MINUTES
August 31, 2021
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, August 31, 2021 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Amy Moulton
and Norm Childress.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the August 24, 2021 regular meeting. Mrs. Murray
seconded. Passed.
NEW BUSINESS
Engineering
Change Order #1-S. 9th Street Sidewalk Reconstruction
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1
for the S. 9th Street Sidewalk Reconstruction with Heartland Contractors. This change order includes the addition
of extra detectable warning plates at ramp. The change order is an addition in the amount of $2,645.00 which
brings the revised contract amount to $100,220.00. Mr. Childress moved for approval. Mrs. Murray seconded.
Passed.
Contract-Traffic Circle at 10th Street and Brown Street
Mr. Grenard presented to the Board and recommended approval of a Contract for the Traffic Circle at 10th Street
and Brown Street with Dixon Construction in the amount of $11,950.00. Mr. Grenard stated that three (3) quotes
were received by Dixon Construction for $11,950.00, Heartland Contractors for $12,300.00 and Wise Choice
Construction for $15,100.00. Mr. Grenard and Mayor Roswarski explained the specifics of the project. Mr.
Shriner moved for approval. Mr. Childress seconded. Passed.
Notice to Proceed-Traffic Circle at 10th Street and Brown Street
Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the Traffic Circle at
10th Street and Brown Street. Mr. Grenard stated that the notice to proceed will start today. Mr. Shriner moved for
approval. Mrs. Moulton seconded. Passed.

Lafayette Housing Authority
Agreement between City of Lafayette and Tippecanoe County Council on Aging dba Tippecanoe Senior Center for
the Senior Home Assistance Repair Program 2021
Ashley Adams, Project Manager, presented to the Board and recommended approval of an Agreement between
City of Lafayette and Tippecanoe County Council on Aging dba Tippecanoe Senior Center for the Senior Home
Assistance Repair Program 2021. The funding awarded for this project is in the amount of $35,00.00. Mr.
Childress moved for approval. Mr. Shriner seconded. Passed.
Amendment #1-Agreement between the Lafayette Housing Consortium and Faith Community Development
Corporation 2018 Project #2-N. 19th Street
Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Amendment #1-
Agreement between the Lafayette Housing Consortium and Faith Community Development Corporation 2018
Project #2-N. 19th Street. This amendment extends the ending date of the agreement to October 31, 2021 to enable
the completion of paperwork and reimbursement of HOME funding. Mrs. Moulton moved for approval. Mr.
Childress seconded. Passed.
Agreement between the Lafayette Housing Consortium and Faith Community Development Corporation CHDO
Operation Funds Agreement 2020-2021
Mrs. Oakley presented to the Board and recommended approval of an Agreement between the Lafayette Housing
Consortium and Faith Community Development Corporation CHDO Operation Funds Agreement 2020-2021.
This agreement is in the amount of $21,004.00. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Agreement between the Lafayette Housing Consortium and Faith Community Development Corporation CHDO
Operation Funds Agreement 2021-2022
Mrs. Oakley presented to the Board and recommended approval of an Agreement between the Lafayette Housing
Consortium and Faith Community Development Corporation CHDO Operation Funds Agreement 2021-2022.
The agreement is in the amount of $24,254.00. Mrs. Oakley answered questions from the Board and explained the
current CHDO projects along with how the program works. Discussion ensued. Mrs. Moulton moved for
approval. Mr. Childress seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,295,314.91. Mr. Childress
asked a question on Page 15 regarding the invoices for UBO Office Rent. Mr. Diehl stated that UBO stands for
Utility Billing Office and the rent they pay the City for their space in City Hall. Mrs. Murray moved for approval.
Mr. Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Open House for Coldwell Banker Shook
Charlie Shook, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Open House for Coldwell Banker Shook to be held September 15-16, 2021 from 4:00pm 7:00pm

on half of N. 5th Street in front of the new building. Mr. Shriner moved for approval. Mrs. Murray seconded.
Passed.
Special Event Request- Hands on Transportation
Matthew Bishop, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Hands on Transportation to held on September 18, 2021 from 9:00am-2:00pm located at Imagination
Station on North 4th Street. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Banner Request-Tippecanoe County Historical Association
President Henriott presented to the Board and recommended approval of a Banner Request for Tippecanoe
County Historical Association for a banner to be hung on Columbia Street from September 21-October 5, 2021.
Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
