BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 30, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 30, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Norm Childress and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the March 23, 2021 regular meeting. Mr. Childress seconded. Passed. BID OPENING Treece Meadows North Entrance Reconstruction This being the time set to open bids for the Treece Meadows North Entrance Reconstruction and the following bids were received and opened: Dixon Construction Lafayette, Indiana Base Bid: $81,513.00 Milestone Contractors Lafayette, Indiana Base Bid: $146,364.00 Heartland Contractors Lafayette, Indiana Base Bid: $62,372.00 Rieth-Riley Construction Lafayette, Indiana Base Bid: $128,504.00 Mrs. Moulton moved to take the bids under advisement for further review. QUOTE OPENING GMAX Proposal-Pearl River Lift Station CSO Storage Facility This being the time set to open quotes for the GMAX Proposal for Pearl River Lift Station CSO Storage Facility and the following quotes were received and opened: Bowen Engineering Indianapolis, Indiana Quote: $11,703,000.00 Mrs. Moulton moved to take the quote under advisement for further review. Mr. Shriner seconded. Passed. NEW BUSINESS Purchasing Declaration of Surplus Property-Fleet Maintenance Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for Fleet Maintenance for a 1997 American Roads ALC-25 leaf yard vac VIN#1A9SC233XVM274005 CityID#9766. Mr. Payne stated that the equipment will be traded in on an upcoming vehicle purchase. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 30, 2021 Page 3 Declaration of Worthless Property-Fleet Maintenance Mr. Payne presented to the Board and recommended approval of a Declaration of Worthless Property for Fleet Maintenance for a 2008 Lodal EVO-MAG-20-U285 Recycling Truck VIN#1L9AC25B18K006983 CityID#28131. Mr. Payne stated that the vehicle will be sold for scrap value. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Declaration of Surplus Property-Lafayette Renew Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Lafayette Renew for a 1999 Generac 94A04685-S Generator Serial#2016147. Mr. Payne stated that the equipment has been replaced and will be sold. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Parks Department Change Order #2-Memorial Island at Columbian Park Phase 3 Claudine Laufman, Park Superintendent, presented to the Board and recommended approval of Change Order #2 for Memorial Island at Columbian Park Phase 3 with J.R. Jelly Corporation. The change order includes a grout material will be injected into the area below the porch slab to fill the eroded areas, a new seawall will be constructed in front of the existing seawall, and a small section of damaged concrete between Rush Pavilion and Parks Administrative Building will be demolished and replaced. The change order is an increase in a lump sum amount of $44,000.00 which brings the revised contract amount to $6,513,334.00. Discussion ensued. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Lafayette Renew Amendment #2-Combined Sewer Overflow Long Term Control Plan Phase II-C Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Amendment #2 for the Combined Sewer Overflow Long Term Control Plan Phase II-C with Greely and Hansen. The scope of the amendment includes construction office services, documentation, performance verification and value engineering. The amendment is a not-to-exceed increase in the amount of $694,935.00 which brings the revised contract amount to $2,103,075.00. Mr. Talley gave the Board a brief presentation of the project and moving forward. Discussion ensued. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Butler, Fairman and Seufert Agreement for Twyckenham Lift Station #17 Elimination Project Mr. Talley presented to the Board and recommended approval of an Agreement with Butler, Fairman and Seufert for the Twyckenham Lift Station #17 Elimination Project. The agreement includes eliminating the lift station by replacing it with a gravity sewer. The agreement is in a not-to-exceed amount of $86,900.00. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Mrs. Moulton abstained. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $321,082.08. President Henriott asked a question of Page 6 regarding the Battalion Chief Assessment Plan. Mr. Clary stated that there was a promotion in place and Lafayette Fire hired an outside firm to perform the evaluation. Mrs. Murray moved for Board of Public Works and Safety March 30, 2021 Page 4 approval. Mrs. Moulton seconded. Passed. Mr. Clary gave the Board an update on what the City looks to do with the American Rescue Plan funds. MISCELLANEOUS Special Event Request-West Lafayette HS Prom Shannon Tan, Event Representative, presented to the Board and recommended approval of a Special Event Request for the West Lafayette High School Prom to be held on May 1, 2021 from 8:00pm-11:00pm at Riehle Plaza and Big 4 Depot. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Living Way of The Cross Sandy Valle, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Living Way of The Cross to be held on April 2, 2021 from 7:00am-5:00pm on North Street between 8th and 9th Streets near St. Boniface Church. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Tippecanoe Child Abuse Proclamation Event Erika Lee, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Tippecanoe Child Abuse Proclamation Event to be held on April 1, 2021 from 11:00am-1:00pm at Riehle Plaza. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Banner Request-Tippecanoe Child Abuse Prevention Council President Henriott presented to the Board and recommended approval of a Banner Request for the Tippecanoe Child Abuse Prevention Council to be hung on Columbia Street from April 20-May 4, 2021. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Proclamation-Parkinson’s Awareness Month Mayor Roswarski read the following proclamation: Whereas Parkinson’s disease is a chronic, progressive, neurological disease and is the second most common neurodegenerative disease in the United States; Whereas Parkinson’s disease is estimated to affect approximately one million people in the United States and the prevalence will rise to 1.2 million by 2030; Whereas Parkinson’s disease is the 14th leading cause of death in the United States according to the Centers for Disease Control and Prevention; Whereas it is estimated that the economic burden of Parkinson’s disease is at least $25 billion annually, including direct and indirect costs, including treatment, social security payments and lost income, to patients and family members; Whereas research suggests the cause of Parkinson’s disease is a combination of genetic and environmental factors, but the exact cause and progression of the disease is still unknown; Whereas there is no objective test or biomarker for Parkinson’s disease, and there is no cure or drug to slow or halt the progression of the disease; Board of Public Works and Safety March 30, 2021 Page 5 Whereas the symptoms of Parkinson’s disease vary from person to person and can include tremors; slowness of movement and rigidity; difficulty with balance, swallowing, chewing, and speaking; cognitive impairment and dementia; mood disorders; and a variety of other non-motor symptoms; Whereas volunteers, researchers, caregivers, and medical professionals are working to improve the quality of life of persons living with Parkinson’s disease and their families; Whereas increased research, education, and community support services such as those provided by the Parkinson’s Foundation and other organizations are needed to find more effective treatments and to provide access to quality care to those living with the disease today; THEREFORE I, Mayor Tony Roswarski, do hereby proclaim April 2021 as Parkinson’s Awareness Month in Lafayette, Indiana. Mayor Roswarski introduced Chad Welch from Rocky Steady Boxing “Fighting Back against Parkinson’s” that recently opened in Lafayette. Mr. Welch gave the Board a brief description of the program and community outreach. Discussion ensued. 2021 Spring Hydrant Flushing Schedule Steve Moore, Water Works Superintendent, announced to the Board that Spring Hydrant Flushing will being on Sunday, April 4, 2021. This will occur for two (2) weeks, Sunday through Thursday from 10:00pm-6:00am. Should any customer experience issues regarding this flushing please contact the Water Works Plant or the Utility Billing Office. Taxi Cab Permit Patrick Flannelly, Police Chief, presented to the Board and recommended approval of a Taxi Cab license for Kayla Luttrell. Mr. Shriner moved for approval. Mr. Childress seconded.
