BOARD OF PUBLIC WORKS AND SAFETY MINUTES August 23, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, August 23, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Amy Moulton and Norm Childress. Absent: Gary Henriott and Ron Shriner Jacque Chosnek, City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the August 16, 2022 regular meeting. Mr. Childress seconded. Passed. BID OPENING 7th Street Storm Sewer Project This being the time set to open bids for the 7th Street Storm Sewer Project and the following bids were received and opened: Atlas Excavating West Lafayette, Indiana Base Bid: $698,632.00 F&K Construction Flora, Indiana Base Bid: $521,185.00 Bowen Engineering Indianapolis, Indiana Base Bid: $504,000.00 Mrs. Moulton moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Agreement with HWC Engineering for Railroad Quiet Zone Re-Certification Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of an Agreement with HWC Engineering for the Railroad Quiet Zone Re-Certification. The agreement is to renew the city’s quiet zone railroad crossing status at 5 rail crossings in Lafayette that include Poland Hill Road, Beck Lane, 9 th Street, Board of Public Works and Safety August 23, 2022 Page 2 18th Street and Concord Road. This 5-year renew agreement is an hourly not-to-exceed amount of $7,500.00. Brian Pohlar, HWC, answered questions from the Board. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Addendum #4-Agreeemnt with Utility Service Haggerty Pointe/L.B. Associates. LLC SR 38 and CR 200 Mr. Grenard presented to the Board and recommended approval of Addendum #4 for the Utility Service Agreement for Haggerty Point/L.B. Associates, LLC at SR 38 and CR 200 South. The addendum includes 11.2 acres at the southwest corner of Haggerty Lane and Park East Blvd. This space will be used as warehouse space. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Economic Development Historic Demolition Permit-910 Union Street (Garage Only) John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 910 Union Street (Garage Only). Mr. Collier stated that the property is located within the Park Mary National Historic District. Mr. Collier stated that Dann Keiser, Lafayette Historic Preservation Officer, determined that the loss of the original garage would have a negative impact on the historic district and therefore recommended upholding the 60-day waiting period. Phil Latshaw, Engineering Department, stated that there are several areas of the roof that are deteriorated and a header that was completely gone on the front side of the garage. Mr. Latshaw is concerned that the garage will collapse in the public alley and create a public safety issue, therefore recommended that the 60-day waiting period be waived. Mr. Childress moved to waive the 60-day waiting period. Mrs. Moulton seconded. Passed. Parks Department Amendment #1-CAT Park All-Inclusive Sports Field NV Grant Services Contract Jon Miner, Parks Department, presented to the Board and recommended approval of Amendment #1 for the CAT Park All-Inclusive Sports Field NV Grant Services Contract. Mr. Miner stated that amendment extends the contract for two additional months is needed at the rate of $500.00 per month. Mr. Miner stated that NV Grant will monitor and enforce federal labor standard provisions required by the Department of Labor and HUD as a stipulation on the funding used to finance the project, verify applicable wage decision, obtain all applicable federal documentation and information from the contractor and sub-contractor; and obtain and review all certified payroll reports of contractors and sub-contractors and to comply with Davis-Bacon and other related Acts. Mr. Miner answered questions from the Board. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Contract-Columbian Park Sidewalk Restroom Project Mr. Miner presented to the Board and recommended approval of a Contract for the Columbian Park Sidewalk Restroom Project with Dixon Construction. New Sidewalks will be constructed around the new restroom building near Memorial Island in Columbian Park and provide connectivity to other park amenities. The sidewalk project was publicly bid in May 2022 and zero bids were received. The Parks Department have since selected Dixon Construction to perform the work in a lump sum price in the amount of $52,500.00 with a completion date of May 1, 2023. Mrs. Moulton moved for approval. Passed. Board of Public Works and Safety August 23, 2022 Page 3 Purchasing Declaration of Surplus Property-Fleet Maintenance Department Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property for Fleet Maintenance that includes a list of items that are all parts from warehouse inventory for Lodal Garbage trucks with are no longer in service. Mr. Payne stated that the items will be sold for scrap or recycled. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Water Works Master Service Agreement for TBird Design Services Corp. Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Master Service Agreement with TBird Designs for the 2022 General On-Call Services. Mr. Moore answered questions from the Board. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Task Order #1-Deformation Monitoring for City Wellhead #4 Mr. Moore presented to the Board and recommended approval of Task Order #1 for the Deformation Monitoring for City Wellhead #4 with TBird Designs. Mr. Moore stated that TBird will establish a base line horizontal and vertical points for Wellhead #4, daily observation of said baseline points for a minimum of two weeks, weekly observation of said baseline data until further notices; and analysis of daily and weekly observations. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $851,560.43. Mrs. Murray asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Amendment #1-Star City Downtown Blues and Jazz Festival Ken McCammon, Event Representative, presented to the Board and recommended approval of a Special Event Request for Amendment #1 for the Star City Downtown Blues and Jazz Festival. The amendment is to change the festival date to October 8, 2022 due to the July 2022 date being cancelled caused by the weather. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-YWCA for Breast Cancer Awareness and Domestic Violence Carol Smith, Event Representative, presented to the Board and recommended approval of a Special Event Request for the YWCA for Breast Cancer Awareness and Domestic Violence Event to be held on September 30, 2022 at 5:00pm-7:30pm located at Riehle Plaza and the John T. Myers Bridge. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety August 23, 2022 Page 4 Special Event Request-Fill the Boot Chris Conklin, Event Representative, presented to the Board and recommended approval of a Special Event Request for Fill the Boot to be held on September 9-11, 2022 at 8:00am-5:00pm located at all the Fire Station in Lafayette. Mr. Conklin stated that the City of Lafayette came in third place in the nation for the amount of money raised by the fundraiser. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
