 5-0 on a roll call vote. Declaration of Worthless Property-Information Technology Mr. Payne presented to the Board and recommended approval of a Declaration of Worthless Property for the Information Technology Department that includes an HP CM1415fnw Multi-Function Color Printer Serial #CNF8BBKJW5. Mr. Payne stated that this item failed and is out of warranty and will be e-cycled. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed 5-0 on a roll call vote. Declaration of Worthless Property-Lafayette Renew Mr. Payne presented to the Board and recommended approval of a Declaration of Worthless Property for Lafayette Renew for two (2) pumps that include a Sanctuary LS Flygt Model #3127.180 Serial #9880526 and a Creek Ridge LS Flygt Model#3127.180 Serial #8550179. Mr. Shriner moved for approval. Mr. Childress seconded. Passed 5-0 on a roll call vote. Lafayette Renew Change Order #1-9th Street Sewer Separation and Pump Station Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Change Order #1 for the 9th Street Sewer Separation and Pump Station Project. Mr. Talley stated that back in 2019 when the Guaranteed Max Price Letter for the 9th Street Sewer Separation and Pump Station Project they identified $300,000.00 savings from the Loeb Stadium Water and Drainage Improvement Project that was going to be transferred to the 9th Street Project to keep costs down. This change order transfers that $300,000.00 from the Loeb Stadium Project to the 9th Street project. The change order is an increase in the amount of $371,033.55 which brings the revised contract amount to $7,068,533.55. Discussion ensued. Mr. Childress moved for approval. Mrs. Murray seconded. Passed 5-0 on a roll call vote. Board of Public Works and Safety January 26th, 2021 Page 3 Change Order #1-Loeb Stadium Water and Drainage Improvement Project Mr. Talley presented to the Board and recommended approval of Change Order #1 for the Loeb Stadium Water and Drainage Improvement Project. This change order transfers $371,033.55 from this project to the 9th Street Sewer Separation and Pump Station Project. The change order is a decrease in the amount of $371,033.55 which brings the revised contract amount to $3,833,991.45. Mr. Shriner moved for approval. Mr. Childress seconded. Passed 5-0 on a roll call vote. CLAIMS Jeremy Diehl, Deputy Controller, presented for Board approval, Claims in the amount of $1,022,551.66. Mr. Childress asked a question on Page 8 regarding the annual maintenance fee for Norfolk & Southern Corporation. Mr. Diehl stated that the fee is dependent upon the amount of equipment at each crossing. Mr. Grenard stated that these fees are for the Quiet Crossings only. Mr. Childress asked a question on Page 9 regarding the Huston Electric for LED lighting prevention maintenance. Mr. Diehl stated that is for the tube lighting on Sagamore Pkwy for a per month basis. Mr. Grenard stated that these invoices are for any city owed lights. Mr. Childress asked a question on Page 12 regarding the Railroad Management Company for license fee for water and sewer pipe. Mr. Diehl stated that is for any utility that crosses under the rails. Mr. Childress asked a question on Page 13 regarding the $6,305.00 for irrigation for 6 S. 9th Street. Mr. Diehl stated that is for the new 9th Street lift station landscape irrigation system installation. President Henriott asked a question on Page 12 regarding the Railroad Management Company and if the fee is an annual fee. Mr. Diehl state that is an annual fee. President Henriott asked a question on Page 6 regarding the $676.61 for fuel for police emergency card. Mr. Diehl stated that is for special access afterhours for a network of fueling stations providing by Newton Oil Pacific Pride stations. Chief of Police, Patrick Flannelly. stated that these additional pumps are only used when the City owned pumps aren’t working. Mr. Childress moved for approval. Mrs. Murray seconded. Mrs. Moulton abstained. Passed 4-0 on a roll call vote with one (1) abstention. Mrs. Murray stated that the Board will start meeting in person next week in the Common Council Chambers. Just a reminder that the only Department Heads that need to attend are if they have an item on the agenda.
