BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 16, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 16, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were Norm Childress, Amy Moulton and Ron Shriner. Absent: Gary Henriott and Cindy Murray Jacque Chosnek, City Attorney, was also present. Mr. Childress called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the November 9, 2021 regular meeting. Mrs. Moulton seconded. Passed. NEW BUSINESS Engineering Change Order #1-Maplewood Subdivision Ramp Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1 for Maplewood Subdivision Ramp Replacement Project with Dixon Construction. The change order is an increase in the amount of $5,356.00 which brings the revised contract amount to $48,204.00. The change order includes the addition of two (2) handicap ramps. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew Contract-2021 Sanitary Sewer Rehabilitation Brad Talley, Renew Superintendent, presented to the Board and recommended approval for a Contract for the 2021 Sanitary Sewer Rehabilitation Project with Granite Inliner. The contract is in the amount of $936,483.00 which includes the Alternate. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Notice to Proceed-2021 Sanitary Sewer Rehabilitation Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the 2021 Sanitary Sewer Rehabilitation Project to start today. The substantial completion is set for March, 16, 2022 and final completion is set for April 16, 2022. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $1,042,827.08. Mr. Childress asked if there were any further questions and there were none. Passed. Board of Public Works and Safety November 16, 2021 Page 2 MISCELLANEOUS Proclamation-National Apprentice Week November 15-21, 2021 Mayor Roswarski read the following proclamation: A SPECIAL PROCLAMATION recognizing the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association. WHEREAS, this week the country celebrates National Apprenticeship Week recognizing the value of skilled training to workforce and economic development, we recognize the impact made by the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association, throughout Indiana; and WHEREAS, by providing skilled apprenticeship training programs to Hoosiers statewide, the Indiana Union Construction Industry and the Indiana Careers in Construction Association are providing opportunities for our residents to improve their skills, careers, and their lives. These registered apprentice training programs are an asset to our community and our state; and WHEREAS, there are currently more than 75,000 skilled trades men and women in the Indiana Union Construction Industry; and WHEREAS, there are more than 60 apprenticeship training locations throughout the state of Indiana. WHEREAS, there are currently more than 7,800 apprentices enrolled in union construction apprenticeship programs in the Indiana Union Construction Industry, consisting of 22% minorities, 9% veterans, and 5% females; and WHEREAS, each year, the Indiana Union Construction Industry makes a private industry investment of more than $44 million dollars in apprenticeship training through their jointly managed apprenticeship programs; and WHEREAS, since 1993, more than 15,000 apprentices from the Indiana Union Construction Industry have earned an Associate’s Degree in Applied Science from Ivy Tech Community College as a direct result of their enrollment in a union construction apprenticeship program. This two-year degree is earned at no additional cost to the student, therefore: BE IT RESOLVED BY THE CITY OF LAFAYETTE, INDIANA: The City of Lafayette proudly recognizes the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association. The City heartily congratulates the Indiana Union Construction Industry and the Indiana Careers in Construction Association and wishes them continued success. Lynn Busby, Indiana Careers in Construction Association Director, thanked the Mayor for his continued support. Steve Snyder, Tippecanoe Building and Construction Trades Council President, also thanked the Mayor for his support. Proclamation-National Hunger and Homelessness Awareness Week Mayor Roswarski read the following proclamation: WHEREAS, for many years the Homeless Prevention and Intervention Network has conducted activities to commemorate National Hunger and Homelessness Awareness Week sponsored by the National Coalition for the Homeless and National Student Campaign Against Hunger and Homelessness; and WHEREAS, the purpose of this proclamation is to support the efforts of the Homeless Prevention and Intervention Network to educate the public about the many reasons why very low-income residents are hungry and homeless in Tippecanoe County; and to encourage support for Board of Public Works and Safety November 16, 2021 Page 3 homeless assistance service providers as well as community service opportunities for students and school service organizations; and WHEREAS, there are many organizations committed to sheltering and providing supportive services as well as meals and food to the homeless including all of the members of the Homelessness Prevention and Intervention Network; and WHEREAS, the community recognizes that hunger and homelessness continues to be a serious problem for many individuals and families in Tippecanoe County, particularly with the impact of COVID-19 on health, employment, housing, education, child care and access to other basic needs. Now, therefore, be it resolved that I, Tony Roswarski, Mayor of the City of Lafayette; do hereby proclaim, November 13-21, 2021 as National Hunger and Homelessness Awareness Week. Be it further resolved that we encourage all citizens to recognize that many people do not have housing or enough food and need support from citizens, and private/public non-profit service entities.
